About this file

This is a Questions and Answers document addressing technical clarifications for the Amistad National Recreation Area Diablo East Radio Tower replacement project (Solicitation 140P1226Q0045). The document provides the Government's responses to contractor inquiries regarding design specifications, responsibilities, and construction requirements for replacing an existing antenna tower with a new NELLO tower system.

Key clarifications include: the Contractor is responsible for providing and installing the grounding system per manufacturer recommendations (ring method not recommended due to cost); a Geotechnical Investigation has been conducted and foundation designs are provided on project drawings; new cables must be priced to replace existing short cables from the demolished tower; the Contractor must make final cable connections to Government Furnished Equipment in the Radio Equipment Shelter and is responsible for removing and reinstalling existing NPS/NOAA antenna systems onto the new tower; the old concrete foundations will be cut at ground level with NPS staff handling fence repairs; the new tower requires an Ice Bridge for cables, red warning lights, and must be designed per Risk Category III standards for essential public safety/Law Enforcement use; existing Radio Shelter port holes should remain at three unless absolutely necessary for additional installations; antenna heights for the two ANT150F2 Omni antennas and 5-element Yagi antenna should match the existing tower configuration, though the exact make and model of the Yagi antenna remain unknown.

If so please provide a grounding system plan for this new tower.

The grounding system will need to be installed per manufacturer’s recommendation.

35. Per your design by NELLO has a Geotechnical Investigation been conducted at this location or will we use the foundation design provided on SHEETS 1 OF 3 & 2 OF 3 on Drawing?

Yes.

36. During site visit we noticed that the existing cables coming down the old tower that’s to be demoed have previously been spliced & will be short in length to reinstall back to the New NELLO tower.

Should we figure out the pricing of new cables?

Yes.

The Contractor.

38. On the old tower to be demoed who is responsible for removing & reinstalling existing NPS / NOAA antenna systems onto the new NELLO tower?

The Contractor.

39. Once the old Antenna tower has been demoed / decommissioned what needs to be done with the old concrete foundations throughout supporting the guy wires, Antenna base & existing chain link fence in multiple locations?
