About this file

This document contains a Question and Answer (Q&A) attachment related to Solicitation 140L6224R0002 for the MCCULLOUGH PEAKS SALT CEDAR REMOVAL 2024 project.

The Q&A addresses several questions from potential contractors, including: whether a Wyoming commercial applicator's license is required for herbicide treatment, if proof of a passed test can substitute for the license, the project location coordinates, whether the site visit is mandatory, and clarification on requirements for cutting, piling, and spraying the salt cedar. The response notes that large salt cedar infestations can be piled, but retreatment of stumps will be conducted by the BLM. Other details include: using hand equipment only, no heavy machinery allowed, and the project timeline of starting on October 1, 2024 and completing by November 15, 2024. The solicitation also requires contractors to submit qualifications, past performance, and a work schedule as part of their technical proposal.

Salt Cedar Removal Question and Answer

Question: Will a Wyoming commercial applicators license be required for the treatment of the stumps with the Element 4 and Basal Bark Oil chemicals?

Answer: I found out from my district weeds specialist that the contractor would need a Wyoming commercial applicators license.

Question: One question on the amendment: It says a WY state applicator license is required to be submitted with the proposal. We have started the process of getting testing scheduled. We anticipate that we can get in and complete the tests next week. We will know if it was passed on the testing date and can provide proof of test results. However, I have been informed that it can take up to 3 weeks to get the licenses through the state paperwork system. Would a copy of a passed test meet the requirements to submit a proposal? With the intention of an amendment to our proposal once we have received the actual applicator license.

Answer: I would be okay with proof of test results that show they passed and provide the certificate as soon as possible. Work can't start in the fall so by then, they should have their WY state applicator license certificate Question: Can you provide coordinates for the location for cedar removal concerning solicitation 140L6224R0002? I would like to look at the area before I place a bid.

Answer: The center of the project is -108.5137883 44.4727864.

Question: Is the site visit for Solicitation 140L6224R0002 mandatory? And is the site accessible outside of the site visit time?

Answer: The site visit is not mandatory and the site is accessible outside of the site visit time. Also here are some photos of the site I took today. We have a couple of bunches of salt cedar but as you get closer to the bunches there are little ones here and there.
