About this file
This document contains questions and answers regarding Solicitation Number 140P1424Q0002 for bat abatement services at Grand Teton National Park. The solicitation seeks bat exclusion services at two buildings, Highlands unit 1037 measuring 235 square feet and Lupine unit 658 measuring 420 square feet, both of which have previously experienced little brown bat intrusions. The work includes identifying and sealing all visible bat entry points using spray foam or other materials. Successful performance will be defined as buildings excluded from future bat entry. A two to three year warranty is standard and the contractor may conduct up to three inspections in the following summer to assess effectiveness of the work. Access to the sites is via the Teton Park Road which is typically gated and snowed in after mid-November. Power but not water will be provided at the sites during work.
The questions and answers provide additional details such as locations of the buildings, square footages, bat species, materials used, access considerations, performance requirements, and photos of the sites. National Park Service staff previously performed bat exclusion work at the sites.

Amendment - A00002 Solicitation 140P1424Q0002 – Grand Teton Bat Abatement Services Highland Quarters 1037 & Lupine Quarters 658 Below is a list of vendor questions and answers in relation to the above referenced solicitation:
1. Where is the exact location of the unit or building? It is not clear on the map or google maps.
Highlands 1037: https://maps.app.goo.gl/K7ixpeTksvJbE4cW9 Lupine 658: https://maps.app.goo.gl/iZFhryqR5ZN6c1Fc7
2. Is the unit or building near the road?
Yes
3. Is access to the unit difficult to get to?
After November 1st, the Teton Park Road will be gated, and NPS staff will need to give you access beyond the gate. Snow typically restricts access after approximately 11/15 annually. Access will not be available again until spring – late April.
4. What is the square footage of the units?
Highlands 1037= 235 sq ft Lupine 658 = 420 sq ft
5. Do you know what type of bat (breed) that is in the unit?
Little Brown Bats
6. Were the tenants that put the foam in contractors?
I believe the foam was put in by park maintenance staff.
7. What level of bat proofing/sanitizing are we looking for?
Exclusion efforts shall be made for all known and visible entry points that are likely or potentially areas where bats can enter the units.
8. Would we like them to repair only the entry points, or recalk the whole ceiling to make it look uniform?
Only new entry points.
9. Are there specific rules they need to follow concerning repair of historical structures?
Routine maintenance level work is allowable. If any means or methods are being proposed that fall outside of routine type activities, the COR shall be notified, and the CO shall have final approval on any efforts proposed not considered routine. Note that proposing new types of materials not already used in the units or affixing materials to the building structure using very intrusive means shall need CO approval prior to installation.
10. Are they expected to only remove the spray foam that is visible? Restain after removal?
Spray foam removal shall be limited to only areas where it is being replaced and deemed no longer effective. If the removed and replaced foam or other materials results in spaces where it is not protected by paint or stain, please touch up the area with a matched material.
11. Foam in the attic (there is a lot), remove it all? Or just add to it?
Only remove non-functional or ineffective measures where you plan to install new.
12. Is the roof under performance warranty?
No
13. What is success to us? Retain log cabin heritage? Paint over spray foam?
Success will be measured by an excluded house that no longer gets bat intrusion. Means and methods used to perform exclusion work shall result in only minimally visible efforts that shall not require being painted over (each material manufacturer has different requirements, and it is product specific, thus the effort to minimize the visibility where it is not needed to be painted). Note that use of spray foam and other means and methods shall be limited to only what is needed to perform exclusion work – any excess material or slop over – shall be cleaned and wiped prior to setting up so the area being excluded appears clean and neat with the minimum amount of material used.
14. Are we interested in having them install deterrents on exteriors, so bats are discouraged to come to housing areas in general? Ex) small emf generator over ridge of cabin? Netting?
Not under this requirement.
15. Power and water while they are working.
There will be power available, no water this fall.
16. Paint swatch to match paint-NPS brown.
Paint swatch and paint information will be provided.
17. Do we require a warranty period to cover their work? 2–3-year warranty?
Standard performance warranty shall apply.
18. Weather, will road be maintained before Thanksgiving for access to sites?
Typically, prior to thanksgiving on a typical year, there will be access. There is no guarantee the road will be maintained until thanksgiving, with typical seasonal access restricted by snow around mid-November.
19. Is 658 or 657 worse? Can we switch it out if 657 is in more need?
This requirement shall be for unit 658.
20. Allowed to come back in the summer to make sure the repairs are holding up? And to help them better understand how to perform long term for NPS? 2-3 inspections in the summer to see bats at high activity.
Not required under this contract, however any feedback or follow up can be arranged if the contractor wants feedback.
21. Have the bats already migrated?
Yes
22. Do the buildings have attic space?
See pictures.
23. What are the ages of the buildings?
50+ years
24. What material are the roofs made of? Tin?
metal – see pictures.
25. Do the buildings have a metal ridge cap?
yes – see pictures.
26. Could you please provide pictures of all 4 sides of the roofs and the foundations?
see available pictures.
