About this file
This is a Questions and Answers document for the SAAN Repair and Maintenance San Juan Restrooms solicitation issued by the National Park Service Intermountain Region for San Antonio Missions National Historical Park. The document provides clarifications on scope of work requirements for restroom renovation and infrastructure upgrades at the San Juan Mission facility.
Key clarifications address electrical work, including conversion of an existing electrical panel to a junction box, installation of a new commercial-grade or load center electrical panel in a weatherproof, lockable, vandal-resistant enclosure outside the building, and installation of HVAC components (120-volt thermostat, directional fans on dedicated switches, and light/exhaust/heater units with 1500-watt ceramic heating elements). Plumbing work requires replacement of water supply lines and angle stops for faucets, toilets, and drinking fountains; camera inspection of wastewater cleanouts; and installation of stainless steel lavatories with ADA-compliant reinforcement blocking as needed. Restroom finishes include tile repair and sealing with Park approval required for any tile replacement. Temporary facilities during construction must include an ADA-compliant portable toilet trailer per gender with handwashing stations and hand sanitizer dispensers, electrical power for interior lighting, and capacity to handle approximately 100 daily visitors. All work must comply with preservation, ADA, National Electrical Code, and National Park Service requirements, with conduit and exposed metal painted to match existing aesthetics to maintain historical integrity.

Questions and Answers:
All responses below are consistent with the Scope of Work. Contractors must adhere to all preservation, ADA, NEC, and NPS requirements.
1) Can a j-box be installed in the existing panel location?
Yes, the existing electrical panel can be converted to a junction box.
2) Can they tell us what kind of thermostat for the HVL? Assuming 120v.
Yes, 120v.
3) The fixed directional fans, what switch is to control them? The same switch that controls the lighting?
The directional fans will be on a dedicated switch. No, not the same switch that controls the lighting.
4) Is the new emergency lighting to be installed inside the restroom?
Yes.
5) Are the exterior wall sconces to remain?
Yes.
6) Are we to replace cracked/damaged tiles in addition to cleaning? Sourcing these tiles may be an issue.
Repair and clean tile and grout. Seal any tile cracks to make them safe and to aid in prevention of any further cracking. Unless the tiles are completely missing or damaged beyond repair, no need to replace. If replacement is necessary, acquire Park approval on type and coloring of tile and grout before replacement.
7) Regarding the clean out repairs, to what extent are we to repair? Are you currently aware of any issues or are we to simply run a camera and confirm they are in good shape? This was not mentioned during the site visit.
Wastewater cleanouts, replace any that are missing, run a camera and determine if there are any issues. We are not aware of any current issues. For supply side plumbing, replace angle stops and supply lines for faucets, toilets and the drinking fountain cooler and determine if there are any issues.
8) Due to the current lavatories pulling out from the wall, I am confident that we will need to install some sort of reinforcement blocking for the new sinks regardless of whether they are stainless steel or not. How do you prefer to reinforce the new sinks?
If extra bracing is needed, bracing must meet ADA compliance.
9) Do you have a specific manufacturer/model number for the new stainless steel lavatories to be installed?
No.
10) Confirming contractors are not performing any work on existing toilets?
The toilet's tank and bowl are to remain. Toilet water supply valve and lines are to be replaced.
(11). Temporary Facilities:
Page 5 of 7 Para 4.5.1.
Will this toilet trailer require a ramp & handrails ?
A temporary ADA complainant portable toilet must be supplied, one per gender. No specifications on how that is accomplished. Handrails would be required if there are steps to be climbed onto the trailer.
(12). Will this toilet trailer require any electrical power to operate ? if so what voltage ?
Yes, electrical power will be required for any interior lighting, if a portable toilet trailer is provided. Voltage depends are trailer lighting requirements.
(13). Will a handwashing station be required outside the toilet trailer?
A handwashing station must be provided along with a hand sanitizer dispenser. No preference on location, inside or outside.
(14). Please provide a rough count, on combined usage for both men & women’s Restrooms to estimate servicing required for pump-out to toilet trailer.
Average about 100 visitors per day for Mission San Juan. A septic tank cleanout is available if you wish to have the waste dump into the on-site septic tanks and leach field system.
(15). Will a backup generator be required during any of the construction phase of this project?
None anticipated.
(16). Electrical Panel Replacement:
Page 3 of 7 para 4.1.2.4 will this new Electrical panel be a Commercial Grade Panel Board NEMA-3R ? or a Load Center Panel NEMA-3R ?
No preference. As per the Scope of Work: The new electrical panel will be located outside the building in a rated weatherproof enclosure, rack-mounted on a free-standing structure (not attached to the historic stone walls/facade). It will solely distribute electricity to all electrical components in the restrooms, with individual breakers for isolation of each circuit/component. The enclosure must be lockable and vandal-resistant. Conduit and exposed metal shall be painted to match the existing aesthetic to maintain historical integrity and minimize visual impact, per NPS preservation guidelines.
(17). Installation Of Fans:
Page 4 of 7 para 4.1.4.
Can you please provide a make & model # for the new circulating fan required in restrooms.
No preference on make and model. Unit needs to meet specifications noted in the Scope of Work.
(18). Electrical Component Replacements:
Page 3 of 7 para 4.1.1.4 Light/Exhaust/Heater Units.
Can you provide a make & model # for this unit with 1500W ceramic heating elements?
No preference on make and model. Unit needs to meet specifications noted in the Scope of Work.
