Project Overview Location and Facilities This project involves the Saguaro National Park (SAGU) West District (TMD), Golden Gate Road. This 1.5-mile section of Golden Gate Road is located on the Bajada Loop Drive between Sandario Road and Signal Hill Picnic Area. This section of road is two-way, and receives the largest amount of vehicle traffic on the Bajada Loop Drive.

Project Description This Scope of Work (SOW) is for the rehabilitation of a heavily used, 1.5-mile section of dirt road. The dirt road is 25 feet wide on average throughout the 1.5-mile section, although the actual width of the road varies along its length.

A. Existing conditions: Road base consists of mostly sand, where large potholes, washboard rutting, and shoulder erosion are all prevalent. This section of road frequently crosses natural drainages that intersect the road at perpendicular or close to perpendicular angles. Years of grading the road by park staff has resulted in a road base that is substantially lower than the surrounding desert.

The Contractor shall be responsible for all necessary work to achieve required project outcomes, including labor, equipment, tools, personal protective equipment (PPE), coordination with Authorities Having Jurisdiction (AHJ), internal construction permits, incidental design, travel, and other related expenses.

Summary of Requirements and Objectives Project requirements are described in this SOW. In addition, refer to Appendix A for project maps and photos. The Contractor is advised that these maps and photos are indicative only and do not represent as-built conditions. The Contractor shall site verify all existing conditions prior to commencing work on site.

Codes and Standards The Contractor is responsible for securing all needed permits and for ensuring compliance with all federal, state, and local codes and design standards, latest editions, including the following. If discrepancies are found between the SOW and codes or standards as referenced in this SOW, the codes or standards shall govern, unless noted otherwise.

A. International Building Code (IBC, International Code Council) (Most current edition) B. Occupational Safety and Health Administration (OSHA) C. US Department of Transportation Manual on Uniform Traffic Control Devices (MUTCD) D. Standard Specifications for the Construction of Roads and Bridges on Federal Highway Projects (FP-14). Applicable FP-14 standards for this project include:

a. Roadway Reconditioning: Sections 303.03 and 303.07

b. Crushed Aggregate: Section 703.06

c. Visual Inspection: Section 106.02

d. Measured or Tested Conformance: Section 106.04

e. Surface Preparation: Section 302.03

f. Placing Crushed Aggregate: Section 303.04

g. Compacting and Finishing Crushed Aggregate: Section 302.05

h. Acceptance: Section 302.6

i. Roadway Reconditioning: Section 303.07

j. Acceptance: Section 303.08

k. Water: Section 725.01

Approved Equivalents A. Contractor proposed equivalents shall be submitted for review during the solicitation period as Requests for Information (RFI). Proposed equivalents shall not be reviewed after the solicitation period.
