About this file

This Request for Information (RFI) concerns a tree removal project for the National Park Service Intermountain Region on Perimeter Drive. The solicitation seeks clarification on multiple aspects of tree removal, including stump and root ball handling, determination of dead trees, equipment usage, work hours, and debris management. Key points include: removing trees more than 50% dead, using forestry mulchers to masticate trees, allowing bark damage during removal, spreading wood chips on-site, potentially extending work hours beyond M-F 8-4, and modifying debris removal requirements from 90% to 75% free from debris. The government tentatively agreed to flexible work schedules if a project timeline is submitted two weeks prior to work, and equipment width restrictions can be modified if the equipment can safely navigate specific site access points like the stone bridge or area behind the Bison Dam.

RFI 02 140P1325Q0041_CHIC_TREE REMOVAL ON PERIMETER DRIVE

1. Will you please provide an accurate KMZ type map for more accurate bidding of the project?

blob:https://earth.google.com/9dddb35a-0f08-4058-8158-2739a3e28bbb

2. The solicitation states "all stumps should be left flush cut"...what about trees that are uprooted? Do we cut those close to the root ball and leave the root ball upturned? Cut close to base and leave root ball in place. Do we nudge the root ball back into the hole? No Do we remove the root ball? Yes

3. In the Prebid walkthrough, it was stated the primary purpose of this solicitation was to remove downed dead trees. But also some trees are left standing, How will it be determined which standing trees will be considered dead...example 50% dead, 80% dead. If tree is more than 50% dead remove.

4. The most reasonable method of masticating most of the dead trees on the ground is with a forestry mulcher. Will this machine be allowed to "mulch" the trees where they lay, and the resulting mulch will be scattered evenly throughout the area? Yes, you can use a masticator to mulch the tree debris. Spread piles of chips.

5. The vegetation throughout the project is so thick that it is impossible to remove the dead trees without some collateral damage. Can it be stated that understory, small trees smaller than 6" diameter breast height and some bark damage (drag marks) on larger trees are acceptable collateral damage? Yes, we understand that trees will have bark damage from removal.

6. Can resulting chips be blown back into the ravine if piles are NOT created instead of being "trucked off site". This Helps with future erosion problems, limits truck traffic to and from the park, limits material to landfill. Yes, chips can be left if they are spread over the site.

7. It is stated that the hours of work are limited to M-F 8-4. Can this be extended. We, as contractors, need the opportunity to maximize our time with our employees being out of town and rented equipment. These limited hours would possibly make it difficult to stay within 180 day POP.

Yes, tentatively speaking, a project schedule must be submitted 2 weeks prior to work as COR will need to adjust their schedule.

8. These downed trees have been dead for quite some time. Many will be dragged over rough terrain to get to a chipper/mulcher, these very brittle dead limbs will shed more than 10% of their smaller limbs on the drag. Can you Please modify the SOW to state something more reasonable than "90% free from debris". Changed to 75% debris removal.

9. Some equipment required to safely execute this project will be wider than 8'. Can you modify this criterion? If the equipment can safely cross the stone bridge or navigate the area behind the Bison Dam a larger piece of equipment can be used. The entrance road and area will need to be back dragged to eliminate ruts from equipment after completion of project.
