Can you provide us with written specifications regarding grade and treatment of the Timber so we can quote the material?
No, these specifications seem to be proprietary to manufacturers. This is why the SOW requests: “Contractor shall provide proof of material suitability for bridge surfacing and wear for a bridge with an inventory rating of 36 tons and an operational rating of 60 tons.”

Would they (the park) accept southern yellow pine?
Yes, provided it is treated

Does it need to be treated? I would assume so for a bridge, but I could not find a specification.
Likely yes, however a vendor may have some alternative that works, so long as they provide proof of suitability as stated above.

Would a 4x8-8ft work for this application? The net size would be more like a 3 ½ x 7 ½ x8ft?
Yes, SOW requests:

Boards shall be a minimum of 3 inches thick, not to exceed 4 inches Boards shall be a minimum of 6 inches wide, not to exceed 10 inches Boards shall be a minimum of 8 feet long, not to exceed 16 feet.

Q: Will you be awarding the contract based on best value or lowest price technically acceptable?

Context: I can provide the best quality or the lowest price, but rarely can I make this happen simultaneously.

Q: Do you have a preference on the species of lumber to replace the bridge decking boards?
No preference, fir would be fine.

Q: What grade are you looking for?

I would assume select structural given it needs to hold up for “a bridge with an inventory rating of 36 tons and an operational rating of 60 tons.”

Q: What are the dimensions of the existing decking that is being replaced?
Cannot provide thickness as boards are severely worn. Width is 8 inches.

We will need the timber specifications as for grade and pressure treatment please to be able to quote.

If I do bid on this, will there be fob?
Please include delivery/freight costs in your quote. We evaluate the total delivered cost, so you do not need to provide a separate FOB quote unless you prefer to identify the freight as a separate line item.
