About this file

This document is a Questions and Answers (Q&A) file for Solicitation 140L6325Q0040, a Department of the Interior Bureau of Land Management contract for Tritium Exit Sign Disposal. The solicitation is a Total Small Business Set-Aside, meaning only small businesses can have their quotes evaluated for potential award, though other businesses may submit quotes for market research purposes. The specific disposal project involves 12 exit signs from brands including Evenlite, NRD, and Isolite, with some signs being double-sided and manufactured in years 1997 and 2011.

The Q&A reveals key details about the disposal requirements, including the contractor's willingness to record serial numbers, box the signs, and provide a certificate of recycling. While the exact age of the signs (10-year or 20-year) is uncertain, the solicitation seeks a comprehensive disposal solution for these tritium exit signs. The document confirms that the Bureau of Land Management is seeking a small business to handle the sign disposal process, with an emphasis on proper documentation and environmentally responsible handling.

Could you please confirm whether participation is strictly limited to small businesses, or if other business sizes are eligible to submit a bid as well?

Answer 5:

This question has been asked by this interested party before and the answer remains the same:

This solicitation is set-aside for small businesses in accordance with Federal Acquisition Regulation Part 19.5. That doesn’t prevent other business sizes from submitting quotes however I am only evaluating quotes that I receive from small businesses. That means that other quotes will only be used for market research and not for competition in conjunction with this particular purchase.
