About this file

This document is Amendment 0002 to a federal solicitation for a generator system, issued by the National Park Service Contracting Operations - Central on August 19, 2026, for Solicitation 140P1526Q0127. The amendment provides government responses to 51 questions received from potential offerors, with the submission deadline remaining September 15, 2026, at 9:00 AM Mountain Time. Offerors must acknowledge receipt of this amendment when submitting their quote package. This is an amendment to a questions and answers document rather than a primary solicitation document.

The amendment clarifies key specifications and requirements for a replacement propane-powered generator for Glacier National Park's Goat Haunt facility. Critical details include: the generator must operate on propane vapor fuel at 7-11 inches water column (liquid propane feed alternatives are not acceptable); minimum prime-rated output of 15 kW when operating at approximately 4,215 feet elevation, not to exceed 25 kW; physical dimensions must fit a 35" x 84" concrete pad and 60" x 83" door opening with maximum wet weight of 2,500 lbs; and the existing generator is a Kohler Model 18RY (Spec GM28727-GA1). Delivery is required to Glacier National Park in West Glacier, Montana; the government will transport and install the unit at the final Goat Haunt location, which is seasonally accessible May through October. Offerors must provide an established authorized service organization within 250-mile straight-line distance of West Glacier capable of 4-hour emergency response. A manufacturer's standard product data sheet is acceptable at quote stage, with detailed shop drawings required post-award. The solicitation has no set-asides and is open to full and open competition.

GLAC Generator

Questions and Government Responses listed below:

Question # Question Answer/Response 1 The spec calls for the generator to run on propane vapor fuel at 7-11 in. water column. One of our potential suppliers has an option with a built-in vaporizer that runs on liquid propane feed instead, which they note performs particularly well in cold climates (below 0 degrees). Can you confirm whether a liquid-propane feed with an integral vaporizer would be an acceptable alternate to a vapor-fed system for this requirement, or whether the government's fuel supply to the generator connection point is fixed as vapor only?

Fixed vapor only supply. Only generators designed to run on propane vapor fuel at 7-11 in. water column are acceptable.

2 Is a manufacturer's shop drawing showing skid dimensions and weight sufficient to demonstrate the unit fits the 35" x 84" pad and 60" x 83" door opening, or does the Government require a physical site verification/measurement before quote submission?

A manufacturer’s shop drawing showing skid dimensions and weight are sufficient.

3 What is the maximum weight the concrete pad and door threshold/ramp can support for equipment being moved into the building?

Maximum wet weight for generator and skid 2,500lbs.

4 Are there any interior obstructions (ceiling height, turning radius, steps) between the door opening and the pad that could further restrict the equipment envelope beyond the stated dimensions?

• N/A The Government will be transporting the generator from West Glacier, MT and installing at the use site. See again bid specs:

Door opening: 60 in. wide x 83 in. high.

Concrete generator pad: 35 in. wide x 84 in.

long.

Existing generator radiator exhaust louver thimble opening: 32 in. wide x 29 in. tall.

Existing generator exhaust piping horizontal run: 70” from top of concrete generator pad

5 Given that Goat Haunt has no road access, can the

Government confirm the delivery/offload method for equipment at this site (e.g., boat, barge, trail), along with any weight or size limits associated with that method?

Delivery of genset will be to:

Glacier National Park

61 Scoyen Circle West Glacier, MT 59417

Offloading equipment onsite at West Glacier delivery address.

6 Will the Government handle final placement of the unit onto the pad, or does the delivery requirement include off-loading directly to the pad?

Government will transport, place and install generator at Goat Haunt.

7 Is a slight deviation from the ~18kW target (e.g., 16kW or 20kW class) acceptable if it represents the closest compliant standard model from a qualified manufacturer, given the limited availability of prime-rated, water-cooled, single-phase LP units in this exact size class?

Yes, slight deviation from the 18kW target is acceptable as long as it is a minimum 15 kW prime-rated output when operating on liquid propane vapor at the project site elevation of approximately 4,215 feet. The proposed generator shall not exceed 25 kW. The Offeror shall submit manufacturer documentation identifying the generator’s published prime rating with their quote package for evaluation

8 Does "prime-rated" require ISO 8528 prime power certification specifically, or will a manufacturer's published continuous/prime rating under an equivalent standard (e.g., ISO 3046) be accepted?

A manufacturer's published continuous/prime rating under an equivalent standard (e.g., ISO

3046) WILL be accepted.

9 Can the Government share the make and model of the generator currently installed at Goat Haunt, as it may already be confirmed to fit the existing pad, door, and louver constraints?

The generator currently installed at Goat Haunt which is being replaced is: Kohler Model 18RY, Spec GM28727-GA1

10 Does the required "established service organization" within 250 miles of West Glacier, MT need to be the generator manufacturer's own factory branch, or can it be an independent authorized dealer/distributor employing factory-trained technicians?

An independent authorized dealer/distributor employing factory-trained technicians is acceptable but needs to be named and confirmed as authorized by manufacturer in bid proposal.

11 Is the 250-mile radius measured by driving distance or straight-line distance from West Glacier, MT?

Straight-Line distance is acceptable.

250-mile service radius and 4-hour emergency response to either West Glacier, MT or Saint Mary, MT is acceptable.

12 Given Goat Haunt's remote access, does the 4-hour emergency response time begin at notification, or at arrival at a staging point (e.g., West Glacier or the boat dock)?

4-hour emergency response to either West Glacier, MT or Saint Mary, MT is acceptable.

13 Will the Government accept a manufacturer's standard product data sheet in place of full custom shop drawings at the quote stage, with detailed shop drawings to follow post-award?

The Government will accept a manufacturer's standard product data sheet in place of full custom shop drawings at the quote stage, with detailed shop drawings to follow post-award.

14 May offerors submit the complete quote package as a single combined PDF, or must each checklist item be submitted as a separate attachment?

Single combined PDF is acceptable.

15 Site placement and access: Could you confirm the projected generator installation site (e.g.,Goat Haunt shelters or a GNP ranger station)? Is it accessible only by boat or hiking trail, or whether there is any vehicle road access available from the U.S. side for delivery and emergency response purposes? We want to ensure our delivery approach and any related maintenance logistics is accurate.

The Government will transport, place and install genset at final location in Goat Haunt.

16 Delivery responsibility: The PWS states installation, field wiring, and final testing will be performed by the

Government. Could you clarify the scope of the contractor's delivery responsibility — specifically, whether delivery is required only to a mainland staging point (e.g., West Glacier or a boat launch)?

17 Emergency service logistics: Given the 250-mile service radius and 4-hour emergency response requirement specified in the PWS, could you clarify if emergency service technicians will need to self-transport or is there an established Park Service protocol (e.g., NPS boat transport, seasonal access windows) that service providers should plan around?

250-mile service radius and 4-hour emergency response to either West Glacier, MT or Saint Mary, MT is acceptable.

18 Is Goat Haunt accessible year-round, or only during a specific season? This affects both our proposed delivery timeline and our service-support plan.

The Government will transport, place and install genset at final location in Goat Haunt which is seasonally accessed May-October.

19 To help us confirm a replacement unit will properly fit the existing concrete pad, door opening, and exhaust/louver thimble dimensions provided in the PWS, could you share the nameplate data, spec sheet, or manufacturer/model information for the generator currently installed at Goat Haunt?

The generator currently installed at Goat Haunt which is being replaced is: Kohler Model 18RY, Spec GM28727-GA1

20 What is the concrete pad's thickness and load/weight capacity, and can it be extended or modified if a larger unit is needed?

21 What is the ambient temperature range inside the enclosure?

22 What is the humidity range, pressure range, and water exposure?

23 What is the ceiling height above the concrete pad?

24 Is there a viable site for solar panel placement, even though the generator itself is housed indoors?

25 Could you provide the technical drawings referenced in the PWS, plus current photos of the door, pad, exhaust/louver openings, and existing generator?

26 Will a site visit be offered prior to submission or installation?

No. Contractor is not responsible for installing generator.

28 What was the rating and use of the existing/damaged generator, how long was it in service, and what is the expected replacement lifespan?

29 What is the expected load profile — constant or variable?

30 What devices require inrush current consideration (compressors, pumps, water heaters, motors), and how many?

31 What activities are powered by this generator on a daily/regular basis?

32 Prime rating is specified in the solicitation — is the Government open to alternate rating types (e.g., continuous-rated) that meet or exceed the required output?

33 For the following characteristics, please confirm whether each is a fixed requirement or may vary based on the selected unit's load, environment, rating, and fuel type: (a) 18kW at 1800 rpm, (b) copper-wound alternator, (c) water cooling, (d) ±1% voltage regulation, (e) Class H insulation, (f) 120/240V single-phase 3-wire 60Hz, (g) brushless excitation with solid-state regulation, (h) 12VDC start with 4x15-sec cranking capacity

34 What are the expected annual run hours?

35 Is there a preference or requirement regarding EPA emissions certification category (Stationary Emergency vs. Non-Emergency)?

36 What fuel does the current system use, what grade, and what is the range of flow?

37 Is the Government open to non-propane fuel alternatives (e.g., natural gas, dual-fuel, diesel)?

38 What are the dimensions (height, width, thickness) of the existing louver opening and exhaust wall-thimble opening, and what is the manufacturer, part number, and clearance rating of each as currently installed?

39 What are the full exhaust piping dimensions — vertical rise above the pad, horizontal run length to the duct/outlet, and pipe diameter?

40 What is the actual clearance of the doorway, and are there other access points?
