Rehabilitation of North Rim WWTP Valves, Pumps, & Headworks

AZ CONTRACTOR QUESTIONS/ANSWERS

1: In-Park Contractor Housing / Laydown Area:

Is there an area that contractor personnel can have temporary lodging in the Park (North Rim)?

Response: See the “Lindberg Hill Staging Area” on Sheet C1.2 for potential: temporary facilities, construction materials, equipment, limited personnel, overnight accommodations, and RVs. Please note, per C.1.2, the number of limited personnel is “determined by the Contracting Officer.”

Also refer to Specification Section 011100 – Summary of Work, Part 1.5 E Contactor Use of Site Construction Camp:

“Construction Camp: Establishment of a camp will be permitted at the Lindbergh Hill staging area. Only dry camping will be allowed in this area. Nearest lodging locations outside the park include Jacob Lake, AZ 44 miles from the site or Kanab, UT 80 miles from the site.”

2: North Rim WWTP Staging Area:

The proposed North Rim WWTP Staging Area (construction materials and equipment) shown on C1.1 & C1.2 appears to interfere with existing WWTP operations. Is there an alternate location available?

Response: The GRCA WWTP Facility Operator confirmed that the proposed Staging Area shown on C1.1.

does interfere with existing WWTP operations. Instead, a Staging Area equivalent in size will be available near the WWTP entrance gate; the precise location to be coordinated after Contract Award.

3: Water Access for Construction Use:

Will the contractor be able to connect to GRCA water for construction purposes?

Response: Refer to Specification Section 015000 – Temporary Facilities and Controls, Part 3.2 A General:

“Install temporary service or connect to existing service.

1. Arrange with NPS, and existing users for time when service can be interrupted, if necessary, to make connections for temporary services. Acquire all necessary permits. Water, sewer and power may be available for contractor use at the plant. Power & sewer are no cost to contractor. Potable water use shall be metered and costs $36.03/1000 gallons. Contractor shall meter and monitor water use and pay for use. Adequate backflow prevention required.”

4: What Time Zone are Bids Due?

Response: Per this Amendment, proposals are due 7/29/2022 at 1000 “local time.” Local time is the location of the job site in the Grand Canyon National Park, which is in Arizona time.

5: Work Outside of Normal Working Hours:

Due to the relative isolation of the North Rim in the Grand Canyon National Park, is it possible to work outside of the normal work hours?

Response: Refer to Specification Section 011100 – Summary of Work Part 1.6 B Conduct of Operations:

& Headworks, Grand Canyon National Park, AZ Amendment No. 002

“Work on Saturdays, Sundays, Federal holidays or at night may not be performed without prior consent from the Contracting Officer. Submit requests 48 hours in advance of the work to the Contracting Officer for approval.”

Part 1.7 A Work Restrictions:

“On-Site Work Hours: Work shall be generally performed during normal business working hours of 7 a.m.

to 5 p.m., Monday through Friday, except when otherwise indicated.

1. Weekend Hours: Weekend work may not be performed without prior consent from the Contracting Officer or their representative. Submit requests 48 hours in advance of the work.

2. Early Morning Hours: Will be allowed with prior approval of the Contracting Officer.”

6: SCADA Reprogramming:

Verify which party is responsible for any reprogramming of the SCADA system.

Response: Per Appendix A, SectionA.4, there are three categories of programming modifications that the Contractor needs to execute:

• A.4.A. VFD Reset Programming

• A.4.B. AWT Backwash Valve Operation

• A.4.C. AWT Backwash Waste Valve Operation

7: Sludge Pumps:

Requesting clarification of equipment specified for this referenced project. In question are one sludge pump and two equalization pumps. The one sludge pump is specified on C2.5 while the two Equalization Pumps are specified on C2.6. Both images are pasted below. The information on the pumps is incomplete.

In all three cases we need the Flow in GPM and Head in TDH Feet in order to make an appropriate selection. Impeller diameters and or Model numbers alone could lead to the selection of the wrong pump(s) leading to a misapplication.

The information we are requesting is commonly provided by design engineers.

Response: The pumps are specified in Spec Section 46 06 07 – Schedules for Packaged Treatment Equipment. Everything you are looking for can be found in this spec.

8: Sludge Pumps:

We examined the specifications and believe we discovered some inequities that may negatively impact this proposed application of Dry Pit Pumps. In the simplest of terms we believe both dry pit pumps are specified with underpowered electric motors. Specified are 2 HP and 5 HP Motors. To meet the required flow and head performance you will likely need 7-1/2 HP and 15 HP respectively depending upon the level of protection you desire.

Attached are the performance data sheets for both Deming Pumps that are published in the public domain.

We have added some callouts and comments to assist you in understanding our assessment. In addition we have attached some performance data on ESSCO Pumps which can also deliver your required performance but at a higher horsepower. Note the ESSCO Pumps can pass 3" solids, far greater than the

& Headworks, Grand Canyon National Park, AZ Amendment No. 002

2" solids of the Deming Pumps. The higher horsepower required will additionally impact the sizing of electrical components from power cords to control equipment.

This is an example of how we arrived at our conclusions. Take for example the proposed 2 HP Pump rated 240 GPM @ 40 ft TDH. Using the horsepower formula Q / 3960 X H / Eff = HP Required.

240 / 3960 X 40 / .58 = > 4HP. Perhaps there is suction pressure that would reduce the head to 20 Feet VS the specified 40 Feet, we just do not know. Would you please review our attachments knowing that we are not trying to create unnecessary work for you but rather are doing our best to understand your needs. We additionally request that you name ESSCO Pumps as an approved competitor to Deming.

Response: Operating points identified below.

Pumps list salient characteristics with a named manufacturer or approved equal. Proposed pumps are required to meet the salient characteristics as stated in the specifications.
