The purpose of Amendment 3 is to respond to some of the additional questions received on the RFP. The questions and BOEM's responses are included in the Attachment.

Additional Questions and Answers

Q1 - I'm writing with a question about the database requirements for this project. While the solicitation mentions the use of Oracle, would it be possible to use PostgreSQL as the database technology for this project?

A1 - While PostgreSQL could certainly meet the requirements of the project from a technical standpoint, transitioning to PostgresSQL would not be an option for us as we already have an extensive suite of tools and architecture built upon Oracle. Additionally, BSEE IT provides maintenance, security, and support of our Oracle system and any new systems would have to go through BSEE IT review.

Q2 - Could you please clarify the following regarding the Sea-Ice Explorer Web Application:

• Analysis Focus: Would you like the web application to have pre-set queries (e.g., "most/least ice change") or a more flexible custom query builder?

• Visualizations: Besides time-series and frequency analyses, do you envision incorporating other visualization tools like charts or graphs?

• User Management: Is an administrative dashboard for setting up projects, managing user permissions, and controlling access an immediate need, or a possible future requirement?

A2 – BOEM’s response:

• Analysis Focus – The desired web application would have a blend of both pre-set queries and layers for rapid analysis as well as custom queries and analysis for more in-depth, targeted investigations.

• Visualizations – Yes, charts, graphs, and other data visualizations are desired enhancements.

• User Management – We are not entirely clear on the question. But we have some of those capabilities currently at the Portal level, as well as through the integration of Portal services into ArcGIS Pro. However, if the question is specifically about the sea ice task order then, the answer is yes, with caveats as we are not sure about the specifics of your question.
