140P2018R0054 Questions and Answers – Amendment #0003 August 2, 2018

NOTE: The following is a complete list of responses for questions submitted to date. Further responses will be incorporated in additional amendments if needed.

1. Table of Contents of the Project Specifications indicates Appendices A, B and C are attached. I have not been able to locate these. Please advise.

Answer: Appendices A (Permits - NOI final permit for the Provincetown and NHSEP), B (Geotechnical Report), and C (Fee Booth Hazmat Lab. Report) are provided as part of this addendum. Contractor is responsible for obtaining and paying for all other permits.

2. Please refer to General Note 20 on G-1. Considering the size of the project site, is it the Government’s intent for the contractor to encompass the entire project site with temporary construction fencing?

Answer: This note is intended to secure the staging and office trailer areas only.

3. Please refer to General Note 30 on G-1 regarding Jute Matting. Please confirm this in fact a requirement, particularly along the access road to the south parking lot where existing dunes will be cut-back and planted for road re-alignment.

Answer: Confirmed- jute matting shall be used on all slopes greater than 3:1 slopes, as stated in the note.

4. Please refer to Demolition and Utility Note 3 on G-1 regarding Jersey Barriers. According to the note, approximately 80 jersey barriers are to be stockpile. During the site walk, less than 20% of that number was observed in place. Is it expected that the remaining jersey barriers are buried along the rack line and will need to be retrieved?

Answer: Yes- anticipate up to 80 barriers that may need to be removed because beach erosion is expected to expose additional barriers.

5. Please refer to Demolition and Utility notes 4 and 5 on G-1. It was discussed onsite that the existing toe of the previously paved slope projects 15 – 20’ below grade along the ocean-side of the former parking lot. Please confirm the contractor is expected to excavate to locate the existing toe of asphalt slope and remove in its entirety.

Answer: The buried existing bottom of asphalt slope that is not disturbed during construction is not intended to be covered by this note. Interpret note as written.

6. Please confirm entire run of duct bank from maintenance building to new fee building shall be reinforced with #6 rebar according to detail 1 on E-1, or is this reinforcing only a requirement for pavement crossing?

Answer: The entire run of the duct bank is to be reinforced with #6 rebar (typ.). Per Sheet E-1, Electrical Site Plan, there is a callout showing proposed duct bank with three (3) 2” conduits. Another callout indicates that the duct bank is to be installed in the proposed entrance road along 5 ft. wide shoulder. As shown on the drawing, it also crosses the entrance road and cuts through undisturbed sandy soil area. The detail for the duct bank remains unchanged throughout the entire length.

7. Please refer to specification section 01 11 00 para E.1., which indicates no earthwork construction shall occur between April 15 and August 30. With an anticipated completion date of June 11, 2019, no “earthwork” would be permitted for the last 8 weeks of the project. Please confirm paving may take place within this time period.

Answer: Earthwork cannot take place during this period but paving can take place.

8. Please refer to specification section 01 31 00 para 1.9 regarding permits. 1.9.C indicates that additional environmental permits are the responsibility of the Contractor including a SWPPP filed with the MA DEP and a NPDES Construction General Permit filed with the US EPA. Sheet C-7 of the contract plans contains erosion control measures.

1. Sheet C-7 only shows the use of silt fence in select areas. Was C-7 used in the filing of the NOI with Provincetown Conservation Commission?

Answer: NOI is provided.

2. Was A SWPPP generated during the NOI process? If so, will that be provided to the Contractor?

Answer: Contractor is responsible for obtaining and paying for the SWPPP. However the SWPPP process was initiated when the NPS submitted Notice of Intent (NOI) to the Provincetown Conservation Commission and Natural Heritage and Endangered Species Program of the Division of Fisheries and Wildlife Division. Once NOI approvals are received, these permits will be provided to the contractor for use in obtaining the SWPPP. Instructions for obtaining the SWPPP can be found at:

https://www.epa.gov/npdes-permits/massachusetts-npdes-permits https://www.epa.gov/npdes/getting-coverage-under-epas-construction-general-permit

3. Will a separate SWPP need to be generated by the contractor and submitted to DEP for approval or will SWPPP just to submitted to the Gov’t as a typical submittal for approval?

Answer: See response provided to #8.2 above.

4. If additional sediment controls are needed to comply with the SWPP above and beyond what is shown on C-7, is it the responsibility of the contractor to incur the associated costs?

Answer: See response provided to #8.2 above.

5. Please also note spec section 01 57 23 para 3.2.B & C states that the Contractor must file an NOI and NOT. Please clarify the expectations for this as costs are associated with each.

Answer: NPS is providing the NOI permit. Contractor is responsible for obtaining and paying for all other permits.

6. With the relatively short period of performance coupled with seasonal restrictions, it is important work commence as soon as possible after award. Depending on answers to the above questions and the involvement with DEP, we have concerns about lead times for permitting which could affect the commencement of work. Please advise if this was considered when developing the period of performance as the contractor has no control over DEP review times.

Answer: See response provided to question #1. Other factors mentioned have been considered.

9. Sheet C-26 contains (2) separate details for Wattle Installation. Please identify where wattles are required.

Answer: Wattle installation has been provided for Contractor consideration. Contractor is responsible for obtaining and confirming all necessary regulation and requirements.

10. The Planting Schedule shown on C-34 calls for Hudsonia Tomentosa (Beach Heather) as part of the Mixed Coast Planting. It has been brought to our attention that Hudsonia Tomentosa would not be available as it is not readily produced. We have been informed that although this plant is seen along coastlines in the northeast, it is considered a protected plant and harvesting the seedlings for production is frowned upon and not practiced. Seaside Goldenrod has been suggested as an alternative, please confirm this is acceptable.

Answer: It is acceptable to use Seaside Goldenrod as an alternative to Hudsonia Tomentosa (Beach Heather).

11. Please refer to detail 4 on C-28 regarding Tubular Pylons. Note 1 specifies one product for “tubular pylons” and another product for “surface mount delineators”.

1. Are the “tubular pylons” and “surface mounted delineators” one in the same, or are they meant for different applications within this project?

Answer: Contractor can chose either option or provide an “approved equal” that meets the detail requirements.

2. What diameter post is required?

Answer: Post diameter to be 2.25” minimum.

3. The detail shows the bases being mechanically anchored to the asphalt. The manufacturer’s instructions for both products calls for adhesive. Should bases be installed with adhesive?

Answer: Install per manufacturer’s instructions.

12. Please refer to Specification section 32 12 16 para 3.5.B.1 and note 5 on C-27 regarding Prime Coat.

It is not typical practice in the Northeast to apply a Prime Coat to the aggregate base course and in our experience would not be desirable in an environmentally sensitive area such as this. Please advise if Prime Coat will be required for this project.

Answer: Prime coat is required for this project, per plan

13. Please provide detail for longitudinal Wedge Joint required for asphalt paving.

Answer: A longitudinal Wedge Joint detail will be provided at Notice to Proceed.

14. Which areas of the project are considered to be archeologically sensitive? Please confirm any archeological monitoring will be provided by the Government at no cost to the Contractor.

Answer: Archeological Monitor will be provided by the National Park Service at no cost to the contractor. Archeological Protection requirements are described in Section 01 35 13.22.

File details come from the government source that posted it.
