140P1221Q0085 - Cedar Breaks National Monument Questions
1. Q: Please confirm design fees will or will not be taken from the overall budget of $225,000.
A: Correct, the production budget of $225,000 does not include design fees.
2. Q: SOW Section III. Scope of Work - Audio Visual Elements are mentioned, will A/V design and programming be a part of the scope or will that be issued with the proposal for fabrication and installation?
A: For this project, final A/V design and programming will be considered Content Specialties and part of the future fabrication and installation contract.
3. Q: SOW Section II. Purpose - Please confirm the contractor is responsible for all content development in addition to the comprehensive research.
A: The contractor is responsible for comprehensive research, though the park will make as many resources available as possible.
4. Q: SOW Section II. Purpose - In addition to #3, how many rounds of text edits will there be?
A: Text edits will occur following Design Development one and two, ideally text would be finalized after DD2, but this is incumbent upon the contractor making the edits requested.
5. Q: SOW Section III. Scope of Work - interior signage is mentioned, does this mean wayfinding and building IDS such as restroom signs?
A: Interior signage would be limited to those directly related to the exhibits or the visitor experience (i.e. an interior arrowhead an park name on the information desk). Facility signage such as restrooms, exits, wayfinding, retail space, etc. are not included in this contract.
6. Q: SOW Section III B. Requirements for the Completed Project, referencing #10 and # 11, are there any materials you would like the contractor to avoid for the exterior exhibits?
A: No, the park is open to any recommended material that is capable of withstanding the summer and winter conditions at the park.
7. Q: Can you confirm that this project does not require the services of a Certified Value Specialist? Will a qualified Cost Estimator suffice, and what might be the criteria for the Cost Estimator's qualifications?
A: Correct.
8. Q: Does NPS plan to issue the remaining attachments, such as Attachment A - O?
A: Yes, attachments will be issued through amendment to the solicitation.
9. Q: The Solicitation lists the period of performance as Sept 1, 2021 through February 28, 2022. However, the SOW (Section I) states that all work shall be completed on or before October 1, 2022. Please confirm the expected date of completion for the Design services.
A: The correct POP end date is October 1, 2022. That will be corrected through amendment to the solicitation.
10. Q: The scope of work indicates there are recently installed graphics that the new design should attempt to match or complement. Could you please provide a sample or photos of what these existing graphics look like?
A: Yes
11. Q: Can you provide any more information about your 'desired' timeline for the project? For example, would a typical NPS exhibit design process be desirable, with approximately 6 weeks for each design phase and 4 weeks for each review period? Or are there other factors here that might dictate a different timeline, such as alignment with the design and construction schedule for the new Visitor Contact Station?
A: The contractor can propose a timeline as part of their proposal if it fits within the period of performance. The standard NPS process is acceptable, there are no known external factors, such as construction schedule, that should impact design.
12. Q: The scope of work lists only (2) trips for the consultant to visit the site, with both coming very early in the design process. Is it possible to shift one of these meetings to the Design Development phase to spread them out?
A: If the contractor believes this is a better option, the park will consider the proposal. Though additional trips will not be considered at this time.
13. Q: We are typically required for NPS projects to provide design services beyond the phases listed. What is your plan for the DD3, PD1 and PD2 phases for the project? Should our proposal also include an optional additional service for these phases?
A: DD3 is not required in this project due to the scope. PD1 & PD2 will be included in the Fabrication and Installation contract.
14. Q: How would you like us to verify compliance with sections 52.204-24, 52.204-26, etc? Do these pages need to be filled out and included in our proposal, or can we provide a simple statement that verifies our status relative to these items?
A: They will need to be filled out and included in the proposal. Any representations that are included in your annual SAM registration updates do not need to be filled out in the proposal if they have been updated in SAM within the last year.
