a. A geotechnical report is included as Appendix B to the Division 01 Project Specifications. Existing soil conditions and the requirements for select fill are outlined therein.

14. On sheet A1.O Keynote N1 it shows to install fill to match local conditions At Crawl space. What kind of fill is local conditions exactly?

a. See answer to RFI #13.

15. Sheet A5.01 Typical Concrete Details. #4 detail is a slab on grade joint detail. Is there slab on grade work?

a. The detail referenced in this question appears on Drawings sheet S5.01. The project scope includes elevated 8” reinforced concrete pads for exterior mechanical units south of the building and 6” reinforced slab-on-grade pads for exterior electrical units west of the building. a. See answers to RFI #16 and RFI #17.

19. Detail 2 on Sheet A9.4 includes a note to "Continue Air/Vapor Barrier Deck Aligned with Wall Turn to Overlap Protection and New Sheathing." Will this requirement in the detail only be required above the exterior wall? Please advise.

a. Due to the hot and humid climate, the design intent is to ensure a continuous air/vapor barrier for the entire building envelope. Detail 2/A9.4 shows how this is to be accomplished at the roof overhang (north and south elevations) and detail 1/A9.4 shows how this is to be accomplished at the roof rake condition (east and west elevations). These details apply to the where the top of the exterior walls intersect the roof, not where the top of interior walls intersect the roof.

a. See answer to RFI #20.

22. During the site walk the Government stated that there was a video created by the Government of the existing building that was included with the solicitation. I don't find that video. Can you direct me where to find that video?

a. The video that was created by the government of the existing building that published was not in the solicitation but in the sources sought portion of the requirement on 12/5/2023. 23. Specification section 01 31 00 - Project Management & Coordination, specifically Section 1.6, requires the Contractor to "Use the project website for communication throughout the contract period." The contract documents do not appear to identify what electronic format the Contractor is to use. Will this website access be proprietary and require a fee or subscription for the Contractor to participate?

a. Required file formats for electronic submittals are outlined in the Project Specifications, section 01 3323 – Submittal Requirements. The Construction Management Representative (CMR) hired by NPS will select a web-based project management software that will be used during the contract period and will provide access at no additional cost to the Contractor.

24. Specification Section 01 35 23, 1.4 - Safety Requirements requires a "Site Safety Supervisor." Can this Site Safety Supervisor also be the Site Superintendent or QC Manager as a "dual hat?"

a. The designated Site Safety Supervisor may perform other duties such as Project Superintendent. The Quality Control Supervisor may not perform other duties (see answer to RFI #26).

25. Can the Project Superintendent be the Site Safety and Health Officer? Dual Hat Position?

a. See answer to RFI #24.

26. Specification Section 01 40 00, 1.5, B. - Quality Requirements appears to have a discrepancy. Line 1 says the, "Contractor's Quality Control Supervisor may also perform other duties," while Line 2 says, "Contractor's Quality Control Supervisor shall be assigned no other duties." Please clarify which is the required. Line 3 of that same section states, "Contractor's designated Quality Control Supervisor shall be on the project site whenever contract work is in progress." Will this be required?

a. There is indeed a discrepancy in the project specifications. In Section 01 4000 – Quality Requirements, omit/disregard 1.5 B line 1 and retain lines 2, 3, and 4. The Contractor’s Quality Control Supervisor may not perform other duties and will be required to be on site whenever contract work is in progress.

27. Specification Section 01 50 00, 2.2, B. - Temporary Facilities & Controls requires that the Contractor provide a "Contracting Officers Field Office" that is separate of the Contractor's office. Is this separate field office required? At the site walk I understood that the Contracting Officer for the project was working off site. Please confirm.

a. The Contracting Officer and the Contract Specialist whom shall form and administer any resulting construction contract, are remote National Park Service Employees that do not require any trailers onsite to be used as a field office for this project. Construction contractors may elect to establish and erect a Field Office for themselves on site, however, if the construction contractor had no need for a construction trailer/ field office, they are not required to provide one. For example, a contractor may elect to forgo a construction trailer/field office with electrical and hardline hookups if they have other means they prefer such as a vehicle that will create a work environment that is suitable for them to successfully execute the requirement.

28. Please confirm the entire parking lot to the “west” of the building will be made available for the contractor laydown yard.

a. Refer to Drawings sheet G.02 for designated staging areas. NPS access must be maintained where indicated in this diagram.

a. Disturbance of vegetated areas will be limited. Some parking in the Maintenance Area lot will be made available to the Contractor and additional parking exists in the Malaquite Visitor Center lot approximately 1.5 miles to the south. As indicated in the Drawings, Contractor parking is to be coordinated with the COR and may be required to adjust seasonally based on park needs. Unlike construction staging areas, areas dedicated only to the parking of Contractor vehicles will not need to be fenced. Refer to Drawings sheet G.02 and Project Specifications section 01 1100, Item 1.3 – Contractor Use of Site.

30. As discussed during the site visit, please provide pictures of the roof.

a. Photographs of the existing roof are not available.

31. As discussed during the site visit, please provide information providing existing roof layer samples.

a. The existing roof assembly consists of 1x decking over 2x10 wood rafters. Below the decking, there is batt insulation between the rafters. Above the decking, there is a membrane roof that is at least 10 years old. There is assumed to be a layer of rigid insulation underneath the membrane roof, but this has not been confirmed by sampling.

32. As discussed during the site visit, please provide any documentation of reroofing done.

a. See answer to RFI #31.

33. Is contractor expected to provide an allowance for roof deck replacement or is the assumption entire deck surface is acceptable?

a. See Drawings sheets S1.2 and S1.3 for notes on the assumed replacement of deteriorated roof deck, floor sheathing, floor joists, rafters, etc. The extents of assumed replacement and/or sistering are expressed as percentages.

34. Please confirm what fill will be required to be used within the crawl space. Aggregate base specifications? Screened fill specifications?

a. See answer to RFI #13.

35. Please confirm that all equipment and material will be removed by others from the building and the crawlspace prior to NTP. Any remaining debris should be disposed of as required by law during demolition.

a. See answer to RFI #20.

36. Is contractor expected to provide an allowance for rafter replacement or will any damaged rafters be addressed as exposed?

a. See answer to RFI #33.

37. Project Description mentions replacement of slab with gravel. A pavement detail is shown, but there was no specific paving replacement shown on plans. Is that correct that there is no replacement plan for concrete?

a. See answer to RFI #15.
