About this file
This document provides answers to questions regarding a solicitation for photo review and metadata creation services for the National Trails Intermountain Region. The scope of work involves analyzing photographs taken along national trails, populating required metadata fields such as location, title and description using provided guidelines and controlled vocabularies, and submitting deliverables in 3-4 page increments with a maximum total response of 14 pages. Cultural resource sensitivity will be evaluated to determine public availability of photos based on site restrictions. The National Park Service Intermountain Region will make final determinations and the photos have been prescreened, with any restricted photos to be set aside for further review. The contractor must conduct research as needed using file details and external resources to populate required fields for each photo where information is not readily apparent. Only folder names provide additional existing metadata for the files.

Can you provide Section 508 guidance as it relates to this project?
The only item that needs to be 508 accessible in the case of this project is the excel metadata spreadsheet. The template that will be given to the contractor is already accessible and will remain accessible with only text input into the spreadsheet.
The Scope of Work, Section B. Summary / Description of Requirement (page 30) refers to Cultural Resource Sensitivity. Are there guidelines for evaluating this?
Cultural resource sensitivity will be taken into account to determine if the photo should be available within NPGallery. This should only be taken into account if the location is not a public site or if the site location has not been released to the public in some manner (Unrestricted National Register of Historic Places). This will only be of concern when the exact location (not generalized) of the photo can be inferred from what is shown in the photo or when the photo file details (metadata/EXLIF) include coordinates. Final determinations of this will be made by the National Trails office and the photos have been prescreened, but just in case there are any photos that meet these criteria above, it should be noted for review by NTIR and set aside.
Regarding the metadata fields listed in Scope of Work, Section C. Specific Requirements and Services, Number 4 (page 31), if any of the specific fields are not immediately apparent based on existing metadata or consultation with NPS staff, will the contractor leave each field blank, or will additional research be required?
Each photo that has not been removed from metadata creation, will need to be researched using the file name, folder name, file details, the image itself, and other resources (NPS web pages, NPS App, NPS ArcGIS Online maps, images already in NPGallery, land manager web pages, etc) as needed to populate the fields. In some cases, this will involve only viewing the file, file details, file name to determine how to populate the fields, but in other cases it will involve needing to investigate further in order to determine specifics of the photo for the title, location, keywords/tags, and description.
Is there any additional existing metadata associated with each folder outside of file names (i.e., embedded metadata, accession information, etc.)?
The only additional existing metadata will be the folder names. Folder names for the files will be provided.
Will the contractor supply Keywords/Tags from a controlled vocabulary?
Yes, as indicated in the SOW, the image tags/keywords document will be provided to the contractor.
Scope of Work, Section I. Submission Requirements (page 32) lists page limits of 3-4 pages for each itemized submission requirement. Is the page limit for the total submission 3-4 pages, or 9-12 pages? Similarly, the Instructions to Offerors (page 4) provide a page limit of two pages for the Project Narrative. Please clarify the page limits for each submission component.
Each itemized item can be up to 3-4 pages and the project narrative will be 2 pages. A total of a maximum of 14 pages.
