About this file

This document is a Questions and Answers file for a mechanical system replacement and servicing contract at Kozlowski's Trading Post, located within Pecos National Historical Park. The project involves replacing pumps and boilers in a multi-boiler/multi-pump system, with key technical specifications including the use of inhibited propylene glycol (30%-50% concentration), no excavation requirements, and a 5,264 square foot building. Contractors must obtain hot work permits from the Supervisory Ranger, coordinate site access through the west doorway, and note that no secure storage is available onsite.

Critical technical details include using only propylene glycol (ethylene glycol is prohibited), installing an additional auto-bleed at the system's highest point alongside an existing Spiro Vent, and ensuring compatibility with existing boiler and pump communication systems. No building automation system exists, no test and balance reports are required, and no modifications to the historic building are permitted. The site has historical significance, dating back to the Santa Fe Trail era and used as a hospital during the Civil War, which necessitates careful handling and preservation of the mechanical system infrastructure.

Questions and Answers:

1. In item 2 of the SOW. IT states that we need to coordinate with utility providers and NPS to locate existing underground services before excavation. I don't see any excavation needed in the scope of work in Item 1. Can you please clarify the excavation that is needed?

No excavation is needed.

2. Can the same person be the site superintendent, site safety and QA on site?

Yes, the same person can serve all roles.

3. Please confirm the required glycol type (propylene vs. ethylene), target freeze protection (°F), inhibitor package, and approximate system volume (or provide drawings/schedules) so offerors can estimate glycol quantity accurately.

Inhibited Propylene Glycol is specified by Lochinvar in the Service Manual at a range of 30%-50%. Ethylene glycol is toxic and can attack gaskets and seals and should never be used. The building is 5,264 square feet.

4. Is there a preferred descaling product or pH/conductivity/particulate acceptance criteria after flush? Will NPS provide baseline water quality targets (hardness, chlorides, TDS) for refill/conditioning?

No preferred descaling product but product should be compatible with all components of the system. Service Manual specifies not to use petroleum-based cleaning and sealing compounds, "homemade cures" or "boiler patent medicines" Unsure what is meant by baseline water quality targets.

5. Is there an existing building automation system (BAS) to integrate with? If so, specify protocol (e.g., BACnet/Modbus), integration scope (points list, trending, alarms), and responsible party (contractor vs. government).

No building automation system but boilers and circulating pumps communicate with each other.

6. SOW requires verifying that the system operates as intended. Please define acceptance criteria (design flow, ΔT, pump speed range, air elimination performance, noise/vibration limits), test procedures, and whether test & balance (TAB) reports are required.

TAB reports not required. Clarification is that replacement pumps are synchronized with boilers and operate as designed in a multi boiler/multi pump system.

7. Is there a designated laydown area and indoor secure storage? Any site access limitations (vehicle weight, turning radius, pathway to mechanical room)?

No secure storage onsite. No limitations for vehicles weight or turning radius and route to mechanical room is through west doorway and outside Facility Managers office.

8. Has an asbestos/lead survey been performed for the mechanical room/piping? If hazardous materials are discovered, will the Government provide abatement?

All piping installed around the year 2020 and no asbestos or lead is present.

9. Boiler/piping work may require soldering/brazing or welding. Are hot work permits and fire watch required? Any park-specific fire protection measures beyond standard NFPA/OSHA?

Hot work permits are required and generally require a fire watch for 60 minutes after work concludes. Permits are issued by Supervisory Ranger at Pecos National Historical Park and can be coordinated with the Facility Manager.

10. Are there any additional resource protections (archaeological/cultural, wildlife) or ground-disturbance restrictions that apply to this building’s mechanical scope?

Kozlowski's Trading Post dates back to the era of the Santa Fe Trail, was used as a hospital during the Civil War battle at Glorieta Pass and later as the ranch house for the Forked Lightning Ranch. No modifications to the building are allowed or should be needed for this contract of component replacement and servicing of existing systems.

11. Are third-party water testing reports (e.g., inhibitor levels, pH, conductivity) and a water treatment service plan required for turnover?

Test results should be provided for but are not required by a third party.

12. Clarification: installation of the auto-bleed high in the system as the system already has a "Spiro vent" at the highest point.

In addition to the existing Spiro Vent, an auto-bleed should be installed at the highest point in the system.
