GLAC Fire Extinguisher Services

Questions and Government Responses listed below:

Question # Question Answer/Response 1 Is there an incumbent that has handled this previously?

Yes

2 If so, who is the incumbent, what is the contract number, and what was the award amount?

Alpha Fire Protection LLC, 140P1425P0074, $17,100.00

3 We are concerned about the accuracy of the extinguisher inventory count. Can this count be verified from the previous contractor reports?

The Government acknowledges that inventory quantities may vary from previous inventories. For the purpose of this solicitation, offerors shall base their proposals on an estimated quantity of up to

900 fire extinguishers. The estimated quantity establishes the pricing based on this solicitation, and the contractor’s unit pricing shall apply to any reasonable variations identified during contract performance.

4 The SOW flags "Goat Haunt requires passport" but provides no procedural detail:

1. Is there a formal Canadian border crossing involved?

2. Does it require advance CBP/CBSA notification?

3. Are there days or times when access is restricted?

The Goat Haunt fire extinguisher will be brought to the St. Mary’s compound on the east side of the park. No border crossing will be required.

5 The SOW states the vendor must "furnish all labor, materials, and equipment" but does not say whether GLAC provides any workspace, water, electrical power, or staging areas for recharging operations. If there is no on-site workspace, a mobile service van capable of all recharging and hydrostatic operations is required?

There’re limited water and electrical power in areas throughout the park. Staging area can be provided but limited. A mobile service van capable of all recharging and hydrostatic operations is required.

6 The SOW states "A GLAC escort will be made available to the vendor" but does not specify:

1. What are the days/hours of availability?

2. Is advance scheduling is required or lead time needed?

3. What happens if an escort is unavailable?

1) Work will be conducted 7 days a week and up to 10 to 12 hours a day until completed. But this can be negotiable upon contact.

2) Advance scheduling is required whenever practicable to ensure adequate planning and coordination.

While lead times may be adjusted based on operational requirements and resource availability, the expectation is that all personnel and resources will be ready for implementation by early August.

3) There will always be escorts provided and available.

7 The SOW states: "At the conclusion, the vendor will provide the updated spreadsheets to the Glacier Safety and Occupational Health Office." "At the conclusion" is undefined. There is no number of calendar or business days specified.

At the conclusion of all contracted services, the vendor shall provide an updated spreadsheet and all associated required documentation to the Glacier National Park Safety and Occupational

Health Office. For the purposes of this Statement of Work, “ at the conclusion” is defined as within thirty (30) calendar days following completion of all contracted services.

8 CLIN 0010 pricing basis: Should the total price for

CLIN 0010 cover the annual inspection/service of all listed extinguishers only, with 6-Year internal maintenance, hydrostatic testing, recharges, and replacements performed as-needed and billed at the individual unit rates provided in the SOW pricing table? If as-needed, will that work be funded at the awarded unit rates via modification? Or should offerors include estimated 6-Year and hydrostatic quantities in the CLIN 0010 total? The 2023 inventories show a substantial number of units with 6-Year and hydrostatic service coming due, so this materially affects total price.

CLIN 0010 Pricing: Offerors shall include all services required under CLIN 0010 in their proposed unit pricing, including annual inspections, six-year internal maintenance, hydrostatic testing, recharging and replacement services, as applicable. Proposed pricing shall account for all anticipated routine and scheduled maintenance required during contract performance. Pricing shall be Lump Sum.

Revised Statement of Work removed the price table, do not have to complete.

9 Quantity baseline: The SOW references approximately 855 extinguishers, the SF18 approximately 900, and the 2023 inventory

To ensure consistent pricing and to account for normal fluctuations in inventory, offerors shall base their proposal on servicing up to 900 fire attachments total roughly 820 line items. Should offerors price against the 2023 inventories as the baseline, and will awarded per-unit rates govern any count or condition variances identified on site?

extinguishers. Unit pricing should be structured to accommodate reasonable variations in extinguisher quantities identified during on-site inspections. This approach establishes a consistent pricing basis while providing flexibility for inventory changes that may occur during contract performance.

10 Schedule and access: Block 6 of the SF18 shows a Deliver By date of 08/31/2026. Please confirm whether all servicing across the East and West districts — including remote locations such as Goat Haunt and backcountry sites — is expected within the August 1–31 window, and that the GLAC escort will be provided at all locations. Is Government transport provided for water-access sites, or is the vendor responsible for arranging access?

All work locations will be accessible by vehicles.

One or two sites will require a short walk of less than ¼ mile to cabin.

11 Contract term: Is this award anticipated as a single base year only, or does the Government anticipate option years as in the FY22 procurement of this requirement?

This will be awarded as a single base year only.
