About this file
This is a Justification for Brand Name Products document from the National Park Service Contracting Operations - Central office, dated April 29, 2026, for the procurement of a Bonnell Industries 12DD42MX1E Plow.
The National Park Service seeks to purchase a Base Model 12DD42MX1E discharge steel plow painted orange with a 12-foot cutting edge, 42-inch straight height moldboard trip, 2 heavy-duty extension spring assemblies with 6 springs total, heavy-duty tubular A-frame assembly, and 2 reversing cylinders. The justification limits competition to Bonnell Industries products under 41 U.S.C. 253(c)(1) and FAR Part 6.302-1, citing that only one responsible source can satisfy agency requirements and that other manufacturers' similar products cannot be modified to meet the agency's needs. The North District Roads Division currently utilizes Bonnell Industries equipment exclusively for all plows and plow components, and standardizing on this single manufacturer ensures full cross-compatibility of parts, streamlines maintenance, reduces equipment downtime, and supports cost-effective parts management and fleet operations consistency. The estimated contract value falls within the "Up to $50,000" category. The solicitation will be posted on sam.gov to reach potential vendors, and a presolicitation notice will also be posted unless the FAR Part 5.202(a)(13) exception applies. The contracting officer, Sharon LaRosa, certified the justification as accurate and complete on June 1, 2026, with technical certification provided by Clinton Vaughan.

NATIONAL PARK SERVICE
CONTRACTING OPERATIONS - CENTRAL
1849 C Street NW Washington, DC 20240
Justification for Brand Name Products
Date: 4/29/26
Project: Bonnell Industries 12DD42MX1E Plow
1. Identifications
a. Agency: National Park Service
b. Contracting Office: NR Major Acquisition Buying Office
2. Description of the action being approved:
The National Park Service (NPS) shall be soliciting for discharge steel plow. The documents included with the solicitation call for specific brand name products that are peculiar to one manufacturer. This written justification provides approval for limiting competition to the listed brand name products as authorized by the Federal Acquisition Regulations (FAR).
3. Description of supplies and services:
Base Model 12DD42MX1E, painted orange, Two Eared Distant Discharge Steel Plow, 12’ Cutting Edge x 42” Straight Height Moldboard Trip, 2 Heavyduty Extension Spring Assemblies with 6 springs total, heavy duty tubular A Frame Assembly, 2 reversing cylinders.
4. Authority:
a. 41 U.S.C. 253(c)(1): Only one responsible source and no other supplies or services will satisfy agency requirements.
b. FAR Part 11.105: The Brand Name products are essential to the Government’s requirements, and market research indicates other companies’ similar products do not meet and cannot be modified to meet the agency’s needs.
c. FAR 6.302-1: The use of the name brand products are essential to the Government’s requirements, thereby precluding consideration of a product manufactured by another company.
5. The description of the product’s unique qualifications or the unique nature of the acquisition:
The North District Roads Division currently utilizes Bonnell Industries equipment exclusively for all plows and plow components. Standardizing on a single manufacturer ensures full cross compatibility of parts, streamlines maintenance, and reduces equipment downtime.
To maintain operational efficiency and ensure continued compatibility with existing inventory, the procurement of an additional Bonnell brand plow is necessary. This purchase supports consistency in fleet operations, promotes cost effective parts management, and aligns with established district maintenance practices.
6. Efforts to obtain competition:
a. Efforts to ensure offers are solicited from as many potential sources as is practicable:
For acquisitions over $25,000 the solicitation will be issued on the Government’s Point of Entry, sam.gov.
b. Presolicitation notice per FAR 5.2:
For acquisitions over $25,000 a presolicitation notice shall be posted on the Government’s Point of Entry, sam.gov unless the exception noted at FAR Part 5.202(a)(13) applies.
7. Determination that costs will be fair & reasonable:
The solicitation will be posted on a GPE to reach a larger group of possible vendors.
8. Description of the market research conducted:
It would be cost prohibitive to purchase a different type of plow while current park products are Bonnell. This allows standardization and consistency with parts allowing for more effective park management of stock.
9. Other facts supporting other than full & open competition:
a. Reason why documents suitable for full & open competition have not been developed:
Plow needs to be compatible with current machinery.
b. Data, estimated costs or other rationale as to the extent or harm to the Government:
The park would be required to purchase not only a different type of plow. The park is standardizing plow for park fleet management and consistency with part allowing a more effective management of parts for the plows. The cost to change over all equipment is cost prohibitive.
10. Interested Sources:
Bonnell Industries
11. Actions to remove barriers to competition in the future for similar acquisitions:
As equipment is replaced, determinations will be made on replacement equipment on value to the Government to replace or purchase new brand of equipment.
12. Certifications:
Technical / Requirements Certification:
I certify that any supporting data that is the responsibility of technical or requirements personnel (i.e. verifying the Government’s minimum needs or schedule requirements or other rationale for other than full and open competition) and which form a basis for the justification have been certified as complete and accurate:
