REPLACE UNDERGROUND FUEL STORAGE TANKS AND DISPENSING STATIONS

ROCKY MOUNTAIN NATIONAL PARK, CO

RFP# 140P1221R0001

AMENDMENT #0003

PRE-PROPOSAL QUESTIONS & ANSWERS

1. QUESTION: Drawings C1 and C2 note that quantities of existing asphalt and concrete to be removed in square feet. Does the Park know the depth (thickness) of the materials to be removed?

ANSWER: Photos below are from the installation of the existing fuel tanks on the east site. The photo with open trench is between the fuel island and Building 79 which shows the existing pavement thickness. The photos with the concrete forms are for the fuel island. The thicknesses can be estimated from these photos and it is likely the west site have similar pavement thicknesses.

2. QUESTION: Is a formal SWPP plan required for this project or are the provisions (wattles, sandbags, etc.) as indicated in the contract documents sufficient?

ANSWER: An Under-An-Acre SWPP plan is required per Section 015723 for storm water management BMPs during construction. For most projects wattles and silt fence is sufficient but the project must use appropriate BMPs for the work. This will be submitted to the Contracting Officer for review by the park. Construction disturbance area does not require an NPDES Construction General Permit, however, an NPDES Construction General Permit is required, issued by EPA R8, for discharge of water from dewatering operations during tank removal if needed. It is assumed that dewatering will be needed for tank removal on the east site. This permit may require including a formal SWPP Plan.

3. QUESTION: Is there any interest by the Government in salvaging any of the materials / equipment to be removed?

ANSWER: No.

4. QUESTION: Drawings G2 and G3 (note 3) would imply that the existing conditions exhibit(s) are for the use of NPS only. Can NPS secure authorization from the surveyor for use of this information by the awardee in conjunction with utility locates?

ANSWER: Yes, the .dwg files used for design will be available to the Contractor. The Contractor is responsible to locate underground utilities prior to construction and should not rely on the existing conditions surveys for utility locations.

5. QUESTION: Drawings C1 and C2 note that the contractor is responsible for locating underground utilities. Will 811 come into the Park to perform locates or must this be a private locator?

ANSWER: Yes, 811 will come into the park and locate some of the utilities in the park, but not all of them. Expect additional need for utility locating services.

6. QUESTION: Will loads of backfill and/or equipment require inspection before being allowed on-site? If so, where will these inspections take place?

ANSWER: Equipment will require inspection before entering the park. See Section 011100 1.10.B.2. Coordinate with the Contracting Officer’s Representative to decide when and where to meet for equipment inspection. Typically, a location just outside the park entrance is used for equipment inspections. Inspection location is dependent on time of year, due to visitor traffic, and size of equipment being inspected, to allow for turning around if equipment needs to be recleaned.

All imported backfill materials shall be submitted for approval prior to bringing the material on site and the submittal shall include the material source. In addition, the submittal shall include certification that import materials are certified weed free, if available. See Specifications Sections 011100 1.10 1.10.B.1 and 013323.

7. QUESTION: Is slab and beam reinforcing to be epoxy coated?

ANSWER: Yes. See Specification Section 033000 2.2.A.

8. QUESTION: Does the Government have a preferred tank manufacturer in mind, or should the contractor source one?

ANSWER: Specification Section 335610 indicates that tanks shall be fireguard fire-rated aboveground tanks as manufactured by Modern Welding Company or approved equal.

9. QUESTION: Does the Government have a preferred option for archeological monitoring during tank installation or should the contractor source directly?

ANSWER: The Government will not be providing an archeological monitor. The contractor must provide a qualified monitor (See Spec 013513). The Government does not have a preferred or recommended archeological monitor.

10. QUESTION: Do areas previously paved and now requiring saw cut and pavement removals require monitoring or was this work conducted prior to the original prep and paving installation?

ANSWER: Yes, areas previously paved and now requiring saw cut and pavement removals require monitoring because the park has no records of previous monitoring. Note that archeological monitoring is required only for excavation needed for installation of the new fuel stations, not removal of the existing systems, see specification Section 011100 1.10.E. However, if contaminated soil is discovered in the vicinity of tank removal and which requires excavation beyond the limits of previously disturbed soil, archeological monitoring will be required but this would be covered in a modification to the contract.

11. QUESTION: Is there any historical significance to these original underground storage tanks? Do they have to be documented in any way prior to their removal / disposal?

ANSWER: There is no historical significance to the existing underground storage tanks. No archeological documentation is needed prior to their removal/disposal. Documentation is required to meet closure requirements for USTs as required in Colorado Department of Labor, Division of Oil and Public Safety, Storage Tank Regulations, 7 CCR 1101-14.

12. QUESTION: Is the fence currently around the propane tank of any historical significance and requiring documentation prior to removal?

ANSWER: There is no historical significance to the fence around the propane tank. No archeological documentation is needed prior to their removal/disposal.

13. QUESTION: The SOW, para 1.10.A.1 notes that the contractor should ‘expect to encounter ground water during excavation.’ Is this the dewatering referred to in CLIN 7, OPTION A, Dewatering (east hq tank removal only) or would incidental dewatering associated with structural excavation be included in Earthwork?

ANSWER: Section 011100 paragraph 1.10.A.1 is referring to ground water observed in 6.5 ft deep trenching in the utility area east of the new East Site location, north of building 75. Ground water is expected to be encountered during the excavation/removal of the existing fuel tanks on the East Site and this dewatering is included in Option A, CLIN 7. Other dewatering encountered during earthwork, is considered incidental to the excavation needed to construct the new fuel systems.

14. QUESTION: Re: C2, Is the saw cutting indicated for the tank foundation installation required if asphalt paving in the entire surrounding area is to be sawcut and removed?

ANSWER: If the Contractor chooses to remove all the asphalt at the same time, the saw cutting indicated for the tank foundation installation will not be required. If the contractor doesn’t want to removal all the asphalt at once, they could remove just what they needed to install the new tank foundation and then a saw cut will be required at the limits of the tank foundation.

15. QUESTION: Will the contractor be required to pay sales tax on materials?

ANSWER: Reference Clause 52.229-3, Federal, State, and Local Taxes (FEB 2013) which is incorporated by reference in the solicitation. Per the clause, "The contract price includes all applicable Federal, State, and local taxes and duties, except as provided in subparagraph (b)(2)(i) of this clause." The contractor is responsible to understand the specific laws for taxes and any allowable waivers.

16. QUESTION: Can the Government provide a tax waiver form?

ANSWER: Upon request, the Government can provide a memo to the successful contractor which confirms and identifies the contract number, name of the project, place of performance, and name of contractor. Such a letter will not specifically state that there is any waiver of taxes as this varies from location to location. It will be up to the contractor and their suppliers to understand the specific laws for taxes and any allowable waivers.

17. QUESTION: Is it necessary for the contractor to erect construction fencing?

ANSWER: See Spec Section 015000 which provides information regarding temporary facilities, including fencing.

18. QUESTION: Does the warehouse (Building 79 on the plans, which houses the HQ East Fuel Controls) have a crawl space?

ANSWER: Yes, Building 79 has a crawl space, but contractor shall verify access necessary for utilities and conduit.

19. QUESTION: Why is the dispenser two (2) hose when print shows a single line to dispenser? Is one dispenser two (2) hose (both unleaded or both diesel)? Is it one hose diesel and one hose gasoline?

ANSWER: Each tank has two dispensers, one diesel and one unleaded. Each dispenser will have two hoses. It is our design understanding that each dispenser requires only one inlet pipe from the tank.

20. QUESTION: The tanks (at least from Modern Welding) will not be fabricated with the remote fills on the side but will be fabricated with the fills on the ends of the tank. Is this an issue? The remote fills can be mounted on the tank ends or mounted on brackets bolted down to the concrete slab and located at the tank sides (but not attached to the tank sides).

ANSWER: The tank supplier can weld tabs to the side of the tank which will allow field attachment of the remote fill to the side of the tank in the field. The remote fill shall be installed according to plans.

21. QUESTION: Can someone with the NPS confirm the current fluid levels in each of the Underground Storage Tanks (USTs)?

ANSWER: The unleaded tanks have been drained down to less than an inch of fuel and will not be refilled prior to their removal. The east and west diesel tanks will remain in operation with variable fuel levels until their removal. The park will coordinate with the construction schedule to minimize the amount of fuel to be transferred. For bidding purposes, the contractor may assume that the diesel tanks will not be more than a quarter full. The contractor shall transfer any remaining fuel from the UST to the ASTs, per Specification Sections 335610 and Section 026500.

22. QUESTION: During the removal, is the contractor required to obtain a UST removal permit?

ANSWER: Please refer to Specification 026500 Section 1.4 E.

23. QUESTION: Does the NPS have requirements related to the dimensions of the excavation?

ANSWER: No specific dimensions have been defined for excavation of the USTs. The assumption is that excavation will not be greater than the original construction excavation.

Additionally, the contractor shall protect adjacent infrastructure and buildings.

Excavation shall meet the requirements of OSHA. Please also refer to Specification 026500 Section 3.5.

24. QUESTION: Will there be a close water supply for each UST location -or- Does the contractor have to supply a water truck to be on-site?
