About this file

This document provides instructions for filling out a quote schedule spreadsheet for portable toilet services. The spreadsheet includes five tabs for fiscal years 2022 through 2026 and requires unit pricing to be inserted in gray boxes for items such as monthly rental rates. Pricing for the first month must incorporate delivery and placement costs. Fluctuations in fuel prices may be accounted for through economic price adjustment provisions. The contract will be awarded by the National Park Service's Intermountain Region to provide portable toilet services in Zion National Park and does not include septic cleaning.

Instructions for filling out Quote Schedule Spreadsheet:

1) Ensure that all five tabs are filled out (QS FY22 – FY26)

2) Insert unit pricing in gray boxes. (Column E lines 11-19, 24-32, 37-45, 52-60, 65-73, 78-86, 91-99, 104-112, 117-125, 130-138, 145-153, 160-168; Column C lines 172-173)

3) Unit pricing for first month of contract shall include delivery/placement cost. Additional/emergency placement pricing shall be included in line 173 column C (unit cost per unit placed).

4) Any monthly rental of units shall be included in per unit rate for service.

5) “Number of Units” column include black numbers and red “0”s. Black numbers indicate anticipated units to be placed and to be active during each month. Red “0”s indicate potential “emergency/additional” units that may be required. Pricing for red line items are place holders to ensure that pricing is set in case units are required. Pricing should include service only, not placement. See line 173 for placement pricing.

6) Lines 172 and 173 (Emergency Service/Placement) are estimates based on historic data. This service may be more, less, or none. Actual pricing for each service will be based on unit pricing within the quote schedule.

Answers to general questions:

Q: Quote Schedule issued with original solicitation indicated “Septic Cleaning” at the Temple for August and October. Will contract include Septic Cleaning?

A: The contract will NOT include septic cleaning. The note for August and October were to indicate the potential for additional units to be placed if necessary, during septic cleaning through a different contract. Temple units for August and October have been changed to zero with pricing to be included in case they are required.

Q: Do you have a map of the service area?

A: See Amd 1 Att 2.

Q: Can I schedule a site visit?

A: You can schedule a site visit by contacting CO, Bill Walton at bil_walton@nps.gov.

Q: With fluctuation in fuel pricing, can pricing be adjusted?

A: The contract will include the clause at FAR 52.216-4 Economic Price Adjustment-Labor and Material. The purpose of this clause is to account for unexpected swings in market pricing for fuel and other required labor and material. Pricing for option years should assume normal (approx. 4%) pricing increases. Price adjustments to quoted pricing will only be considered if pricing increases are beyond normal rates. In that case, price adjustments will be negotiated between the Contracting Officer and Vendor.
