140P1424R0003 Questions and Answers Any further questions are due by 10:00 AM Mountain time on 18 March 2024

1. Question: 2-1 PAINT- Page 8 - Pavement marking paint shall comply with AASHTO M-248, Type "F".

Please verify the pavement marking paint to be installed, per the FP-14 typical paint requirements are Type B or C are usually required.

Answer: See AASHTO M-248 for definition of Type F Traffic Paint. This specification is related to the drying times of ready-mixed white and yellow traffic paints. You are correct, though, that we want a FP-14 Section 634 Type B Waterborne traffic paint.

2. Question: 1-2 SITE ACCESS:

Is the government's intention for the contractor to mobilize once a year to fulfill the task order for that specific period, or are multiple mobilizations anticipated to complete individual tasks throughout the year? If multiple mobilizations are required, how many mobilizations does the government foresee?

Answer: It is the government's intention for the contractor to mobilize once for all annual and occasional pavement markings that the park has planned for. There may also be mobilizations needed throughout the summer to fix urgent safety concerns based on recommendations made by the Federal Highway Administration, the park's safety office, or others. Though infrequent, we require the contractor to be able to mobilize quickly for this purpose.

3. Question: 3.2 - SURFACE PREPARATION/CLEANLINESS – Page 11 Will the Government be sweeping the roads before pavement markings installation? Or is the Contractor required to sweep before the installation?

Answer: The contractor shall be required to sweep before the installation. See Section 3-2 SURFACE PREPARATION/CLEANLINESS.

4. Question: E. Marking Protection:

What signage is required on the forward and rear flag vehicles during striping operations?

Answer: See MUTCD 11th Edition pg. 892-893, Notes for Figure 6P-17 and Figure 6P-17 - Mobile Operations on a Two-Lane Road for the standard and guidance. #11 states that a DO NOT PASS sign may be placed on the rear of the shadow vehicle "if the work and shadow vehicles cannot pull over to allow vehicular traffic to pass frequently". Since this is often the case on park roads, I highly recommend utilizing this sign. The arrow board is optional but highly recommended in lessening risk of a rear end collision due to the speed differential between highway traffic and the work vehicles

5. Question: The solicitation requires, “three pavement marking projects on at least 5 miles of road within the past 5 years in the Mountain West Region.”

Answer: The reason the requirement was stated this way was to ensure the contractor understand this work can is taking place in remote areas with changing weather conditions. That requirement is now removed and replaced with "three pavement marking projects on at least 5 miles of road within the past 5 years”. The contractor must understand the conditions that this work will be performed under and plan to perform accordingly.
