About this file

This document is a Questions and Answers file for a federal contract related to security systems at a historic park location. The Q&A clarifies several technical and procedural details about the project, including shop drawing requirements, coordination for historic buildings, and specific technical specifications. Key points include: shop drawings are not required with the initial proposal submission but will be a post-award submittal, the park will handle compliance for historic buildings, and exterior notification devices should prioritize audio notifications. Specific technical guidance is provided, such as requirements for removing wired components when switching to wireless devices, with instructions to remove unused wires and exposed conduit while properly capping hidden conduit. The project appears to involve security and alarm systems for multiple buildings, with the quote submission due on September 1, 2025, and details to be finalized after contract award.

Questions and Answers:

1. Clarification regarding the shop drawing requirement.

Section 5.4 (A & B) states that:

• Shop drawings shall be prepared by the Contractor, submitted to the government, and approved prior to the commencement of work on-site.

• As-built drawings are not available; therefore, Contractors must document existing building conditions to develop the proposed shop drawings.

Based on this language, the understanding is that shop drawings are required after contract award and prior to mobilization, rather than as part of the initial proposal submission. For the quote submission due September 1, 2025, is it correct that detailed shop drawings may be omitted since as-built drawings are not available at this stage?

Yes, proposed as-built drawings do NOT have to be submitted for RFQ solicitation. Preliminary as-built drawings of floor plans will be a submittal item after award.

2. Will the contractor or the park coordinate with the San Antonio Historical Society for the historic buildings?

The historic buildings in this project are federal property, and the park handles the compliance for their historic buildings.

3. If the intrusion alarm has to be separated from the fire alarm, will the park coordinate troubles with the fire alarm if they arise?

Yes, the park has a contact for that.

4. The scope of work talks about exterior notification devices. Do they need to have both visual and audio notification?

The scope states to follow applicable codes. The park’s preference is both, but audio is most important.

5. Does the conduit need to be removed if a wired device is changed to a wireless device?

Section 2.4.1 Section E states, “Where wired components are replaced with wireless components, the Contractor shall remove any unused or obsolete wires, as well as any exposed or empty conduit outside of the walls. Any conduit that is hidden within the walls shall remain in place and must be properly capped and covered to match the existing wall, preventing further damage to the building’s masonry or walls.”

6. Does the park require an accompanying phone app for the system?

That is not stated in the scope of work.

7. Do the systems/buildings require exterior motion sensors?

That is not stated in the scope of work.

8. At San Juan Contact Station/Convento, there are doors that separate the office area where the keypad is from the lobby area. Are these doors included?

No, these doors are not included in the scope of work.
