About this file

This is a Questions and Answers document (Amendment #1) for Solicitation 140L6226Q0004, the NHTIC Parking Lot Repair 2026 project issued by the Department of the Interior Bureau of Land Management Wyoming Region. The amendment extends the bid submission closing date to March 11, 2026, and addresses 15 vendor questions regarding project specifications and requirements.

Key project requirements clarified in the Q&A include: installation of 200 linear feet of 12-inch pavement reinforcement fabric (minimum 10 LF per patch) per Specification 02747, with exact locations determined by the Government at the time of work; 200 linear feet of joint sealing at concrete-asphalt interfaces per Specification 02780; application of BLM-approved herbicide products prior to crack sealing; repainting of parking lot stripes, arrows, and ADA handicap symbols (without white borders unless required for ADA compliance); and curb painting per specification requirements. Traffic and pedestrian control must follow MUTCD requirements, with the facility remaining open to the public and ADA accessible at all times, and a Traffic Control Plan must be submitted for approval prior to work. The contractor may access the site on Sundays and Mondays with prior written approval. The contract is fixed-price with no down payments permitted and no bid bond requirement. Work on the access road, including striping, is required. Alternative vegetation-removal methods may be proposed in writing but must be approved before implementation.

Questions and Answers

Q1: Flexible Fabric Patch / Pavement Reinforcement Fabric Question

· Where is the flexible fabric patch to be installed?

· Where are the 200 linear feet of fabric to be used?

· Section 2747 references 12‑inch pavement reinforcing fabric, but drawings don’t show installation areas.

· Can you confirm if an additional exhibit exists?

· The bid schedule mentions pavement reinforcement fabric, but it’s not found in the solicitation.

· How should pricing be determined?

· Specs mention 200 LF of joint sealing at the concrete–asphalt interface, but it’s not a separate bid item. Should there be a separate line item?

· The bid documents specify pavement reinforcing fabric but do not mention grinding or replacement. How should this be addressed?

Answer:

Refer to Specification 02747, Paragraph 6. The Government will determine exact installation locations at time of work. A total of 200 LF is required as shown in Bid Schedule Item 2 (Pavement Reinforcement Fabric, 12" wide). Each patch must be at least 10 LF. Additional detail is located in: Refer to Specification 02747 (Road Mix Bituminous Pavement), Part I, Section 1.1, Paragraphs 4–6.

Joint sealing quantities are included in Bid Item 6 (Hot Asphalt‑Rubber Crack Sealing) and do not require a separate item. See Specification 02780, Part I (General), Section 1.3.
