About this file
This document is a Questions and Answers file for Solicitation 140L6325Q0040, a Department of the Interior Bureau of Land Management contract for Tritium Exit Sign Disposal. The solicitation is a Total Small Business Set-Aside, meaning only small businesses can have their quotes evaluated for competition, though other businesses may submit quotes for market research purposes. The disposal project involves 12 signs from brands Evenlite, NRD, and Isolite, with two double-sided signs and the remainder single-sided, manufactured in 1997 and 2011.
Key details include the requirement for a certificate of recycling, a compiled spreadsheet of visible serial numbers, and the need to box up the signs as part of the most cost-effective disposal solution. The signs' exact lifespan (10-year or 20-year) is currently unknown. The contract seeks a small business to handle the disposal of these tritium exit signs, with the government seeking proper documentation and environmentally responsible handling of the signage.

Question 5:
I’m reaching out regarding the solicitation classified under a Total Small Business Set-Aside (FAR 19.5).
Could you please confirm whether participation is strictly limited to small businesses, or if other business sizes are eligible to submit a bid as well?
Answer 5:
This question has been asked by this interested party before and the answer remains the same:
This solicitation is set-aside for small businesses in accordance with Federal Acquisition Regulation Part 19.5. That doesn’t prevent other business sizes from submitting quotes however I am only evaluating quotes that I receive from small businesses. That means that other quotes will only be used for market research and not for competition in conjunction with this particular purchase.
