About this file

This is a Questions and Answers document for federal contract opportunity 140L6426Q0005, Big Sandy NRCD Stock Tanks, issued by the Bureau of Land Management's Kingman Field Office in Northwestern Arizona.

The contract requires the manufacture of galvanized steel storage tanks with a 13'9" diameter. Grazing permittees will be responsible for installation, while the contractor is not responsible for foundation design or installation. Tanks must meet Buy American requirements under FAR 52-225-1 and are not subject to prevailing wage laws. The project can begin at the date of award. Tanks must be constructed from galvanized steel with thicker gauge options accepted, but alternative coatings, different dimensions, and stainless steel alternatives are not permitted. Required accessories include inlets and outlets on tank sides, roof-mounted lifting lugs sufficient to support tank weight during transportation, and an access point at least 20 inches in diameter with a removable cover. Internal support structures are required to maintain tank integrity when lifting from the lug. The top access panel does not need to be flush with the rolled surface, and overlapped welds are acceptable. No foundation designs, site-specific seismic analysis, or prevailing wage determinations are required as part of this contract.

Ques ons/Answers

Big Sandy NRCD Stock Tanks

140L6426Q0005

1. Who will be responsible for installing the tanks? Grazing permittees will be responsible for installing the tanks.

2. Would you like PTS to design the foundation required for this tank? No foundation designs are required as a part of this contract.

3. Do you need PTS to manage or subcontract the installation of the tank foundation? Installation of tank foundations is not included as a part of this contract.

4. If foundations are required, could you provide a Google Earth image of the tank site to help determine site access? N/A

5. Please provide the address or coordinates of the tank location to determine seismic criteria. All storage tanks will be installed within Kingman Field Office in Northwester Arizona. The boundary of KFO can be viewed on BLM National Data

6. Are there any “Buy American” or AIS requirements for this tank? Buy American, FAR 52-225-1

7. Does this project fall under prevailing wage law? If so, please provide the applicable wage determination sheet required for the bid/proposal. No

8. What is the estimated start date for this project? The project can begin at date of award.

9. Would you consider any of the following options:

o Tanks made from thicker steel Yes, tanks made from thicker galvanized steel will be considered.

o Alternative coatings other than galvanized (please note that galvanization burns off at welding zones and would require spray galvanizing—please confirm if this is acceptable) No, tanks must be galvanized.

o Different dimensions (a 13’9” diameter significantly increases shipping costs) No, tanks with different dimensions will not be considered.

o Stainless steel tanks No, stainless steel tanks will not be considered.

10. Please provide details on any required shell or roof nozzles and/or accessories (such as handrails, stairways, ladders, platforms, overflows, internal ladders, or piping). Inlets and outlets, including overflows, are located on the sides of the tank as drawn. Roof accessories include a lifting lug reinforced to hold the weight of the tank for transportation and access point that is at least 20 inches in diameter. A removable cover shall be included for the access point.

11. Are there any specifics or callouts on what the lifting lug needs to be. There are no specifics on the lifting lugs. They just need to be sufficient to support the tank weight during transportation.

12. - How do you want the top access panel to be made flush with a rolled surface; it's hard to create a flush, watertight finish along a rolled surface without some kind of sealant. The top access panel does not need to be made flush with a rolled surface.

13. - Is there any kind of internal support structure, having a 13'9" diameter could cause some issues when you lift it from the lug with no internal support. Please include internal support structure necessary to provide integrity when lifting from the lug.

14. - Can the welds be overlapped instead of butted? This would help prevent any leaks. Yes, welds can be overlapped.
