About this file
This document provides details for a sole source contract award notice and justification. The National Park Service Arizona Major Acquisition Buying Office intends to award a firm fixed price, three month contract to Applied LNG Technologies LLC to supply liquid natural gas fuel for Grand Canyon National Park. The contract value and pricing terms are not specified. This sole source award is justified based on an unusual and compelling urgency due to time constraints in completing a new base contract plus four option years that would typically be competed. Responses to the notice are due no later than February 14, 2024.

This has added a substantial amount of time to the pre-award phase of this requirement that was not originally allocated for. In addition, trying to get through reviews during the holiday season provided another set of challenges for the team.
This contract provides for critical supply to GRCA. In the months of March 1- May 31 the projected deliveries include approximately one, 10,000 gallon delivery every 5-8 days. The park currently has 45 CNG-fueled transit and tour buses that utilize and rely on this LNG fuel supply daily.
Any lapse in this supply would be a massive detriment to the Park and would greatly disrupt park operations.
3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received or anyone expressed interest:
Market Research was recently completed for this requirement for the new base + four award that is being pursued alongside this one. There are three total small business contractors that were located that can provide the required LNG to GRCA. The base + four contract will be competed and posted to the GPE.
Based on the time constraints that are currently being faced and the risk in a lapse of supply, there is not time to solicit this short-term contract to the GPE. For this reason, a 3-month contract to the incumbent, Applied LNG Technologies LLC, is recommended.
