About this file
This document contains an amendment to a federal solicitation for the rehabilitation of a reclaimed water line at Grand Canyon National Park. The amendment extends the proposal due date to August 9, 2022 at 2:00pm local time, provides responses to contractor questions, and attaches supporting documents including an inspection report of the existing water line. The solicitation is for the rehabilitation of approximately 5,800 linear feet of 6-inch diameter ductile iron pipe using cured-in-place pipe lining techniques. The work must be completed between August 30, 2022 and April 27, 2023. The opportunity is set aside for total small businesses and is seeking proposals from contractors qualified to perform cured-in-place pipe lining of potable water systems.

Reclaimed Water Line Rehabilitation
AZ CONTRACTOR QUESTIONS/ANSWERS
1: There are several 22.5 degree elbows throughout the run that are specified at excavations. Typically, we can line 22.5 elbows without issue and a minimum of wrinkling. Question: Is it mandatory to excavate every elbow as labeled on the plans or can some of the elbows (primarily 22.5 or less) be lined through as long as the CIPP liner rating will still meet the specifications of the contract? We were unsure of the reasoning of removing ALL of the elbows and wanted to confirm our ability to line through many of those, but also understand the reason for them being labeled for excavation.
Response: It is acceptable to line through elbows 22.5 degrees or less as long as the CIPP liner rating will meet the specifications
2: There are some “services” that are called out within a few of the excavation points (mostly for hotels, etc) but we did not see any other services that were located outside of excavation points. Question:
Can you confirm if there are any 2.0” or smaller services which will need to be robotically plugged and then robotically reinstated? If so, can you please detail the station locations of these services?
Response: No additional services are anticipated based on limited CCTV results and review of existing as-built drawings.
3: On sheet C1.5 of the plans in the Access pit chart, the end of the CIPP line is labeled as station 71+40, but on sheet 2.7 the end of Option A is labeled as station 71+75 which goes underneath the water tower tank. Question: Can you confirm the exact stopping point of the CIPP lining as being 71+40 or 71+75?
Response: The intent is to line to Station 71+75. Station 71+40 is an excavation pit location at a known pipe bend.
4: To expand on the previous question “C”, there is an excavation labeled at station 71+40. If the end of the CIPP lining is to be at station 71+75, can the following questions be answered: Do you know the angle of the elbow located at station 71+40?
Response: The angle of this bend is unknown. What is shown on the drawings is approximate based on as a utility locate of the existing line.
If the elbow is 22.5 or less, would it be acceptable to line through that elbow and eliminate that point of excavation?
See answer to Question 1.
Grand Canyon National Park, AZ
5: Is there a plan holders list that is available for distribution and if so, may we receive that document immediately?
Response: There is no plan holders list other than what SAM.gov provides to contractors. Site visit attendee list is attached.
6: Can we receive a copy of the sign-in sheet for the 7/13/22 site visit?
Response: Site visit attendee list is attached.
7: The contract Bid Item #7 for Option A is listed as a “Lump Sum” quantity. Question: In order to be consistent with the base bid, would it be more appropriate to list the Access pits and 6-inch Pressurized CIPP the same way as the base bid items #2, #3 and #4.
Response: Contract Price Schedule to remain as shown.
8: On Page 217 of 244, Section 2.3.B, there is a surge pressure listed as 200psi. We believe this to be an additional, transient surge of 50psi for a total short term “transient” system pressure of up to 200psi.
Question: Can the surge pressure be defined in terms of “total system” pressure including the 150psi
MAOP.
Response: 200 psi surge pressure is not additive to the 150 psi maximum allowable operating pressure.
The surge pressure of 200 psi is the highest anticipated transient surge pressure that the system experiences.
9. In the plans between stations 30+00 and station 40+00, there is a local railway that crosses over the CIPP lines to be rehabilitated. We have the following questions with respect to these railway crossing areas:
Is it known if any of the crossings at these railway points have the Ductile Iron host pipe “encased” as to minimize the direct loading of the railway to the DI host pipe?
To be answered in future amendment.
Are any of the planned excavation points within the Right of Way of the railway?
To be answered in future amendment.
Will there be any special permitting required for the excavations and/or the CIPP lining at any of these areas near the railway?
To be answered in future amendment.
Will there be any railway training or site specific training for this project?
To be answered in future amendment.
10. We understand that this project is being solicited as a Total Small Business Set-Aside, NAICS Code – 237110. It was Michels expectation that at the 7-13-22 site visit that there would be “several” Small Business qualified Contractors who we would connect with and be able to perform the specialized potable CIPP work for as a sub-contractor. Question: If there are no
Grand Canyon National Park, AZ participating Total Small Business Contractors participating in this project, would it be acceptable for Michels Trenchless to perform the project as a Prime Contractor?
Response: This project is to be awarded as a Total Small Business Set-Aside.
11. Depending on the availability and participation of local Total Small Business Contractors, we may need additional time to put together a “turn key” package to include the civil work and are requesting a 2 week extension of the bid date to 08-12-2022.
Response: Proposal Due Date is being extended with this amendment.
12. Question regarding PPQs (Past Performance Questionnaires) – on page 52 of 244 in the “Solicitation”, mentions PPQ information is contained in Section “J”. I do not find this section;
however, on page 239 of 244 there is a blank format that appears to be the information to prior clients to grade and send back to CO (Contracting Officer. Can this be confirmed and/or clarified?
Response: Section J lists all attachments. PPQ is Attachment 4 which can be located on pages 239-241 of the solicitation.
13. Are the videos and assessment available? Is there a soils report available?
Response: The reclaimed water line inspection report is attached. Due to size limitations, the video is unavailable, Government will provide video at kick-off meeting with the awardee. A soils report is not available.
14. We see bypass set up but outside of that, how long can the system be down?
To be answered in future amendment
15. If additional pits are needed, can we add them in locations of our choice? If not, what is acceptable if we need additional access?
16. Can an extension to the bid date be extended? Additional time is needed to allow additional site visit with our operations personnel, pricing (scope of work) from subcontractors to be discussed and completed, PPQs to be returned on time and overall complexity of the project are just a few items that additional time would be positive for all parties, including best competitive pricing as a result of additional time. A response to this question would be most appreciated as soon as a determination and decision is available.
Response: The proposal due date is being extended with the amendment.
Grand Canyon National Park, AZ
17. I was looking at bidding the project and noticed that there was an anticipated start date in August 2022. Currently we are experiencing 16-week material lead times for piping materials and 8 weeks for liner. This situation would put us into a December or January start. With the stipulations of “work shall not occur when soils are saturated and muddy conditions” 1.7 Special Construction Requirements, it might be better to bid the project in December 2022 in order to procure materials and start next May 2023.
