About this file
This Request for Information (RFI) provides detailed clarifications for a tree removal project at a national park location. The solicitation (140P1325Q0041) covers tree removal on Perimeter Drive, with key specifications including: 180-day performance period, equipment storage in a maintenance yard, mulched debris spread on forest floor (chips no larger than 24"), and removal of dead trees within 50' of trails. Payment milestones are structured as 50% for ravine work, 100% for Buffalo trail and perimeter drive. Working hours are flexible from 6:30am to 6:30pm Monday through Friday, with the perimeter road closable during working hours and gates managed at Veterans Lake Entrance and Claremore Avenue. The project requires 75% of tree debris to be hauled offsite, with remaining debris limited to limbs less than 6" in diameter and 3' in length. Standing dead trees within 50' of trails must be removed, and damaged live trees that are not viable should also be removed.

1. Can temporary housing be set up on the site for crew/workers as long as it does not interfere with the landscape? Short term rentals are available in the surrounding area. No camping onsite.
Camping is available in the campground for 14-day intervals use Reservation.gov to find out more.
2. How are the milestones for payment determined?
Milestone: 50% of ravine, 50% of ravine, 100% Buffalo trail, 100% perimeter drive
3. Can mulched debris be left behind as long as spread thin? Mulched debris can be spread over the area.

Equipment can be stored within the maintenance yard. This yard is locked overnight. After hours access to the area will need to be coordinated with the COR.
5. What are restrictions on using a helicopter to assist with the work/working over/flying over a national park, if any? I have reached out to the Aviation Safety Manager for specific requirements FAA safety protocols would need to be in place for pilot licensing, bonding, types of aircraft, etc. At this time helicopter use in not authorized for this project.
6. In the RFI response, a link to a KMZ file was posted. The link is not working, can the KMZ be posted as a KMZ file on SAM? No. blob:https://earth.google.com/9dddb35a-0f08-4058-8158-

8. Could the dead/damaged trees be mulched or chipped onsite with the chips/mulch evenly spread out over the forest floor instead of being hauled offsite? If so, what would be the required chip size that would be acceptable? Mulch maybe spread with chips no larger than 24”
9. Can equipment be utilized if it can gain access to the areas that is larger than 8' in width? Yes, by entering the backside of the trail from the maintenance yard- the road is primitive and will to be back dragged when leaving the project.
10. What is the period of performance? Since the requirement is to remove dead trees, it would be wiser to perform this service during the growing months to allow for easy identification of the dead trees. 180 days. However, there is flexibility once the performance schedule is approved by COR and CO.
11. The map included in the solicitation was not accurate. Would an updated map be provided?

12. It was discussed at the site visit that the perimeter road could be closed while work in progress.
The statement of work states that one lane must remain open. Would you please clarify?
Perimeter drive can be closed during working hours of the project, closure gates will be placed at the Veterans Lake Entrance and at the Claremore Avenue entrance, it will be up to the contractor to man the Claremore Avenue gate for truck leaving and entering the work site. At the end of the business day the road must be clear for traffic to pass. The Buffalo Trail access will be closed during the project.
13. The statement of work defines working hours from 8:00 am - 4:00 pm. Due to the daily set up and mobilizing specialized equipment, road closure etc., would the government allow working hours to be from sunrise to sunset Monday through Friday? The maintenance gate is unlocked at 6:30am, the COR will lock the gate at 6:30 pm.

It was discussed at the site visit that this requirement might be modified to 75%. Would the government please clarify this requirement pertaining to what the forest floor should look like after tree removal? 75% removal (see revised PWS on amendment 02) What would be the limb size (diameter, length) that could be left after tree removal? Less than 6” and no longer than 3’
