STATEMENT OF WORK

PROJECT DESCRIPTION

Glen Canyon National Recreation Area and Rainbow Bridge National Monument (GLCA) is seeking proposals for the development, creation and production of a suite of audio and video Public Service Announcements (PSAs) for distribution on regional television and radio stations, as well as social media applications and public websites.

The purpose of these PSAs is to provide inspirational and informative interpretive videos that will enhance visitors’ experience with GLCA. The information in these PSAs will promote visitor safety for a more enjoyable experience while visiting GLCA, and inspire stewardship so that the park maintains its majestic beauty and fascinating history for generations of visitors yet to come.

The PSAs will enhance accessibility by allowing diverse audiences who are physically or economically challenged to experience the park’s wonders virtually, and will provide trip planning and safety information that will promote a more enjoyable experience for people recreating at GLCA. This project is designed to orient visitors to Glen Canyon National Recreation Area and Lake Powell in order to keep them safe and protect the park.

SCOPE OF WORK

Work includes: a) developing themes and messages; b) content research for conceptual design and script writing;

c) recording audio and video; d) editing and post-production to complete final deliverables; e) hiring and coordinating logistics for talent and other supporting staff; f) delivering final product on digital media (DVD or portable hard drive).

Contractor will provide NPS a camera, sound equipment, MacBook Pro, and two iPads to facilitate NPS staff collecting B- Roll in support of this project. The MacBook Pro and iPads will be loaned to the NPS for the duration of the contract and will be returned to the contractor at the end of the contract. The camera and sound equipment will be leased by the NPS during performance of the contract with an option to buy upon project completion.

Contractor shall provide 10-15 television PSAs (appx. Half of these will be 90 seconds long, and half will be 30 seconds long), and 7 radio PSAs (approximately half of these will be 30 seconds long and half will be 15 seconds long).

The NPS will provide suggested themes (Attachment A, see page 39). Contractor is not bound to use these themes, but must ensure final deliverables relate to each other in a thematic way. PSAs must cover at least 8 of the topics addressed in Attachment B (see page 40). The NPS will provide draft concepts to provide background information on the types of issues we are seeking to address, messages we are trying to get across, and possible inspiration (Attachment C, see page 41). The draft concept in attachment C are not meant to be all encompassing or limit the producer’s creative process, and are not ranked in any particular order.

It is important that diversity is represented in this project. People depicted in the video portion of this project must represent multiple ethnicities, ages and ability groups in a positive manner.

Contractor will submit draft concepts as story boards/and or scripts for the NPS to approve prior to filming, travelling to the park, casting, or performing other production related tasks.

BACKGROUND

Glen Canyon National Recreation Area, located at the center of the Colorado Plateau, provides for public enjoyment through diverse land- and water-based recreational opportunities, and protects scenic, scientific, natural, and cultural resources on Lake Powell, the Colorado River, its tributaries, and surrounding lands. Rainbow Bridge National Monument protects an extraordinary natural bridge that captures public and scientific interest with its rainbow form and appearance.

These two sites combined receive over 5 million visitors per year and protect a number of resources including an impressive collection of Mesozoic fossils with one of the most complete fossil records of that time in the world, a multitude of archeological sites representing 10,000 years of human history, and appx. 1,200 plant and animal species.

Additional information on the cultural and natural history of the area can be found in the Foundation Document Overview: Glen Canyon National Recreation Area & Rainbow Bridge National Monument at https://www.nps.gov/glca/learn/upload/GLCA-RABR_OV_SP.pdf.

Accurate visitor orientation for safe exploration of this rugged region with its rough roads and lack of trails is critical.

Flash floods, lack of water, high temperatures and washed out roads are common conditions. Approximately one dozen visitors die each year in the park and more than 100 visitors experience traumatic injuries characterized by loss of life, limb, eyesight, or bodily function. Damage, degradation, theft and destruction of archaeological and natural resources https://www.nps.gov/glca/learn/upload/GLCA-RABR_OV_SP.pdf

EMAIL: cecilia_mitchell@nps.gov occur from inadvertent behavior on the part of visitor. This project is designed to inspire appreciation for the park’s cultural and natural resources and promote respecting and protecting these valuable heritage resources.

Emerging issues include an explosion of visitation (from appx. 4 million to 5+ million in last five years) with a heavy percentage of non-English speaking visitors arriving on tour busses, and an increase in visitors coming to enjoy land-based recreation as opposed to the traditional Lake Powell focused recreation. The increase of visitation has led to an increase in resource impairment issues, in-park deaths and injuries, and decrease in park assets (such as bathrooms, camping sites, marina slips etc.) available to visitors. Significantly, the park is located in the heart of the “Grand Circle” and is affected by increases in visitation to neighboring parks.

SCHEDULE

A. The Contractor shall contact the Project Manager within 10 days after receipt of an awarded contract to schedule an orientation meeting.

B. The first orientation meeting will serve as a pre-work orientation where there will be clarification regarding contract terms, work performance requirements and the contractor’s plan for conducting the work. The meeting will allow the Contractor and the Government to conduct a design charrette to discuss design approach.

C. Subsequent design meetings will allow the Contractor and Government to discuss possible treatment options and plan logistics for on-site work.
