About this file
This is a Statement of Work (SOW) for radon mitigation system installation at Pecos National Historical Park's two-unit Casita located at Forked Lightning Ranch in Pecos, New Mexico. The Casita, a 2,175-square-foot horseshoe-shaped structure built around 1925, currently has radon levels of 9.4 picocuries per liter (pCi/L), exceeding the EPA residential limit of 4.0 pCi/L. An existing radon mitigation system installed around 2013 is not functioning as intended and requires modification or replacement.
The contractor must conduct a site survey, perform baseline radon testing in both units, complete a Pressure Field Extension Communication test to determine optimal system location, and submit a design proposal to the Contracting Officer for approval that considers both aesthetic and functional aspects of the historic structure. The scope includes modifying or replacing the existing system, with preference for installing external mitigation systems on the north side to minimize visual impact. If the existing system is reused, a new fan must be installed above the roof line; if abandoned, it must be removed with repairs made to the foundation and roof. The project must be completed within 60 calendar days from issuance of the Notice to Proceed, with work limited to 8 a.m. to 4 p.m. Monday through Friday, excluding federal holidays. The contractor must submit accident prevention and construction schedules before the preconstruction conference, provide product data and shop drawings for approval, and deliver as-built drawings, warranty information, and radon testing results at 15 days, 30 days, and six months to verify the system achieves levels below 4.0 pCi/L. The Contracting Officer is Billie Thomas at (406) 599-4402.

Statement of Work (SOW) Install Radon Mitigation in Casitas at Pecos National Historical Park
PART 1 – GENERAL
1.1 Background:
Pecos National Historical Park has a two-unit Casita for Transient and Seasonal Staff located at Forked Lightning Ranch. Radon tests conducted in November of 2024 showed 9.4 picocuries per liter (pCi/L), exceeding the Environmental Protection Agency (EPA) limit of 4.0 pCi/L for residential buildings. A radon mitigation system was installed around 2013, but it appears to not function as intended. This project is to modify existing system or install new systems to reduce the radon levels below 4.0 pCi/L.
The Casita is a 2,175 square, horse shoe shaped, foot block structure constructed around 1925. The current radon mitigation system is centrally located in the East Casita, plumbed into a crawl space and vented through the roof. Due to the historic nature of this structure, a design proposal for the mitigation will be required to be submitted to Pecos National Historical Park prior to work. Both exterior and interior visual appearances should be considered along with functionality. If old system is completely abandoned, it shall be removed and repairs made to both the foundation and roof. If old system is utilized a new fan shall be installed above the roof.
If horizontal boring and external mitigation systems are needed. Every effort should be made to install those systems on the north side of the casita to limit visual impacts. Other systems not envisioned in this scope will be considered and multiple systems may be required due to the shape and size of the building and a site visit is recommended.
Completion of the project will be determined when levels test below 4.0 pCi/L.
