Black Canyon of the Gunnison – 3D Map Exhibit Fabrication

South Rim Visitor Center 3-D Topographic Map Exhibit Fabrication Services
I. PROJECT BACKGROUND
Black Canyon of the Gunnison National Park (BLCA) was proclaimed a National Monument in 1933 and later established as a National Park in 1999. The Park celebrates one of the steepest, deepest, and narrowest canyons in the United States. Half of the park’s 30,750 acres (12444 ha) is set aside as Wilderness. Resources include the canyon itself, the powerful Gunnison River, the ecology on the rims and in the inner canyon, and air resources such as a Class I Airshed and glorious dark skies protected as a Dark Sky Park. The rims of the canyon reach over 8,000 ft. (2438.4 m) in elevation and provide views to the West Elk Mountains to the North and the San Juan Mountains to the South.
Visitors can enjoy the scenic South Rim Drive, extending 6.5 miles (10.4 km) along the South Rim; the North Rim Drive extending 5 miles (8 km); the 6 mile (9.6 km) East Portal Road, which drops into Curecanti National Recreation Area; and over 20 miles (32.1 km) of hiking trails. Current visitation is around 500,000. The Park has one main visitor center on the South Rim, and it captures nearly 75% of all visitations. In the visitor center is a park store, ranger desk, outdated exhibits and an old and worn three-dimensional, raised-relief, topographic (3-D) map of the entire park. The current 3-D map, while beautiful, is older, worn, missing some of the labeling, and not durable, touchable, or weatherproof. The map is covered by a scratched and worn-down plexiglass case, making it hard to see the map or read the labels.
A new map will allow visitors to touch and see the dramatic features of the canyon, river, and possibly the surroundings. It will be weatherproof to be used both indoors (primarily), with the option of moving outdoors – on locking wheels for mobility, and be touchable, and have labeling that explains and names the features of the map. The National Park Service seeks the highest quality of artistry, durability, and project management.
II. GENERAL REQUIREMENTS
The purpose of this project is to provide all planning and fabrication services for exhibit planning, design, and production of an interior and exterior topographic map exhibit at the South Rim Visitor Center at Black Canyon of the Gunnison National Park. The project includes coordination, via the appointed contracting officer’s representative (COR) and park staff.
The contractor shall provide all services including labor, materials, and facilities to detail, fabricate, transport to the site in accordance with the specifications as detailed in this project description, and its attachments. All work under this project proposal shall be performed in accordance with the terms herein (including all attachments). The government shall furnish, as appropriate, required data, materials, and access to project information necessary to perform the planning and production of work as required.
III. SCOPE OF WORK
The contractor shall provide all planning and fabrication exhibit services, including labor, materials, equipment, and facilities necessary for the development, fabrication, and delivery of an interior and exterior topographic map with labeling.
The South Rim Visitor Center is not a historic structure; however, care should be taken with the placement of the map within the visitor center indoor space, where it will primarily reside. Therefore, the contractor shall coordinate the planning, design, and delivery of the topographic map, via the Contracting Officer’s Representative (COR) and the map should be integrated with the building and exhibit design with no adverse effect to the building.
A. Requirements for the Completed Project
1) Project Specifics
a. The topographic map shall include an area slightly larger than the park boundary, as shown and described in Attachment A: BLCA Topographic Map Specifications.
b. The map shall be installed inside the South Rim Visitor Center. The map shall be placed on a moveable base, that could be moved outdoors. Most of the time the map will remain in locked position in the visitor center exhibit area.
c. Interpretive and informational content for labeling (reader rails) associated with the topographic map shall be developed in consultation with the COR and park staff.
2) Design Requirements
a. The topographic map and interpretive labeling shall be fully accessible and designed to incorporate the principles of Universal Design as defined in Attachment C:
Programmatic Accessibility Guidelines for National Park Service Interpretive Media and shall communicate effectively to the broadest range of visitors, including visitors with and without disabilities. The map will be designed so that reader rails can be attached to the map in a future funding project.
b. The topographic map shall be designed in accordance with Attachment D: National
Park Service Standard Exhibit Planning, Design, and Fabrication Specifications Section 21 Tactile Exhibit Elements and Mechanical Interactives and Section 26 Maps.
c. The contractor shall be aware of the temperature range and harsh environment of the
South Rim of the Black Canyon of the Gunnison National Park, Colorado. The topographic map and exhibit element shall be durable enough to withstand visitor wear and tear and shall withstand extreme heat and cold, and possible precipitation with little maintenance required. The contractor shall select and use materials in accordance with Attachment D: National Park Service Standard Exhibit Planning, Design, and
Fabrication Specifications Section 14 Material, Color, and Finish Specifications and Section 22 Design Guidelines for Exhibit Structures.
d. Exhibits shall be developed using sustainable materials and equipment. The cost of equipment operation, shipping, and materials shall be considered from an energy-use and reliability standpoint. In addition, the carbon emissions for creation and transportation of materials shall also be considered to reduce the overall climate impact of fabrication and installation. Priority consideration shall be given to materials with recycled content, renewable materials, Forest Stewardship Council (FSC) certified wood products, local materials, low- or no-Volatile Organic Compound (VOC) materials, or those with lower carbon footprint.
Project Management
The contractor shall provide project management as specified in Attachment D: National Park Service Standard Exhibit Planning, Design, and Fabrication Specifications Section 2 Project Management with the following clarification:
The COR, with guidance from the CO, shall schedule progress meeting conference calls as needed. The Project Manager shall attend all progress meetings and submit notes to the CO and COR for review and approval. Meeting notes shall enumerate all issues discussed and decisions made relative to the project.
Phases of Work
Phases of work required for this project are condensed from the typical phases of work described in Attachment D: National Park Service Standard Exhibit Planning, Design, and Fabrication Specifications Section 3 Exhibit Development Processes. The contractor shall preform all work as described below:
1) Pre-Planning and Post-Award:
a. Post-award conference:
The Project Manager shall attend a post-award conference call with the CO, COR and park staff. The date of the post-award conference call shall be determined within two weeks of contract award. During the post-award conference call, the contractor shall:
• Identify existing media resources for the project.
• Identify and acquire resources to evaluate the architectural space into which the topographic map exhibit shall be placed for primary use.
• Lead a discussion about the extent of the topographic map, associated labels, and interpretive content.
b. Project Brief:
Following the post-award conference call, the Project Manager shall develop and submit via email a project brief including:
• Overview of project and notes from post-award conference.
• Analysis of project goals.
• Class C cost estimate and analysis of the production budget in accordance with Attachment D: National Park Service Standard Exhibit Planning, Design, and Fabrication Specifications Section 6 Production Cost Allowances / Estimates.
• Project schedule.
2) Schematic Design:
a. Schematic Design I:
i. The Project Manager shall develop two design alternatives including for each alternative:
• Preliminary sketches for placement and size of exterior topographic map and exhibit.
• Written descriptions of the advantages of each design.
• Design approach including media style and appearance.
• Written descriptions of the proposed methods for meeting accessibility requirements as specified in Attachment C: Programmatic Accessibility Guidelines for National Park Service Interpretive Media.
ii. Schematic Design I documents shall be submitted to the COR via email as electronic PDF files.
iii. The Project Manager shall attend a Schematic Design I conference call with the COR and park staff to discuss Schematic Design I documents and select the preferred alternative.
2) Design Development:
a. Design Development I:
The Project Manager shall:
i. Further develop design including:
• Floor plan and elevations.
• Sample graphic layout and typography.
• Material, finish, and color proposals.
ii. Further develop content including:
• Text in draft form.
• Identify labels and major map features.
• Specify graphic images.
iii. Submit Design Development I documents to the COR via email as electronic PDF files.
iv. Attend a Design Development I conference call with the COR and park staff to discuss Design Development I documents.
3) Fabrication:
a. Pre-fabrication production:
The Project Manager shall:
i. Prepare a Production Documents package, including:
• Fabrication and installation schedule.
• Graphic production files in accordance with Attachment D: National Park
Service Standard Exhibit Planning, Design, and Fabrication Specifications Section 15 Two-Dimensional Exhibit Graphics.
• Shop drawings with fabrication details for all exhibit structures in accordance with Attachment D: National Park Service Standard Exhibit Planning, Design, and Fabrication Specifications Section 13 Exhibit Drawings.
• Class A Production Budget Cost Estimate.
ii. Prepare topographic map submittals in accordance with Attachment D: National Park Service Standard Exhibit Planning, Design, and Fabrication Specifications Section 26 Maps, including:
• Two full-size paper graphic proofs representing the area of the map model to determine placement, size, and extent of labeling.
• One 12” x 12” foam sample of a section of the map to determine vertical exaggeration.
• One 12” x 12” modeled sections of the map showing vertical exaggeration, level of detail, and color.
iii. Prepare two sets of full-sized paper proofs for graphic layouts in full color, including final, high-resolution scanned images.
iv. Attend pre-production progress meeting conference calls with COR and park staff as needed following the submission of each deliverable.
b. Fabrication Production:
The Project Manager shall:
i. Output and mount final production graphics.
ii. Fabricate exhibit structures in accordance with Attachment D: National Park
Service Standard Exhibit Planning, Design, and Fabrication Specifications Section 27 Shop Fabrication.
iii. Integrate topographic map with exhibit structures.
iv. Prepare exhibits for shipment to Black Canyon of the Gunnison National Park.
v. Provide photo-documentation of shop fabrication in progress to the COR via email or FTP sites.
vi. Attend production progress meeting conference calls with COR and park staff as needed following submission of each deliverable.
4) Delivery:
The contractor shall deliver the map in accordance with Attachment D: National Park
Service Standard Exhibit Planning, Design, and Fabrication Specifications Section 28 Installation.
5) Closeout / Warranty:
The contractor shall:
a. Provide closeout of the exhibits in accordance with Attachment D: National Park
Service Standard Exhibit Planning, Design, and Fabrication Specifications Section 30 Closeout.
b. Provide warranty service for defects in materials and workmanship for two full years, after final acceptance of the project.

IV. DELIVERABLES and F.O.B Point for Deliverable:
A. The contractor shall furnish the following deliverables:
1. Project Brief
2. Planning Schematic Design I documents
3. Planning Design Development I documents
4. Fabrication Production Design documents
Deliverables and fabricated exhibits shall be delivered and installed at:
National Park Service
Black Canyon of the Gunnison National Park 10346 Hwy. 347, Box 12 Montrose, CO 81401
No later than 10 calendar days prior to delivery, the contractor shall contact the COR with a detailed status report of exact date, arrival time, and arrangements for delivery of the exhibits for installation.
V. TIME FOR COMPLETION
All work, including review and approval, shall be completed on or before August 31, 2023.
The COR shall notify the contractor, in writing, of approval or rejection of each deliverable within 14 calendar days. Any additions or corrections shall be completed and returned to the government with 14 calendar days.
If the government delays comments beyond the period specified, the contractor shall be entitled to a day-for-day extension in the final completion date.
