Statement of Work Liquid Natural Gas Fuel Supply Grand Canyon National Park 23 January 2024

1.0 Scope. Grand Canyon National Park (GRCA) requires the delivery of liquid natural gas (LNG). The intent of this contract is to:

· Supply LNG to GRCA for use in the parkwide compressed natural gas (CNG) vehicle fleet;

· Bill the Government separately from GRCA’s concessioners or other Government-approved third parties for natural gas utilized in their vehicles and/or fleets; and

· Provide monthly fuel data to GRCA in an approved timeframe and format

2.0 Background. GRCA and its concessioners presently have 45 CNG-fueled transit and tour buses utilizing the GRCA LNG fuel supply. Government-owned buses account for 87% of the fuel consumption; Government facilities account for 8% in the form of heating fuel; and 5% is sold to concessioners for use in concessioner-owned buses. Recent historical consumption by GRCA has been approximately 575,000 gallons annually.

3.0 Requirements. The contractor shall provide all labor, materials, equipment, transportation, and supervision to deliver and transfer the LNG into the Grand Canyon LNG Fueling Station, located on Shuttle Bus Road at the South Rim, Grand Canyon National Park. The contractor shall also provide all labor, materials, equipment, transportation, and supervision to allow for third-party billing of park concessioners and other Government-approved entities. The current card reader is custom built by Northwest Pump and Equipment Co. and uses a Gilbarco 5.7 inch monochrome display. Deliveries shall be made as required by the Government and ordered by the Contractor Officer’s Representative (COR) or Alternate COR (ACOR). LNG may be ordered weekly, monthly, or as needed. The required quantities, required delivery date, and delivery instructions will be detailed within each order.

3.1 Projected Estimated Deliveries.

March 1-May 31:

Approximately one, 10,000 gallon delivery every 5-8 days

3.2 Contractor Point of Contact. Within five (5) business days of the award, the contractor shall appoint, in writing, a primary and alternate contact for ordering, administration, and problem resolution under this contract, and provide copies of the appointments to the Contracting Officer and COR. The contractor shall also provide the phone number, email address, and facsimile number for the contractor’s primary and alternate contacts. The primary (or alternate) contact must be available during all business hours. The Government COR will serve as a liaison to request, coordinate, and facilitate the deliveries, and to monitor overall contract performance. The contractor and the COR shall establish and maintain good communications to ensure park operations are not unacceptably interrupted.

3.3 Ordering Procedures. When fuel is needed, the designated COR (or ACOR) will request fuel delivery on an ordering document transmitted to the contractor via email. The designated COR (or ACOR) are the only people authorized to make such requests for fuel deliveries. Within 24 hours of the order being placed, the contractor shall contact the COR and provide delivery scheduling information.

3.4 Delivery Procedures. LNG shall be delivered into the holding tanks at Grand Canyon National Park within 72 hours of the order being placed. Delivery shall be made prior to 2:00 pm, regardless of the day of the week scheduled for delivery. If the contractor is unable to meet the 2:00 pm window, special coordination through the COR is required. The contractor shall contact the COR immediately for instructions should delivery of LNG need to occur after 2:00 pm. When deliveries are made, a receiving official shall sign the delivery trip ticket at the time of delivery. The quantity shall be annotated on the delivery ticket at the time of delivery; 10,000 gallons is an approximation of the quantity anticipated per delivery.

3.5 Invoicing Procedures. The contractor shall invoice monthly via the Invoice Processing Platform (IPP) all natural gas fuel delivered to the fueling station during the previous month. The Government will need to be credited on the invoice for fuel used during the previous month by all Government-approved, third party vehicle fleets, including concessioner-owned buses. There shall be a lapse of no more than 30 calendar days between the billing month and submission of the corresponding invoice. Supporting documentation shall be emailed to the COR prior to invoice submission. Supporting documentation includes the invoice number, invoice date, contract number, delivery dates, total quantity, total dollar value, copies of all delivery tickets, and excerpt showing the published SoCal Border Index.

The contractor shall invoice monthly, separately from the Government, all natural gas fuel used in any Government-approved, third party vehicle fleet, including concessioner-owned buses. The terms of third party billing will need to be determined by the contractor in consultation with each park concessioner or Government-approved third party who utilizes natural gas fuel from the Government-owned fueling station.

3.6 Reporting Procedures. Each month, the contractor shall provide to the Government a monthly Excel spreadsheet with the following information:

· Date and Time,

· Card Reader Number or Fob Number,

· License Plate Number,

· Product Type = CNG

· Quantity,

· Odometer reading,

· Station name,

· Fleet Name, and

· Pump Number.
