Addendum to FAR 52.212-1 – Instructions to Offerors – Commercial Items

This acquisition will be solicited and awarded in accordance with Federal Acquisition Regulation (FAR) Part 12 -- Acquisition of Commercial Items and FAR Part 13 – Simplified Acquisition Procedures.

This acquisition is being solicited as an 100% Total Small Business Set Aside.

INSTRUCTIONS TO OFFERORS:

All quotes must include all data and information requested and must be submitted in accordance with these instructions. Any offeror who submits an incomplete package may be considered nonresponsive. All quotes are expected to conform to the solicitation provisions and be prepared in accordance with this section. To aid in the evaluation, the proposal shall be clearly and concisely written as well as being neat, indexed (crossed indexed as appropriate) and logically assembled. All pages of each part shall be appropriately numbered and identified with the name of the offeror, the date, and the solicitation number.

QUESTIONS: All questions shall be submitted in writing via email to Rachel Henriques at rhenriques@blm.gov, and Shawna Rogers-Bailey at srogersbailey@blm.gov, no later than August 23, 2024, by 12:00pm MDT.

QUOTE SUBMITTAL: All quotes shall be submitted electronically to Rachel Henriques at rhenriques@blm.gov, and Shawna Rogers-Bailey at srogersbailey@blm.gov, no later than August 30, 2024, by 12:00pm MDT.

Each Offeror shall submit:

• Technical Statement – Offerors are required to provide a detailed statement including the type, quantity, and specifications of equipment being supplied. The Offeror’s performance record will be assessed IAW FAR 9.1; therefore, the Technical Statement shall also include a statement on experience, capacity, and expertise demonstrating the ability to provide the specified equipment on schedule. Technical Statement must include:

o Detailed hardware, software, and licenses showing all the requirements have been met with the proposed solution.

o Detailed project plan for the installation, configuration, and testing of solution including migration of existing recordings.

• Price Summary – Offeror’s shall submit a quote detailing the type, quantity, and price of equipment being supplied. Offerors shall also used the Value Bid Schedule to submit a price summary.

BASIS FOR CONTRACT AWARD: The basis for the award will be Lowest Price Technically Acceptable (LPTA), and will consider the following evaluation factors:

• Factor 1 – Technical Approach: The Technical Approach Factor will either receive an acceptable or unacceptable rating based on an overall evaluation of how well the Offeror’s submitted technical statement meets the requirements of the solicitation and indicates an adequate approach to and understanding of the scope of work.

• Factor 2 – Total Price: Price will not be scored or rated, but will be evaluated for reasonableness in accordance with (IAW) FAR 15.404-1(b).

A Firm Fixed Price Contract will be awarded to the Offeror whose quote conforms to the solicitation requirements and represents the lowest evaluated price of proposals meeting or exceeding the acceptability standards for the non-cost factor of Technical Approach.

Additionally, the Offeror must be deemed a responsible prospective contractor IAW FAR 9.1.
