About this file
This document contains answers to questions regarding solicitation number 140P1423R0026 from the National Park Service for the rehabilitation of the Gros Ventre Campground RV amenities dump station at Grand Teton National Park in Wyoming. The questions and answers provide clarification on technical specifications, including confirming schedule 40 PVC for the septic tank inlet and outlet, clarifying the connection of duplex pumps in the dosing station, removing a requirement for geogrid, and enforcing restrictions on topsoil removal from March to June. Groundwater depth data from monitoring wells is also provided for reference. Bidders are directed to FAR clauses regarding Buy American requirements for construction materials.

140P1423R0026 – Amendment 1 – Questions and Answers GRTE REHABILITATE GROS VENTRE CAMPGROUND RV AMENITIES - DUMP STATION PARK (GRTE) PMIS NO. 322641
1. Tank detail shows SCH40 Inlet/outlet. C2.0 indicates SDR 35 Inlet/Outlet pipe. Can we get which one is verified the right inlet?
The septic tank is provided with PVC Schedule 40 inlet and outlet pipe connections. PVC SDR 35 piping is specified for buried sewer piping to/from the septic tank. Provide transition couplings as required.
2. Dosing Pump Station/Distribution Vault Assembly C2.0 dosing station vault and distribution vault only indicate (1) inlet/out. C3.0 dosing vault details indicate multiple pumps, but no tee connection assembly.
There is one inlet and one outlet to/from the dosing pump station. The duplex pumps shall be connected via tee inside the pump station.
3. Geogrid location not indicated on the plans for the location of the Mirafi grid material. They would also like a subdrainage fabric requirement as section 33 46 00 is not included in the project specs.
Mirafi Geogrid is specified in Section 31 23 23, Paragraph 2.2. This material is not needed, so Paragraph 2.2 is deleted in its entirety.
4. Pump Control- Is the standard pump controller that comes with a dosing pump be adequate or are there any specific requirements that must be met?
Control panel shall meet requirements of Drawings E1 & E2, and Division 26 specifications.
5. Water Table depth- Is the actual ground water depth known? The geotechnical investigation went down 10’, and the bottom of the dosing pump station is approximately 17’ deep.
In 2021 & 2022, groundwater at monitoring wells MV6 & MV9 near the existing leach field measured from 19’ to 27’ below ground surface based on measurements taken in the Spring and the Fall. Historically, groundwater levels are higher in the Spring than in the Fall. It should be noted that MV6 & MV9 are located at a lower ground elevation than the new septic tank and wetwell. This data is provided for reference only to give a better understanding of groundwater levels in the vicinity of the project site.
6. Campground Sites- Will there be campsites available to contractor?
It is possible but the NPS is unable to confirm at this time.
7. Topsoil removal- The specifications state that there is to be no topsoil removal from March-June due to sage grouse habitat. Will this be requirement be enforced?
Yes, it will be enforced.
8. Due to the size of tank needed, we need to know if the Septic Tank is a BABA requirement?
Please reference FAR 52.225-9 BUY AMERICAN—CONSTRUCTION MATERIALS (NOV 2021) and 52.225-10 NOTICE OF BUY AMERICAN REQUIREMENT – CONSTRUCTION MATERIALS (MAY 2014) which are included in this RFP.
