About this file

This document contains questions and answers from a site visit for solicitation number 140P1523R0004 to replace the foundation and roof of the Grand Canyon National Park Community Library. The National Park Service requires fluid applied waterproofing for the new below-grade CMU walls, both interior and exterior. Control joints should be installed in the CMU at 25 feet or 1.5 times the wall height. Utilities less than 6 inches can be core drilled through the stem wall. The contractor must provide engineered designs for temporary shoring and lifting the building, sealed by an Arizona-licensed engineer. Work hours may be extended after regular hours for applying the fluid waterproofing with approval.

Solicitation # 140P1523R0004 Amendment# 2 Questions and Answers from Site Visit held on June 5th, 2023

General

1. Question: Please confirm CIM 1000 TG or Sika 7600 VG is an acceptable fluid applied waterproofing membrane for the CMU exterior walls.

Answer: Product submittals will be reviewed after award. Products conforming to the requirements of specification section 071416 will be approved

2. Question: Please confirm ONLY the exterior part of the CMU wall is being coated with new fluid applied waterproofing.

Answer: Thank you for this question. Please see “Revised S1 – Bid Question 18.pdf” for updated detail showing waterproofing on the interior face also

3. Question: How many cracks in the CMU wall should we assume? Typically an amount of 100 linear feet is where we start for a project of this size.

Answer: The CMU wall receiving cold fluid-applied waterproofing is new and shall not have cracks. Any cracks should be repaired at the contractors expense prior to applying waterproofing.

4. Question: Please advise what the current waterproofing membrane is on the exterior below grade CMU wall? Has it been tested for hazardous materials? If it is hazardous, please confirm the Park will hire another party to abate the hazardous materials.

Answer: In the interest of minimizing any potential delays, please cost this project assuming no hazardous materials are present in the waterproofing membrane. Proposals may include a include a subcontracted hazardous materials survey at the discretion of each prospective contractor. If such a survey reveals the presence of asbestos or other hazardous materials in the existing waterproofing membrane, a contract modification will facilitate this work.

5. Question: Fluid applied waterproofing will need to be installed during declining temperatures which could mean a work shift as late as 4pm to 12:30am. Please confirm if coordinated ahead of time, work can be done at any hour?

Answer: There are limitations on noise and lighting in the park after regular hours, and this project is close to a residential area of the park. However, NPS does not anticipate a need

United States Department of the Interior

NATIONAL PARK SERVICE

INTERMOUNTAIN REGION

Arizona Major Acquisition Buying Office

1824 South Thompson Street, Suite 200

Flagstaff AZ 86001 for noisy equipment or bright lighting for the fluid applied waterproofing portion of the work. Any related, noisy preparation work must take place during regular hours as noted in the Summary of Work. Work on the fluid applied waterproofing after hours will require Contracting Officer’s approval to proceed. Please see 011100 Summary of Work (1.8 Work Restrictions) and 015719.12 Noise & Acoustics Management for further guidance.

6. Question: Please confirm that the park understands that any substrate repairs or upgrades after the existing waterproofing at the below grade CMU wall is removed (including but not limited to: CMU block repairs, Spall Repairs, Void filling, Heavy pitting, etc...) will result in additional charges to repair prior to installing the new waterproofing. It is not possible to verify the existing condition of the CMU wall until the existing waterproofing is removed.

Answer: Waterproofing is to be applied to new CMU wall, not existing.

7. Question: It is common to have a 3rd party fill and water test the below grade areas prior to backfilling. Please confirm the park will hire a 3rd party to conduct the water testing of the newly installed membrane prior to backfilling.

Answer: 3rd party testing of waterproofing is not required for this project. If the contractor wishes to have 3rd party testing, the contractor shall engage with the testing agency.

8. Question: What is the check in process to the work site? Security check in each day? Special badging requirements for every employee?

Answer: Contractor and subcontractor employees may have to self-identify at the park entrance station if not using the designated bypass lane and may need to self-identify once inside the park or at the work site if asked by park staff. There is no additional security check in requirement, and there is no badging requirement. However, contractor staff with contractual authority should be available onsite, by email, or by telephone for verification purposes while work is taking place or while contractor or subcontractor employees are present.

*NO SOLICITATION CLAUSES WILL BE CHANGED WITH THIS AMENDMENT*.
