About this file
This is a Questions and Answers (Q&A) document for a radon mitigation contract at the Casitas at Pecos National Park in New Mexico.
The NPS provided responses to inquiries regarding radon testing and mitigation work on the facility. Key details include: the Casita was tested for radon in November 2024 with results available in attached document RP22203020076_19Nov24_0810; an existing radon mitigation system installed in 2013 was operating at the time of testing; the current mitigation system is located in the East Casita and plumbed into a crawl space limited to the area under a nearby bathroom; the main roof is an EPDM Rubber Membrane installed in 2016 with a different roofing material on the covered porch, and contractors must verify and use compatible materials with no existing warranty on file; one tenant occupies the West Casita through September 15, 2026, with no other occupancy currently scheduled; and an SCA Wage Determination for New Mexico (Wage Det NM20260028 05.18.2026) has been provided in Amendment 1. A floor plan was provided confirming the North direction and labeling the East and West Casita areas. In a second set of Q&As, the NPS confirmed that the existing extraction point can remain in place, though future renovations may impact building elements; future flooring replacement is anticipated but not currently planned; and clarified that interior slab sealing questions require additional definition before response.

Q&A #1 Radon Mitigation – Casitas at Pecos National Park
1. Are previous radon measurement reports for the Casita available? As a radon mitigation system was reportedly installed around 2013, are there reports regarding the testing performed at that time and description of the system installation?
NPS Response: Pecos NHP had the Casita tested in November 2024. Attached document
- RP22203020076_19Nov24_0810 Casita Pecos Park
2. How many samples were collected; duration of the test (e.g., 48-hours; 96 hrs.; 180 day), and what locations (e.g., Room IDs) are associated with the most recent radon testing in November of 2024?
NPS Response: Attached document - RP22203020076_19Nov24_0810 Casita Pecos Park
3. Is the referenced radon mitigation system installed in 2013 currently operating? Was this system operating at the time of the 2024 sampling?
NPS Response: Yes, fan was operating at time of testing.
4. The SOW notes the current mitigation system is located in the “East Casita” and is plumbed into a crawl space. Does this crawl space extend beneath the entire building? Please provide a drawing showing the approximate limits of building crawl spaces.
NPS Response: No, crawl space is limited to area under bathroom located near existing radon vent.
5. If roof repairs or penetrations are required, is there an existing roof warranty that will need to be considered. What is the type(s) and age(s) of the existing roofing? Is there a roofing contractor associated with this facility who may be contacted in the event roofing penetrations or repairs are needed? [A review of on-line aerial photos of the building suggests there may be more than one type and/or ages of roofing on the subject building.]
NPS Response: NPS does not have records of a warranty and asset records indicate EDPM Rubber Membrane Roof install in 2016. The covered porch does have a different roofing material than the rest of the casita. Contractor should verify roofing material and use compatible materials.
6. Please confirm “North” direction on the Casita Floor Plan provided in the Solicitation and label the “East Casita” area. (The drawing appears to suggest the East Casita to be on the north side of the building).
NPS Response:
7. Are the tenants of the Casita’s park personnel or other (e.g., overnight stays)? Please confirm if tenants will be present or away at the time of the work. The work will expectedly result in some construction noises such as drilling and hammering and personnel discussions which may be disturbing to occupants. EƯorts will be made to minimize disturbances to tenant.
NPS Response: One tenant occupying the West Casita through September 15, 2026. No one scheduled to move in at this time but that could change.
8. The SCA Wage Determination provided is for Texas. Please provide same for New Mexico.
NPS Response: Done. See Amendment 1 attachment Wage Det NM20260028 05.18.2026
Q&A #2
1. Interior Slab Sealing Would the Government permit the contractor to seal along the top of the concrete slab on the interior of the Casita, where appropriate, as part of the radon mitigation effort?
NPS Response: I don’t understand this question.
2. Future Floor Renovations During the site visit, Mr. Huck mentioned that renovations to the Casita are planned in the future. Will those renovations include replacement of the existing flooring?
NPS Response: Renovations most likely will include flooring material but nothing is planned at this time.
3. Existing Extraction Point The current radon mitigation system utilizes a centrally located extraction point within the building. If our proposed design incorporates and preserves that existing extraction point, can the Government confirm that it is acceptable to remain in place and that it will not be impacted by the planned future renovations?
NPS Response: Yes, the location of the existing extraction point can remain in the same place. No, the location of everything in this building could be impacted by future plans.
