About this file

This document contains an amendment to a solicitation for the rehabilitation of a reclaimed water line at Grand Canyon National Park. The scope of work includes the rehabilitation of approximately 7,500 linear feet of existing ductile iron pipe from the South Rim Wastewater Treatment Plant to a school using cured-in-place pipe lining. The amendment extends the proposal due date to August 11, 2022 at 2:00pm local time. It also provides responses to contractor questions, clarifying that additional excavation may be required within ten feet on either side of the pipeline, coordination will be needed for any work near a railroad, and materials for a temporary water bypass system are optional bid items. The period of performance to complete the project is 240 days from notice to proceed.

AZ CONTRACTOR QUESTIONS/ANSWERS

** REMAINING QUESTIONS/ANSWERS THAT REMAINED TO BE ANSWERED FROM AMD 1

9. In the plans between stations 30+00 and station 40+00, there is a local railway that crosses over the CIPP lines to be rehabilitated. We have the following questions with respect to these railway crossing areas:

Is it known if any of the crossings at these railway points have the Ductile Iron host pipe “encased” as to minimize the direct loading of the railway to the DI host pipe?

RESPONSE: The presence of ductile iron host pipe is unknown.

Are any of the planned excavation points within the Right of Way of the railway?

RESPONSE: The Contractor shall be responsible for coordinating with the railroad and associated commercial parties to determine the extent of railroad right of way and perform the work in accordance with applicable requirements. The Government will provide to the Contractor the appropriate railroad and commercial points of contact for coordination of the Contractor’s planned work.

Will there be any special permitting required for the excavations and/or the CIPP lining at any of these areas near the railway?

RESPONSE: Permitting and other specific requirements may vary depending on the nature and location of construction activities. Upon award, the Government will provide to the Contractor the appropriate railroad and commercial points of contact for coordination of the Contractor’s planned work. The Contractor shall be responsible for making all necessary arrangements for completing the work according to the requirements of the railroad and associated commercial parties.

Will there be any railway training or site specific training for this project?

RESPONSE: Requirements for specific training for work near the railroad may vary depending on the nature and location of construction activities. Upon award, the Government will provide to the Contractor the appropriate railroad and commercial points of contact for coordination of the Contractor’s planned work. The Contractor shall be responsible for arranging and completing all training necessary to complete the work, in accordance with the requirements of the railroad and associated commercial parties.

Grand Canyon National Park, AZ Amendment No. 002

14. We see bypass set up but outside of that, how long can the system be down?

RESPONSE: Spec Section 10 11 00 – Summary of Work, Paragraph 1.6.C discusses interruptions of reclaimed water service.

15. If additional pits are needed, can we add them in locations of our choice? If not, what is acceptable if we need additional access?

RESPONSE: The scope of environmental compliance includes potholing excavation at any point within ten (10) feet on either side of the approximate location of the Reclaimed Water Line. (Reference PEPC Project ID No. 108316).

17. I was looking at bidding the project and noticed that there was an anticipated start date in August 2022. Currently we are experiencing 16-week material lead times for piping materials and 8 weeks for liner. This situation would put us into a December or January start. With the stipulations of “work shall not occur when soils are saturated and muddy conditions” 1.7 Special Construction Requirements, it might be better to bid the project in December 2022 in order to procure materials and start next May 2023.

RESPONSE: Project to be awarded in FY22. Period of Performance to complete the project is 240 days from NTP. Per the Instructions to Offerors, the anticipated award date of approximately August 30, 2022 is for use in preparing your proposed schedule, and for our subsequent analysis. This estimated award date is subject to change.

** New questions: 18. Will the treatment plant be shut down during the duration of Base Contract and Bid Option A if above ground by-pass not accepted?

RESPONSE: Yes. If the bid options for temporary water are not accepted, the reclaimed water line will be shut down at the WWTP. The treatment plant itself will not be shut down. The base contract and bid options were strategically arranged to provide the Park with flexibility (WWTP off; by-pass not installed versus WWTP kept on; by-pass installed).

19. The Specifications state that the reclaimed services will need to remain on during holidays, weekends, and shutdowns only when approved. How do we perform the work if no bypass is installed first?

RESPONSE: If temporary water bid options are not accepted, reclaimed services cannot remain active since the reclaimed water main will be shut down.

20. Is there a dump site for inert materials in the Park?

RESPONSE: Refer to the Project Specifications, Section 01 74 19 - Construction Waste Management and Disposal, Subsection 3.5 - Disposal of Waste

Grand Canyon National Park, AZ Amendment No. 002

21. There is no requirement for P-401 fittings correct?

RESPONSE: Correct. However, if the Contractor believes P-401 fittings would be an added benefit to the contract, please bid accordingly and provide with material submittals.

22. Are there specific work hours or noise ordinances?

RESPONSE: See Spec Section 01 11 00 – Summary of Work, Paragraph 1.6 and Spec Section 01 57 19.12 – Noise & Acoustics Management

23. Can the end date be extended due to material procurement and weather conditions (winter start?

RESPONSE: Please see response to #17 above.

24. Can the bid date and question period be extended a couple weeks to prepare an accurate and complete bid?

RESPONSE: Question period is not extended. The proposal due date cannot be extended as requested but is being extended to August 11, 2022 due to government responses being provided.
