Solicitation Number 140P1120R0006
DESCRIPTION OF AMENDMENT/MODIFICATION:
THEREFORE:
The following questions were received in response to the solicitation. The government response is provided below each question.
1. Question:
How should we submit our AV Producer’s sample files (exhibit videos, soundscapes, and digital interactive programs)?
Government Response:
The government cannot download any proposal information from contractor provided links. The contractor shall submit an encrypted thumb drive with a password as part of their proposal.
2. Question:
For the Past Performance volume, do you prefer a list of references or the standard Past Performance Form? The RFP does not specify.
Government Response:
The offeror shall list the name of three (3) references of contracts that are similar in size, complexity, and nature to this project.
3. Question:
The Past Performance volume is limited to 5 pages. We have 2 subcontractors for whom 3 references each will be required. If we are to use the Past Performance Form, we will need additional pages to include the required references. Please clarify.
Government Response:
There is no Past Performance Form as part of this solicitation. The offeror shall list three (3) references of contracts that are similar in size, complexity, and nature to this project. If you are proposing subcontractors, you would provide three (3) references for each subcontractor proposed.
4. Question:
Cabling- Will the signal distribution cabling from the central AV equipment rack out to the local exhibits be installed during construction, or will the exhibit fabricator be providing that cabling?
Government Response:
Routing the A/V cabling is the responsibility of the exhibit fabricator.
5. Question:
EP-02.03-500 (Touchscreen Interactive) The EP Schedule shows a requirement for remote/cloud based CMS for this software. Our experience in the past has been that it is extremely difficult to coordinate network access with NPS IT for these purposes. Can you confirm that it will be the responsibility of the NPS to provide network connectivity for access to the CMS for this program, or will the contractor need to provide a dedicated network and remote access workstation for this?
Government Response:
We confirm that network access will exist, but it may be unreliable. As stated in the solicitation, the touchscreen can stand alone and only update data from the CMS at intervals. If the network is down, the touchscreen should be programmed so that it functions independently. Those updates would be used for the occasional change to building hours and things of that nature.
6. Question:
What are the exterior door sizes to the upper level?
Government Response:
The upper level doors are a pair of 3’ x 7’ doors. Other doors inside the building will not be smaller.
7. Question:
What is the size of the elevator including the opening?
Government Response:
Elevator opening size is: 3’-6” W x 7’-0” T. Internal cab dimensions: 6’-9” W x 5’-67/8” D x 7’-9” H.
8. Question:
Verifying this is not a Davis-Bacon or prevailing wage project?
Government Response:
This is not a construction project; Davis-Bacon or prevailing wages does not apply.
9. Question:
Is the General Contractor covering any of the exhibit lighting or flooring? Presume they're handling all overhead lighting those as shown on X0.105?
Government Response:
Everything on the “E” sheets show what the General Contractor is responsible for. Floor finishes and ceiling treatments are part of the General Contractor’s scope.
10. Question:
Is there a specific manufacturer and model for the kayak on X1.305?
Government Response:
No. The design drawings indicate the length and width of the kayak, which was researched by the design contractors. It is a standard size for kayaks in the marketplace.
11. Question:
For the Marine Life Diorama on X5.300, is there a specific manufacturer and model for the boat and outboard motor?
Government Response:
No. Both the motor and rear section of the boat must meet the dimensions implied by the scale drawings in order to fit into the case.
12. Question:
Will the exhibit fabricator receive editable CAD drawings?
Government Response:
Cort will issue editable CAD files; it is the fabrication contractor’s responsibility to verify all measurements and site conditions.
13. Question:
Will the exhibit fabricator receive output-ready graphic files with final text and high-res images in place?
Government Response:
Yes.
14. Question:
In what format(s) will the exhibit fabricator receive owner supplied files?
Government Response:
These are very large files, so the contractor will receive these via physical media.
15. Question:
What will the exhibit fabricator /AV sub-contractor receive as A/V source material, etc?
Government Response:
For source material, the fabricator is responsible for acquiring all footage. The drawing cites sources, but the fabricator must acquire the material.
16. Question:
When will government supplied materials/files be available to the exhibit fabricator?
Government Response:
Please see General Requirements-Post Award meeting and Section 2.3.1 which indicates what will be provided during the post award meeting and at exhibit fabrication.
17. Question:
What is the access to the first floor?
Government Response:
There are two access points on the ground floor. The first is on the corner of the building closest to the circular drive, the second is under the overhead walkway and leads directly into the ground floor exhibit space.
18. Question:
Can a 53’ trailer get to the front door? The existing drive will accommodate a 53’ trailer.
Government Response:
Exhibit goods can be handed in via either of the ground floor entrances, or the ramp leading to the main second floor entrance.
19. Question:
What is the access to the second floor?
Government Response:
There is an elevator from the ground floor and there is access via the ramp directly to the second floor.
20. Question:
Please confirm, all power and data, by others.
Government Response:
Yes
21. Question:
Please confirm, exhibit lighting is by exhibit fabricator.
Government Response:
Yes.
22. Question:

Government Response:
This will be a Custom Element by the fabrication contractor.
28. Question:
How should we submit the Creative Trades samples for the AV Producer (solicitation pg 30)?
Government Response:
The government cannot download any proposal information from contractor provided links. The contractor shall submit an encrypted thumb drive with a password as part of their proposal.
29. Question(s):
The following questions are all about Attachment 10 – Electronic Programs Schedule.
· EP-02-03-5000 Interactive Touchscreen. How is the interactive switched between the three modes (group, single user, multi-user)?
Government Response:
The contractor shall propose.
· EP-02-03-5000. Will the keypad be used only for one section in multi-user mode? Audio navigation depends on descriptions of screen controls being voiced by the screen reader as the visitor tabs through choices on the screen. If several visitors are making selections from the screen the keypad user will not hear an accurate description of their choices.
Government Response:
The contractor shall propose.
· EP-02-03-5000. Will NPS be responsible for hosting the Content Management System? Is there a preferred Content Management System (ex: Drupal)?
Government Response:
The NPS hosts an API and it is available to 3rd parties. Instructions are available at https://www.nps.gov/subjects/digital/nps-data-api.htm. The touchscreen will need to host its own local content for routine daily use. Access to the API is only required at intervals for the purpose of updating the local content.
· EP-02-03-5000. Approximately what percentage of imagery will be provided by NPS?
Government Response:
100%, all content is available on the API. The park’s structured data is not currently complete, but is expected to be complete by the time of installation.
· EP-02-03-5000. Will NPS be providing all text for this interactive or will the Contractor be responsible for writing?
Government Response:
The National Park Service shall provide text. The contractor shall structure fields for content that the NPS will complete. Most or all of the content should draw from structured data on the NPS API. The URL for instructions on accessing the API is https://www.nps.gov/subjects/digital/nps-data-api.htm. The park’s structured data is not currently complete, but is expected to be complete by the time of installation.
· EP-02-03-5000. Approximately how many activities and maps will be displayed?
Government Response:
One map. Approximately 135 Place pins for map content. The API structured data presently lists 121 possible amenities for each Place, but only 10-20 of them will be useful for the purpose of this application. The contractor shall draw from APIs for Places, Campgrounds, and Visitor Centers. The URL for instructions on accessing the API is https://www.nps.gov/subjects/digital/nps-data-api.htm. The park’s structured data is not currently complete, but is expected to be complete by the time of installation. The park will need the ability to choose which items from the API to display on the touchscreen.
· EP-02-03-5000. Can the Park Tiles database be used offline (stored and used locally on the exhibit cpu)?
Government Response:
The touchscreen shall maintain local content for routine daily use. It should then update the content regularly from the API when the network is available.
· EP-02-03-5000. Around how many different locations are there, and around how many different activity options (such as different camping areas) does each location have (for example: Five locations, each with 20 activity options)?
Government Response:
The park will have approximately 135 georeferenced map pins, referred to as “Places” on the API. The API structured data presently lists 121 possible amenities for each Place, but only 10-20 of them will be useful for the purpose of this application. The park will need the ability to choose which items from the API to display on the touchscreen.
· EP-04.03-515 “Fishing Footage.” Will media vendor be expected to originate any new footage, or is the footage for this all already in existence—whether provided by the park or available through other archival sources?
The vendor is not required to originate new footage. The NPS will supply the footage or the vendor may acquire it from local sources. The content package lists sources of archival footage.
· EP-04.03-515 states that the Park will provide “modern footage and photographs.” Will the Park also provide the potential “historic images and video,” or will that be the scope of the Contractor to research and license?
The contractor is required to acquire historic images and video. The designer has cited sources in the content package. If the sources do not provide enough usable material, the designer is still on contract to assist.
· EP-06.01-535 “Making a Canoe Video.” Is it expected that the media vendor will originate new interview material with Pedro?
The content package specifies “looping clips of existing footage.” The vendor is not required to originate new interview material.
