PUBLIC SERVICE ANNOUNCEMENTS
GLEN CANYON NATIONAL RECREATION AREA
CONTRACTING OFFICER: CECILIA MITCHELL
PHONE: (303) 969-2387
EMAIL: cecilia_mitchell@nps.gov
Q1: Does NPS have any additional minimum specifications for the loaner camera (codec, color subsampling, etc)?Is there any software that the MacBook should have pre-installed?
A1: No additional requirements for the loaner camera. It should be capable of capturing imagery that will be compatible with the contractor’s footage. Basic OS should be installed on MacBook - no additional software necessary (we have our own Adobe licensing).
Q2: Will the Orientation meeting be on-site or over the phone?
A2: NPS requires a phone meeting. If contractor prefers in person, that's fine, but it will be at no additional expense to the government.
Q3: Can the portfolio samples be provided as YouTube or Vimeo web links? Or should they be submitted as MP4 files on a USB thumb drive?
A3: Links, USB, DVD are all acceptable. So is file sharing if the file sharing system does not require additional software or subscriptions on the part of NPS. We use Google Drive - that is also an acceptable way to share files.
Q4: Should we assume that ¿seven day trip" means 7 shoot days plus additional days for travel to/from Glen Canyon NRA?
A4: Yes. Plan 7 days shooting plus two days travel (9 days total). Note, seven day trip is a minimum travel standard. If contractor feels it is appropriate and/or necessary, and within budget to spend more time shooting in park, that is acceptable.
Q5: Based on the PSA links for inspiration, is NPS open to creative filmmaking and storytelling techniques?
A5: Yes. We are looking for products that will connect with our visitors and potential visitors on an emotional level and inspire positive change. We embrace the fact that creative filmmaking and storytelling are some of the best ways to do that.
Q6: Is it the client's expectation that all of the PSAs will be shot in warmer months, meaning filming will not begin for almost a year?
A6: Shooting should take place when on-screen personnel can comfortably wear shorts, t-shirts and/or bathing suits during mid-day. Our weather is typically suited for this type of clothing between late March and mid-October. Our desire is that the on-site shooting for this project will take place sometime between mid-August and mid-October 2019.
GLEN CANYON NATIONAL RECREATION AREA
CONTRACTING OFFICER: CECILIA MITCHELL
PHONE: (303) 969-2387
EMAIL: cecilia_mitchell@nps.gov
Q7: Will the NPS employees using the cameras, laptop and Ipads have video production experience?
Does the equipment also need to have light kits, lavolier mics, tripods, etc?
A7: NPS personnel using this equipment will have experience, although not extensive experience (1-2 years). As NPS will only be shooting b-roll, mics and lights will not be necessary. A tripod compatible with the camera will be.
Q8: Is there a budget range for the project?
A8: The NPS does not provide project budget information during a solicitation.
Q9: Most TV PSAs are 30 seconds or, at most, one minute. Is it safe to assume that the ninety second videos will just be used on the NPS web site?
A9: 90-second PSAs will be used on NPS website, social media, and on TV screens at local businesses.
Q10: Most local TV stations are not equipped to broadcast UHD/4K yet, but the requirement calls for a 4K master of each of the PSAs
A10: We require a 4k master that can be converted to lesser quality formats for use on internet and lesser quality broadcast outlets.
Q11: The seven-ten days of shooting references Arizona, yet elsewhere in the RFQ it references two locations in Utah. Is it your expectation that the seven to days of shooting can cover all three locales?
A11: Yes. Contractor will be responsible for transportation to/from Page, AZ. NPS will be responsible for transportation in-park. Sample itinerary looks something like this:
Day 1 - Arrive in Page, AZ
Day 2 - Shoot in/around Page, AZ
Day 3 - Shoot in/around Page, AZ
Day 4 - Shoot in/around Page, AZ
Day 5 - Shoot in/around Page, AZ
Day 6 - Travel to Escalante, Bullfrog, or Dangling Rope, UT with stop to shoot Rainbow Bridge National Monument. Travel will be by NPS boat or plane.
Day 7 - Shoot in backcountry setting including overnight to capture camping/night sky imagery.
(Days 6-7 could be combined but this would create longer, more challenging days)
GLEN CANYON NATIONAL RECREATION AREA
CONTRACTING OFFICER: CECILIA MITCHELL
PHONE: (303) 969-2387
EMAIL: cecilia_mitchell@nps.gov
Day 8 - Return to Page, AZ shooting on the way. Travel will be by NPS boat or plane.
Day 9 - Depart Page, AZ
Q12: Do the actors need to be SAG/AFTRA?
A12: This is not an NPS requirement.
Q13: Is the gathering of drone footage permissible?
A13: No.
Q14: Is the distribution of the PSAs required under this contract?
A14: No.
Q15: If not, how will distribution of the PSA's be handled?
A15: NPS will primarily handle distribution through public affairs channels. The park's friends group may also purchase additional ad time.
Q16: Does the NPS have any UHD footage already available?
A16: No.
Q17: What is the deadline to submit questions, and are they to be submitted directly to [the Contracting Officer]?
A17: The deadline for submitting questions is July 25, 2019 at 2:00 PM ET. All questions must be submitted to the Contracting Officer via email. Send questions to cecilia_mitchell@nps.gov.
Q18: Do you envision these 10-15 PSAs having a consistent thematic look and feel across all (at least) 8 topics? From our initial read some subjects feel the proper approach might use humor while others might be more effective with a dramatic and/or serious approach. It would be helpful to know your thoughts on this.
A18: We would like the PSAs to have a consistent thematic look and feel as much as possible. But we agree, some subjects will be better handled with a humorous/light-hearted approach while others will be better treated seriously/dramatically. We would just ask that the PSAs that can be grouped as

Q1: Can companies from outside the United Sates submit a quote for this work?
A1: Per the solicitation, this is a total small business set aside to those business concerns that qualify as small under North American Industry Classification System (NAICS) code 512110, Motion Picture and Video Production, for which the small business size standard is $32.5M.
Per the Small Business Administration’s (SBA) Small Business Compliance Guide: Size and Affiliation (at https://www.sba.gov/sites/default/files/2018-07/2018-07-13%20AFFILIATION%20GUIDE_Updated%20%281%29.pdf – this is not a hyperlink; you will need to copy and paste the link to access the document), “To be a ‘business concern,’ your business entity must: (1) be organized for profit; (2) have a place of business located in the United States; and (3) make a significant contribution to the U.S. economy through the payment of taxes or use of American products, materials or labor.”
Q2: Do we need to come over there for meetings?
A2: Per the solicitation, there is a requirement for onsite filming that will require the selected vendor to spend 7 to 10 days in the park.
Q3: Can we perform the tasks (related to RFP) outside the USA? (like, from India or Canada)
A3: Other than the requirement for onsite filming, there is no statement in the solicitation regarding where work must be performed.
Q4: Can we submit the proposals via email?
A4: Yes.
Q5: In terms of insurance, can we provide PROOF of INSURANCE which will meet your expectations as soon as we’re awarded the contract?
A5: The selected vendor will need to provide a current insurance certificate prior to the first orientation meeting and design charette which is scheduled for no more than 3 weeks after notice to proceed.
Q6: It's my intention to format everything into a PDF. Due to the fact that it will contain several examples of my work, it's probably going to be quite a bit bigger than most PDFs. If it exceeds the data limitations required to be sent through email, is it okay to send a Dropbox or Google Drive link?
A6: Links, USB, DVD are all acceptable. So is file sharing if the file sharing system does not require additional software or subscriptions on the part of NPS. We use Google Drive - that is also an acceptable way to share files.
Q7: Am I required to use any of the tables provided in the RFQ, such as the Line Item Descriptions on page 38 or can I format that myself?
A7: There is no requirement to use the tables provided in the RFQ, however all information requested in those tables must be addressed/provided in your quote.

GLEN CANYON NATIONAL RECREATION AREA
Q8: The first page of the RFQ requires my info and signature at the bottom. Is there a professional expectation on where that appears in the document?
A8: There is no requirement to submit the first page of the solicitation (the Standard Form 18 or SF-18) with your quote, but all information in boxes 13 through 16 of the SF-18 must be provided within your quote.

QUESTIONS 1-18 ADDRESSED IN AMENDMENT 0001:
Q1: Does NPS have any additional minimum specifications for the loaner camera (codec, color subsampling, etc)? Is there any software that the MacBook should have pre-installed?
Q7: Will the NPS employees using the cameras, laptop and Ipads have video production experience?
Does the equipment also need to have light kits, lavalier mics, tripods, etc?
A7: NPS personnel using this equipment will have experience, although not extensive experience (1-2 years). As NPS will only be shooting b-roll, mics and lights will not be necessary. A tripod compatible with the camera will be.

EMAIL: cecilia_mitchell@nps.gov
GLEN CANYON NATIONAL RECREATION AREA
CONTRACTING OFFICER: CECILIA MITCHELL
PHONE: (303) 969-2387
EMAIL: cecilia_mitchell@nps.gov
We would just ask that the PSAs that can be grouped as "serious" and the PSAs that can be grouped as ¿humorous¿ retain some measure of consistency within those groups.
QUESTIONS 19-26 ADDRESSED IN AMENDMENT 0002:
Q19: Can companies from outside the United Sates submit a quote for this work?
A19: Per the solicitation, this is a total small business set aside to those business concerns that qualify as small under North American Industry Classification System (NAICS) code 512110, Motion Picture and Video Production, for which the small business size standard is $32.5M.
Q20: Do we need to come over there for meetings?
A20: Per the solicitation, there is a requirement for onsite filming that will require the selected vendor to spend 7 to 10 days in the park.
Q21: Can we perform the tasks (related to RFP) outside the USA? (like, from India or Canada)
A21: Other than the requirement for onsite filming, there is no statement in the solicitation regarding where work must be performed.

EMAIL: cecilia_mitchell@nps.gov
Q22: Can we submit the proposals via email?
A22: Yes.
Q23: In terms of insurance, can we provide PROOF of INSURANCE which will meet your expectations as soon as we’re awarded the contract?
A23: The selected vendor will need to provide a current insurance certificate prior to the first orientation meeting and design charrette which is scheduled for no more than 3 weeks after notice to proceed.
Q24: It's my intention to format everything into a PDF. Due to the fact that it will contain several examples of my work, it's probably going to be quite a bit bigger than most PDFs. If it exceeds the data limitations required to be sent through email, is it okay to send a Dropbox or Google Drive link?
A24: Links, USB, DVD are all acceptable. So is file sharing if the file sharing system does not require additional software or subscriptions on the part of NPS. We use Google Drive - that is also an acceptable way to share files.
Q25: Am I required to use any of the tables provided in the RFQ, such as the Line Item Descriptions on page 38 or can I format that myself?
A25: There is no requirement to use the tables provided in the RFQ, however all information requested in those tables must be addressed/provided in your quote.
Q26: The first page of the RFQ requires my info and signature at the bottom. Is there a professional expectation on where that appears in the document?
A26: There is no requirement to submit the first page of the solicitation (the Standard Form 18 or SF-18) with your quote, but all information in boxes 13 through 16 of the SF-18 must be provided within your quote.
QUESTIONS 27-53 NOT PREVIOUSLY ADDRESSED:
Q27: Amendment 1, Q&A #6: "Our desire is that the on-site shooting for this project will take place sometime between mid-August and mid-October 2019.” According to the Proposed Project Timeline on RFQ pages 6-7, the submittal for scripts and other conceptual material will have Government review completed by week 12. Even assuming that the contract is quickly awarded on Aug 5, the earliest that Government review would be complete is Oct 28. Should we assume that the project timeline will need to be accelerated so that scripts and conceptual material can be reviewed before a location shoot in Sept/Oct? Or should we plan that the shoot will take place in November or spring of 2020?
A27: The project timeline includes no later than dates. If the contractor is able to meet all deadlines in time to shoot September/October, we will do that. If not, the contract will need to be modified to allow for warm weather shooting which would be May 2020.
Q28: RFQ pages 6-7: The proposed project timeline only includes a submittal for the Rough Cuts. Should we assume that further submittals (Fine Cut & Online) will be necessary?
GLEN CANYON NATIONAL RECREATION AREA
CONTRACTING OFFICER: CECILIA MITCHELL
PHONE: (303) 969-2387
EMAIL: cecilia_mitchell@nps.gov
A28: Yes. These need to be submitted with enough time to give NPS at least one week review time and still meet deadline for Submittal 6.
Q29: Where will the orientation and design charrette meeting take place and for how long?
A29: NPS requires a phone meeting. If contractor prefers in person, that's fine, but it will be at no additional expense to the Government. The meeting is expected to last 2 hours.
Q30: Will we be permitted to use our FAA Certified Drone Pilot?
A30: At this time, drone use is not permitted within the park. The selected contractor may request permission to use drones, but should not operate under the assumption that drone use will be permitted. The park can provide the selected contractor access to a plane that can facilitate aerial footage down to 500 feet.
Q31: I do not find under the wage determination a listing for an airplane pilot or a boat captain. We will need the rates as the information states that this support can be requested.
A31: This question refers to the following information on page 4 of the solicitation: “NPS can provide non-formally trained talent including Park Rangers and visitor representatives of various demographics on request. NPS can provide transportation in park using Government and personal watercraft, 4WD vehicles, and park overflights, on request.” There will be no fee charged to the selected contractor for these services.
Q32: On page 17, Item 1452-228-70 Liability Insurance: Please state what type of liability insurance is acceptable to the Contracting Office. Usually General Liability is acceptable, however, if there is a specific type of liability insurance please specify.
A32: The requirement is for general liability insurance. Additional details on the insurance requirements for this contract can be found on pages 17 and 18 of the solicitation.
Q33: Under the scope of work, it mentions: "NPS can provide non-formally trained talent including Park Rangers and visitor representatives of various demographics on request." Are these the actors we are expected to cast in each PSA, or are outside actors expected to be hired and the non-formally trained talent would be background extras?
A33: This is up to the contractor. Our staff can be used as extras, and if you are comfortable/confident with your ability to direct novices, they can be used in speaking roles. We are looking for professional quality PSAs that don’t sound monotone or robotic - at the same time, our staff may provide the most authentic representations in some cases and can help keep costs down. You will likely need a mix of professional talent and our staff. Please address your plan for selecting/utilizing talent in your proposal.
Q34: If so, do we need to provide lodging/meals for the Park Rangers and visitor representatives that are casted?
A34: Any park staff used to represent visitors/Park Rangers will be provided at Government expense (this includes salary/reimbursement for the day and travel costs)
Q35: How much of the b-roll that NPS films with our equipment is required to be in the PSAs?
GLEN CANYON NATIONAL RECREATION AREA
CONTRACTING OFFICER: CECILIA MITCHELL
PHONE: (303) 969-2387
EMAIL: cecilia_mitchell@nps.gov
A35: None. We believe that because we are here full-time in all seasons we can collect usable footage while keeping costs down for this project. We will work closely with contractor to identify stylistic needs in shooting to get the best footage we can, however, the contractor is not obligated to use any of our footage.
Q36: I was reading over the amendments, and I came across the question about if drone footage is permissible, and I see the answer was No. This is such an amazing tool for filmmakers and with the park’s majestic beauty this would be incredible b-roll. I’m wondering if this is something that could be reconsidered later. For example the insurance covered this and the drone operator had high level experience and came from a National Geographic background?
A36: See response to question 30.
Q37: What is the mailing address for the certificate holder? The RFQ only states that the named insured is the policy holder and the United States of America.
A37: Per clause 1452.228-70 Liability Insurance, “[t]he certificate shall identify the contract number, the name and address of the Contracting Officer.” The contract number and the name and address of the Contracting Officer will be provided once the contract is awarded.
Q38: I want to confirm that I can submit multiple bids as there are different approaches for this project.
A38: Yes, see FAR 52.212-1(e) Multiple offers. Each quote submitted must stand on its own, must be fully compliant with the requirements of the solicitation, and will be evaluated separately from any other quote.
Q39: Is there currently an incumbent?
A39: No
Q40: Can you please explain why the requirement is at least 15 years of experience for key personnel is necessary vs. 10 and why this is a critical determination in the quality of work that can be produced?
A40: It is the Government’s discretion to establish the requirements for this project.
Q41: Can you please identify beyond Director and Producer other roles that would need the minimum 15 years of experience?
A41: These are the positions the Government considers “key” for this project, and therefore, are the only two that require 15 years’ experience.
Q42: The RFQ states, “NPS can provide non-formally trained talent including Park Rangers and visitor representatives of various demographics on request.”
a. By what process will the NPS provided talent be cast?
b. How will their wardrobe be supplied?
c. Does this pool of talent include people with disabilities?
A42: See a through c below:
GLEN CANYON NATIONAL RECREATION AREA
CONTRACTING OFFICER: CECILIA MITCHELL
PHONE: (303) 969-2387
EMAIL: cecilia_mitchell@nps.gov
a. We do not have a formal process identified for casting. We have a handful of law enforcement and interpretation rangers, and park volunteers, who speak regularly and engage with the public on stand-by for this project. If contractor prefers, we can set up video tests and send to contractor to facilitate casting, especially for speaking roles.
b. Wardrobe will consist of personal clothing (NPS uniform or summer tourist as appropriate).
c. Not visible disabilities.
Q43: Will talent be needed for the overnight wilderness trip? If so, what provisions will the contractor need to make for their lodging and food?
A43: Talent will be needed for the overnight trip. NPS can provide rustic housing (no bed linens, twin bed - pretty basic). If contractor needs more traditional accommodations for talent or staff, they will be responsible for hotel arrangements. Contractor will need to select/provide appropriate tent, sleeping bags and other overnight gear. Contractor will need to provide food. (See answer to question 34 if planning to use Park Staff to film this portion.)
Q44: Do the final video and audio deliverables need to be 508 compliant?
A44: Yes.
Q45: How soon after the awarding of the contract will the camera equipment lease to NPS need to commence?
A45: As soon as possible, but no later than 8 weeks from Notice to Proceed
Q46: The RFQ states, “The camera and sound equipment will be leased by the NPS during performance of the contract with an option to buy upon project completion.” How will the purchase price of the equipment be determined?
A46: See line item 00060 of the pricing table on pages 38 and 39 of the solicitation. All quotes must include a purchase price for the camera and sound equipment. The cost of the loan (i.e., lease) of all equipment to the Government by the contractor should be included in line item 0020. Only the cost for the Government to obtain title to the camera and sound equipment at the end of the project should be included in line 0060. If the option is not exercised, the equipment will be returned to the contractor in the same/similar condition at the end of the project.
Q47: The RFQ states that the equipment will be used by “staff collecting B-Roll during high visitation.”
Does the contractor need to make any provisions for training the NPS staff on the operation of the equipment?
A47: Not really. NPS is trained in basic camera operation and B-Roll collection. If contractor has special instructions concerning lighting, speed etc. to ensure collected B-Roll matches contractor style, NPS will need that. These instructions can be provided via video chat, written document, or phone call.
Q48: Assumes, for the staff-collected B-Roll taken during the high season:
a. It will not be incorporated into the video content the contractor will be created. This is just for the purposes of having content to be used by NPS at a later date.
