About this file

This is an Amendment (0001) to a Request for Quote (RFQ) for sunshade structures issued by the National Park Service Contracting Operations–Central for Glen Canyon National Recreation Area. The solicitation number is 140P1526Q0124, with an effective date of August 5, 2026.

The Government seeks to procure up to forty (40) unassembled sunshade structures in kit form for Lees Ferry Campground, with a base award of thirty-five (35) units and optional additives for five (5) additional units. Each structure shall be approximately 10' × 12' with a minimum height of 6'5" on the shortest side, featuring primarily wood construction using cedar or ground-contact pressure-treated wood, 6"×6" posts, doubled 2"×6" beams, 2"×6" rafters, and 1"×6" knee braces. The structures must include ½" carriage bolts at post-to-beam connections, structural grade screws, hurricane ties at every rafter, and a solid ultraviolet-resistant weatherproof roof system with a 5–15-degree slope covered in 26-gauge corrugated metal panels (brown powder-coated). All fasteners and metal parts must be corrosion-resistant (galvanized or hot-dipped). The kits must be unassembled but complete with all fasteners present, pre-drilled, and ready for assembly with simple hand tools; unfinished or unpainted wood is acceptable. All units shall be delivered within 120 days of notice to proceed to Glen Canyon National Recreation Area's Wahweap Warehouse in Page, Arizona. Quotes must be submitted electronically to lindsay_mclaughlin@ios.doi.gov by the date and time specified in the RFQ. The amendment incorporates Government responses to twenty-eight questions clarifying specifications and delivery requirements, with offerors required to acknowledge the amendment with their quote package.

Questions and Government Responses listed below:

Question # Question Answer/Response 1 Forklift Availability: The kits will weigh approximately

2,000–2,500 lbs. and are expected to be approximately 4 feet wide × 15 feet long × 4 feet high. Will a forklift or other suitable equipment be available at the delivery location to unload/pick up the kits?

Forklift will be available; please ensure items arrive on either a side load truck or that the items are loaded rear-most in a rear-load truck.

Deliveries must be made Mon-Thurs between 7am and 3pm, Federal Holidays excluded.

2 Clear Stain Requirement: Could you please confirm whether the clear stain specified in the requirement is mandatory? If so, please confirm the exact clear stain/finish requirement we should have the manufacturer follow.

Natural wood is acceptable, no finish coat required on cedar or ground-contact rated pressure-treated wood.

3 Shade dimensions: Is the required shade size 10' x 12', or does 10' x 12' refer to the post spacing?

10’x12’ exterior roof dimensions.

4 Double 2 x 6 beams: When the specification says double 2 x 6 beams, does this mean one 2 x 6 beam on either side of the post, or does it mean two 2 x 6 beams fastened together?

Two beams fastened together.

5 If it means one 2 x 6 beam on either side of the post, that would make the birdsmouth cut a little more difficult. Would it be acceptable to use a single 3 x 6 beam instead?

No.

6 Anchoring hardware: Do I need to supply any hardware for anchoring the posts, or is the required anchoring hardware provided by you?

7 Does the 12' x 16' dimension refer to the actual shade size, or is it the required post spacing?

Refer to Question 3 response.

8 For the roof sheathing, would 1 x 4 lumber be acceptable, or does it need to be a sheet product such as plywood/OSB?

Any of those are acceptable.

9 Could you please confirm whether the 5/12 roof pitch is a requirement of the project scope, or if a 2/12 pitch would be acceptable?

Scope of work states 5 degrees minimum, 15 degrees maximum. 2/12 would be acceptable.

10 Does the wood need to be stained?

11 Do the structures need to be stamped by an engineer?

12 What details can you share regarding the post to footer connection?

Refer to Question 21 response.

13 The specifications list doubled 2"×6" beams as the minimum structural component size. Would triple 2"×8" beams be acceptable as exceeding that minimum requirement?

Would be acceptable.

14 The specifications require 1/2" carriage bolts at post-to-beam connections. Would 3/8" × 8" GRK RSS structural fasteners be acceptable in lieu of the carriage bolts if manufacturer documentation demonstrates equal or greater structural performance, or are the specified carriage bolts mandatory?

Acceptable with proper documentation.

15 The specifications state the units are to be painted and ready for assembly. Would a semi-transparent exterior wood stain/finish satisfy this requirement?

Refer to Question 2 response.

16 Please clarify whether the specified approximate dimensions of 10' × 12' refer to the exterior dimensions of the completed sunshade structure or the interior usable dimensions beneath it.

Exterior roof dimensions.

17 How exactly is the 6'5" minimum height measured?

Vertical height from bottom of posts to lowest point of roof.

18 What specific paint/coating/color is required, if any?

Refer to Question 2 response.

19 Are equivalent 26-gauge corrugated metal roofing products acceptable, regardless of manufacturer/profile, provided they meet the stated requirements?

Yes.

20 Can the kits be packaged/consolidated for truckload shipment instead of being individually packaged?

Yes, but no more than five (5) kits consolidated.

21 Please clarify whether the sunshade structures must be anchored to a concrete foundation using anchor bolts, or if they are intended to be freestanding without permanent foundation anchoring.

NPS staff will assemble, place/position, set/anchor.

22 Is there a maximum trailer height, width, or weight restriction at the Wahweap Warehouse?

None other than normal DOT requirements.

23 What specific metal roofing profile, material, color, and finish are required, if any?

26ga metal, corrugated (oriented for drainage), flat roof with slope as described, powder coated brown color.

24 Regarding delivery to the Wahweap Warehouse, does the Government facility possess a loading dock and forklift/personnel to unload the delivery vehicle, or is the contractor responsible for providing liftgate service and offloading the delivery?

Refer to Question 1 response. NPS staff can unload.

25 Could the Government clarify the packaging requirements for the 'unassembled kits'? Should each of the 35 (or 40) kits be individually packaged, palletized, and banded as a complete standalone unit, or is bulk packaging of components (e.g., all posts on one pallet, all roofing panels on another) acceptable?

Refer to Question 20 response.

26 To ensure compliance with the 'unassembled sunshade kits' requirement, does the Government require all wood components to be pre-cut to exact dimensions and pre-drilled for fasteners, or is raw lumber of the specified minimum dimensions acceptable?

Kits should be able to be assembled with simple hand tools. Pre-drilled, materials cut to length and shape, etc.

27 Are post-to-base anchoring brackets and hardware required to be included in the kits? If so, could the Government specify the intended foundation type (e.g., concrete pad, concrete footings, or direct

Refer to Questions 6 & 12 responses.

ground burial) so that the correct corrosion-resistant anchors can be provided?

28 Regarding CLIN 00020 (Option for 5 additional sunshades), what is the anticipated timeline or deadline for the Government to exercise this option?

If exercised post-award, will the 120-day Period of Performance be extended?

If the Government were to purchase the additional 5 sunshades per CLIN 00020, it would be done at time of award.

29 The specifications state the structures must be 'primarily wood construction using either Cedar or ground-contact type pressure-treated wood.' Is the contractor required to apply any stain, sealant, or water-repellent finish to the wood components prior to delivery, or should they be delivered unfinished?

Refer to Question 2 response.

30 To prevent preliminary disqualification for lack of technical detail, could the Government clarify if standard manufacturer spec sheets, material data sheets, and dimensional drawings are sufficient for the technical evaluation, or are stamped structural engineering calculations/drawings required with the quote?

No stamped drawings required. Spec/Data sheets and dimensional drawings/sketches are required to display that the proposed structures meet the requirements of the Solicitation as well as any clarifications within Q&A document.
