DISPATCH RECODER/LOGGER SYSTEM
STATEMENT OF WORK
7/9/2024
Background
The Bureau of Land Management (BLM), Arizona State Office (ASO), Mission Support Communication Center (MSCC) is responsible for providing mission critical law enforcement and resource support including communications, dispatching, information gathering/sharing, personnel tracking, and check in/check out status for employees of the Department of the Interior (USDOI) and Department of Agriculture (USDA). To facilitate this work, the MSCC leverages multiple disconnected systems for status, tracking, and incident creation including web-based applications, computer aided dispatch (CAD) systems, voice-over-internet protocol (VoIP) phones, and multi-channel radio console systems. The provide playback, incident recreation, and quality control processes, the BLM MSCC utilizes a recorder/logger solution to record dispatch console PC screens, phone calls, and radio communications.
Scope
The Government has a requirement for a recording/logging solution capable of providing playback, incident recreation, and quality control/assurance for the MSCC. The solution must be capable of integrating with disparate, disconnected systems including VoIP phones, CAD personal computers (PCs), and radio console systems.
Requirements
To meet the scope above, the Government is seeking bids and proposals on a solution equivalent to an Eventide NexLog 740 DX-series recorder with the following minimum requirements:
1. The system shall be an on-premise hardware- and/or software-based system to record:
a. Cisco VoIP phones via a network connection to the phone system network.
b. CAD PC screens via a network connection to the CAD system network.
c. Radio communications via a network connection to a Motorola MCC7500 Archiving Interface Server (AIS).
2. The system shall support connectivity to at a minimum of (4) disparate networks (management, VoIP, CAD, and radio).
3. The system shall support retention of a minimum of 1 year of recordings from all recorded systems. The estimated storage requirement for this is 4TB.
4. The system shall support hard drive redundancy using RAID1 with a hot spare.
5. The system shall be rack-mountable in a standard 4-port rack.
6. The system shall include all necessary decoding capabilities to record digital and/or Project 25 (P25) radio traffic.
7. The system shall support a minimum of 15 concurrent access licenses for playback of recordings.
8. The system shall support browser-based playback and review of recordings via a secure webpage.
a. SSL certificates will be generated and provided by the government at time of installation.
9. The system shall support full integration with the Government’s Active Directory (AD) implementation through one or more of the following methods:
a. Lightweight Directory Access Protocol (LDAP)
b. Active Directory Federation Services (ADFS)
c. Azure Active Directory (AzureAD)
10. The system shall support local authentication for emergency access in the event connectivity to AD authentication systems is unavailable.
11. The system shall support multi-factor authentication as required by Executive Order (EO) 14028 Improving the Nation’s Cybersecurity.
12. The system shall support data-at-rest (DAR) and data-in-transit (DIT) encryption for all data stored and transmitted from the system.
13. The system shall support playback from remote locations through a web browser.
14. The system shall support the export of recorded media through an integrated Blu-ray disc drive, export to USB drive, and export to downloadable file through a web browser.
15. The system shall support advanced reporting capabilities such as reporting on system access, modifications, and deletions, reporting on recordings by date, channel, and other criteria, and reporting based on user activity.
16. The system shall include licensing to support archiving to a minimum of 2 network storage locations.
17. The system shall support recording of a minimum of 40 VoIP and radio channels with the following minimum capacity:
a. 15 static/fixed channels dedicated to 15 Cisco VoIP phones.
b. 25 dynamic channels to be used for recording radio traffic through a Motorola AIS.
18. The system shall include quality assurance/quality control capabilities to support after-action reviews of incidents based on various filters including channel (radio or VoIP), dispatch user, station number (PC screen), or a combination of any of these.
19. The system shall implement AES 256 encryption for all encryption mechanisms.
20. The system shall support recording of a minimum of 15 Windows PC screens simultaneously.
21. The system shall include all necessary licenses, including any licenses required from a third-party vendor, to integrate with a Motorola AIS to support radio recording.
22. The system shall support retention policies and be configurable to set specific retention periods for different recording types.
23. The system shall support on-demand exemption to retention policies allow specified recordings to be stored indefinitely.
24. The system shall support replay-resistant technology for all sensitive fields such as password or pin entry fields during authentication.
25. The system shall obscure all sensitive fields such as password or pin entry.
26. The system shall uniquely identify each user and support granular permissions to be assigned to each user either directly or using permissions groups.
27. The system shall support audit log generation and retention for a minimum of 365 days and be configurable. Audit logs shall be exportable.
28. The system shall support configurable requirements for password policies to meet the following requirements:
a. 12 characters
b. High complexity, including lower-case and upper-case letters, numbers, and special characters.
c. Prevent the reuse of 24 previous passwords.
d. Require password changing every 45 days.
29. The system shall include a network attached storage (NAS) device to support archiving older recordings for long term storage. The NAS shall support RAID1 configuration to ensure hardware failure protection and shall have a minimum storage capacity of 8TB.
In addition to the hardware, software, and license requirements above, the vendor shall provide project management, installation, configuration, and testing services for the entire solution. Installation and configuration shall include migrating existing recordings from an Eventide NexLog 740 recorder. The vendor shall provide all necessary travel and personnel to complete these activities. The solution shall include one year of maintenance, support, and software/license upgrade rights for future releases. Maintenance and support shall be available during normal business hours, Monday through Friday, 8:00am to 5:00pm Mountain Standard Time (MST), excluding federal holidays.
Pre-Work Conference
The vendor shall hold a pre-work conference prior to delivering or installing the solution to ensure all requirements have been met as outlined above. The conference, which may be accomplished by conference call, will include the Government representatives and the Vendor. The date and time of the meeting or conference call will be scheduled by the Contracting Officer Representative in consultation with the Vendor and the Contracting Officer.

Installation Schedule:
1. A kickoff meeting shall be scheduled within 10 days of the date of award to review requirements, and discuss schedule and performance of the contract.
2. Hardware, software, and licenses shall be delivered within 60 days of the kickoff meeting.
3. A pre-work conference shall be scheduled at least 5 days prior to the start of installation.
4. Installation, configuration, and testing shall be completed within 90 days of the date of award.
