Have there been any prior questions, answers, or clarifications to the RFP?

No

The plans provided include Sheet 1. Please confirm there are no other plans or specifications.

The Roadway Adjustable Gate Design print and narrative in attachment one contains all of the instructions.

Can the gate and support posts be powder coated in the shop prior to the completed installation?

See Sheet 1, Note 4.

YES

Sheet 1, Note 4 calls for powder coating of the gate. Does this include both the gate and the posts? What about chains, plates, and pins?

Yes. This includes powder coating of the gate, posts, chains, plates, and pins.

The written specifications call for a big foot footing. The detail on Sheet 1 does not show this. Do the written specifications control?

The written specification does control on this point, both the print and narrative are to be used together.

The written specifications call out “Concrete shall be placed in 36-inch-wide x 48-inch long Sonotube type circular concrete forms with footing. The footing hole shall be augured or excavated.” Can a method of forming other than a Sonotube be used?

Other forms of forming will be acceptable after approval from the CO/COR.

Sheet one depicts the 3.5” gate support post extending 6” below the bottom of the concrete base. Is this the intent?

The intent is that a small portion of the pipe sticks below the concrete to drain moisture from the pipe.

The Ordering Price Schedule allows separate pricing for disturbed and undisturbed ground. Does USF have any available soil reports indicating the soils likely to be encountered in drilling or excavation at the proposed installation sites?

NPS does not have a comprehensive report at this time, but all ditches in the road right of way is considered disturbed, areas of service roads that have not had proper road building techniques applied may be considered undisturbed.

The Solicitation states this is a Single Award, Indefinite Delivery, Indefinite Quantity (IDIQ) Contract for up to five years with Firm Fixed Price (FFP) Task Orders. Can this be a Fixed-price contract with economic price adjustment (FAR 16.203)? FAR 16-203-3 supports an FFP with economic price adjustments where necessary to protect the contractor or the Government from significant fluctuations in labor or material costs. There are revisions to the Davis-Bacon Act currently pending before the Dept. of Labor. Steel prices will inevitably fluctuate over the next five years including but not limited to because of the War in Ukraine and government action on energy transition and infrastructure programs.

No, the Government will not be adding EPA clauses and the FFP pricing established at award should include risk of price changes.

The detail on Sheet 1 shows a width of 36” for the footing, but the specs call for a 36” wide sonotube. Is the intent a 36” diameter sonotube? The detail on Sheet 1 calls for sloping of the top of the footing to accommodate grade. Is there a minimum ground cover over the top of the footing?

If using an approved alternate method of framing a 36” square of concrete will also be acceptable. There is no minimum ground cover required over top of the footing.

What are the specifics? How many doubles vs single barricades?

We don’t have a specific count at this time as it will depend on funding in the future. But for the foreseeable future most will be doubles as the main road sections are the priority at this time.

Is a bond required?

Bid bonds are not required. Performance and Payment bonds are required in accordance with “FAR 52.228-15 Performance and Payment Bonds - Construction (Jun 2020)” which is included in the solicitation.

Clarity on recycling. Does any recycling company work? What are the requirements to prove old gates have been recycled?

Any recycling company is acceptable, and a submittal of the weight ticket from the recycle facility will work for proof.
