About this file
This is a Questions and Answers document from the National Park Service Intermountain Region addressing contractor inquiries related to the replacement of shade structures in picnic areas at Chamizal National Memorial (Solicitation 140P1226Q0011).
The document clarifies site access and facility use policies, confirming that contractors may use on-site park restrooms if kept clean but are prohibited from accessing dirt walkways with vehicles and cannot access NPS water facilities for dust mitigation. Regarding materials and construction specifications, the document confirms that 4000 PSI Portland cement concrete is required (pre-mixed or sack options are acceptable without mandatory sample testing), 26-gauge roof panels per the SOW are required with no approved equals permitted, steel rafter-to-post connections must be welded rather than bolted, and steel posts must remain embedded and encased in concrete as specified with no alternative anchor bolt proposals accepted. For site-specific questions, the contractor is directed to maintain the same post location for one canopy that extends outside the concrete path rather than resizing. Additional clarifications address temporary fencing as acceptable for barricades, no density testing required for subgrade backfill, no changes to the originally specified paint type, and confirmation that both an Accident Prevention Plan and Safety Plan are required. The document also confirms that a submittal list or register will be provided post-award.
