About this file
This document is a Questions and Answers attachment (Amendment #3, Attachment 2) for RFQ #140M0126Q0031 issued by BOEM (Bureau of Ocean Energy Management).
The RFQ pertains to geotechnical and geophysical survey work in the Gulf of America Region. Key technical requirements clarified include: the contractor must follow Sand Environmental Assessment mitigations, with 20-foot cores (not 30-foot) specified for this project; the contractor must submit an investigation plan with survey lines and core locations to BOEM's Gulf of America Region RE Data Acquisition and Special Projects Unit and coordinate with BOEM's Archeologist to clear core locations using collected geophysical data; chirp seismic data alone is sufficient (boomer and sparker data are not necessary), with the objective being to identify the base of sand bodies; and Florida Seafloor Mapping Initiative multibeam data is currently under NDA but scheduled for release by year-end, with derivative projects delivered as produced. Government Quality Assurance will verify data formats are compatible with BOEM database systems and meet specified requirements, with all deliverables listed and formatting changes implemented as necessary. Quotations require active SAM.gov registration at the time of submission, per FAR Provision 52.204-7, with an August 7, 2026 submission deadline. This is a new project with no incumbent contractor.

Amendment #3 - Attachment 2 Additional Question and Answer RFQ #140M0126Q0031
Does the selected contractor have to follow Sand EA? If so, confirm that the selected contractor needs to follow all Sand EA mitigations including Geological Sampling Plan, PSO, and any other mitigations. Also, Sand EA currently doesn't allow for 30 ft cores, will BOEM be seeking the regulatory authority to collect the 30-ft cores, or will the contractor be required to do so?
Yes, sand EA must be followed, however for this project 20 foot cores are the length that BOEM is seeking.
In reference to section 2.4.4.4, will the Investigation Plan be used as the Activity Review, or is there a Geological Sampling Plan or Archaeological/Benthic Clearance Technical Memorandum expected to be submitted as part of the vibracore location coordination prior to geotechnical operations? What is included in the geological investigation plans and what form will the archaeological/benthic clearance take in this deliverable?
BOEM has identified the area of interest in Attachment 1, Figures 1, 2, and 3 of the Scope of Work. The investigation plan, along with figures that identify the survey lines and core locations, shall be submitted along with any other additional information required by BOEM’s Gulf of America Region RE Data Acquisition and Special Projects Unit to conduct the Activity Review.
The Contractor must work with BOEM Archeologist to clear core locations with collected Geophys.
After award can BOEM provide the Florida Seafloor Mapping Initiative multibeam data as part of Task 2.4.2? This will greatly add to the investigation planning phases.
As of now the FL data is under a NDA, but is scheduled to be released by the end of the year.
Derivative projects will be delivered as they are produced by BOEM. The Figures in Attachment 1 of the Scope of Work reflect the area of interest to be surveyed and for collection/sampling purposes.
Given that boomer data is not expected to penetrate past the Eocene Limestone, what would be the goal of collecting deep penetrating seismic data? For budgetary purposes, would chirp seismic alone suffice?
Boomer and sparker data is not necessary. Chirp will suffice. The objective is to see the base of the sand bodies.
Per Section 2.8 what will the government’s Quality Assurance’s entail? Are there any specific deliverables that will need to be provided outside of what is detailed in Section 2.5.3?
Making sure the data formats fit into our database systems, and that the data meets our needs and requirements. All deliverables should be listed, formatting changes may be necessary.
Amendment #3 - Attachment 2 Additional Question and Answer RFQ #140M0126Q0031
Our SAM.gov registration is currently undergoing an entity validation review, and we are awaiting completion of that process. I wanted to confirm whether a quotation may be submitted while SAM entity validation is pending, provided the registration process was initiated prior to the solicitation deadline, or if full SAM activation is required at the time of quotation submission.
Please be advised that FAR Provision 52.204-7, System for Award Management, requires an active SAM.gov registration at the time a quotation is submitted.
Hopefully, your firm’s registration will be completed prior to the August 7, 2026 submission deadline.
Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.
There is no incumbent contractor for this requirement. This information will also be formally posted through an amendment.
