11. Is it the Government’s intent for Contractors to submit pricing on the Bid Schedule provided or can contractors submit pricing in their own format? The Bid Schedule includes parts not included in the best overall design and does not include parts needed for the best design of the systems – Will the Government consider allowing contractors to submit in their own format to allow the Government to more accurately view proposed system design?
a. Contractor shall use Government’s provided bid schedule. Contractor can supplement with another bid schedule or add notes to the bid schedule for clarification. Contractor can add sub bid items if they would like but the existing bid items shall be on the Contractor’s final bid. If the Contractor does not think one is needed, please indicate on the bid schedule as to why the item does not need to be included.
12. Are any of the PACS doors currently connected to building fire alarm?
0. The system must be a stand-alone solution. The ACS will be a stand-alone solution and will not be connected to the Federal Bridge at this time. Enrollment and Validation will be done locally at the site. However, new PACS and readers installed by the contractor will be on the FIPS 201 Approved Product List – PACS. The only thing that will not be stand alone is the Duress system. Whether the Duress system is activated by the hard-wired button or the wireless buttons it will prompt a cellular call from the Bosch panel to the pre-programmed numbers in the Bosch panel.
13. Is the BLM looking for a FICAM -compliant solution or a FICAM-ready solution? a. Section 1.1 of the SOW states that the System upgrade will meet or exceed Federal Information Processing Standards (FIPS) 201 version 2 standards. During the site walk, it was mentioned that the system is to be installed as a stand-alone solution, with no connection to the internet or to the federal bridge. Without this connection, the system cannot be FIPS 201-2 compliant. Please confirm if it is the Government’s intention to have the system connected to the federal bridge to provide certificate validation or if the system will be installed as a stand-alone solution.
a. See answer for #9.

a. Per the SOW the system must be FIPS 201 PIV II compliant, if part of that compliance is the requirement that it must be installed by a CSEIP certified vendor then it must be included in the Technical Proposal.
15. If this is the BLM’s intent, will the BLM consider adding the following requirement to the Solicitation: Proposing company’s CSEIP Certifications must be included in Proposal. For doors that have existing battery operated or mechanical locksets that call for new card readers added, are contractors to remove existing electric hardware and replace with new storeroom function locksets including any door wraps that may be needed to cover any holes left from removing the existing standalone locks?
a. Contractor shall remove all existing electric hardware and replace with new storeroom function locksets. If holes remain after new locks are installed, it is the Contractor’s responsibility to patch them. How the Contractor patches shall be a part of the design and will be approved by the Government at the time of design submittal.
17. Where there are doors that have new card readers and the existing lockset is either not lockable (passage set) or has classroom function and can be left unlocked, does the Government require that the contractor include the cost to provide new storeroom function locksets and any door wraps that may be necessary to fill the holes left by removal of existing lock?
a. Contractor shall provide new storeroom function locksets. If holes remain after new locks are installed, it is the Contractor’s responsibility to patch them. How the Contractor patches shall be a part of the design and will be approved by the Government at the time of design submittal.

a. Contractor shall abide by all Federal Building Codes that govern this.
19. Who is responsible to call for the utility location services when boring or trenching is required?
a. Contractor is responsible for utility locates.
Cody Field Office

a. Yes, Contractors shall install card readers on the side of the door indicated on the drawings. If holes remain after new locks are installed, it is the Contractor’s responsibility to patch them. How the Contractor patches shall be a part of the design and will be approved by the Government at the time of design submittal.
23. On the drawings, it appears some of the notes do not match the requirements. Can the Government provide an updated drawing that has the proper notes for each requirement? E.g., where note 13 is currently indicated, note 12 should be indicated instead.
a. Updated drawing for the Cody Field Office was posted with Amendment 0003.
24. On Drawing 10-201, Note 4. The existing underground conduit is full and cannot have a new cable pulled through. Are contractors allowed to use existing cabling as a pull string and run new cable? It was noted during Site Visit that one of the cables going through the garage to the existing conduit is a 12-pair telephone cable. All existing cabling including phone cable would need to be pulled out of conduit in order for contractor to run cabling for reader. Can contractors replace telephone cable with cable necessary for card reader, as on-site contact indicated the phone cable is no longer in use, and install a new access control panel and a POE switch?
a. The building is no longer using the 12 pair telephone cable. This office has gone to the VOIP.
25. Drawing 10-201 Note 4 calls for new POE switch to power cameras. Does Government require switch be installed in an enclosure?
a. All wires need to be in enclosures.
Worland Field Office
26. Drawing 10-003 North Gate Site Plan Note 3 calls for a new access control panel but there was no clearly defined pathway for connecting the new control panel to the new PACS. Would it be possible to run new surface-mount conduit across the existing movable fence that is currently padlocked shut, making this section of the fence more permanently closed (could not be opened in the future)?
a. No, we do not want to have this fence be permanently closed.
27. Drawing 10-003 North Gate Site Plan existing pedestrian gate calls for new card reader and electric strike. However, there is no existing card reader. It is a standalone cypher lock. Would Government allow for a complete rework of the pedestrian gate including fabrication of a mounting plate for electrified crash bar with an integrated REX? a. Note 4 calls for install of new door position switch but there is no REX called for or identified. Rework of gate noted above would mitigate this issue.
a. The Government will look at the pedestrian gate rework as an option but will need to be approved before construction.
28. Drawing 10-003 South Gate Site Plan, Note 4 states that if there is not spare conduit, access control will be standalone. It was noted there is no spare conduit—will the Government allow contractors to install wireless link between new control panel connected to FICAM-ready solution?
a. Contractors cannot install wireless links. Contractors can trench in conduit.
29. Drawing 10-002 includes note for contractor to install new trench between existing poles. The poles are on the other side of the fence. Is there an existing easement that can be used for that trenching (does the Government lease or own the space necessary for contractors to trench outside the fence where the existing poles are located)?
a. The Government owns to the canal ditch. This should not be an issue.
30. Drawing 10-103 Note 4 states existing card reader to be replaced and re-use all other existing equipment. Will door status and REX be added for any doors that don’t currently include them? E.g., Doors 108 and 109. REX and door contacts are not accounted for in Bid Schedule, but it was brought up during Site Visit to ask the question whether REX and door contacts would be required.
a. Yes.
31. In IT room there is empty cabinet. Can cabinet be reused, as there is no room to add an additional cabinet?
a. The contractor can utilize an existing cabinet that is in the IT room.
32. There are existing penetrations from the IT room on the second floor down to the first floor. Are contractors to reuse existing penetrations or should new penetrations be core drilled by contractors?
a. Contractors are to reuse existing penetrations.
33. Camera 103 on Sheet 10-105 – is camera to be mounted to existing pole that has basketball hoop on it? Or should camera be suspended down off of 30 ft tall ceiling?
a. The basketball hoop can be removed on the pole. Would not recommend suspending off the ceiling.
34. Door 118 calls for an electric strike, but it is a double door which would require for one of the doors to be core drilled. Will the Government accept an electrified lockset rather than an electric strike on the inoperable leaf?
a. The Government will not accept an electrified lockset.
35. Drawing 10-106: Card reader 115 is shown inside the elevator cab. Current access control is providing call button control and is mounted to the mounted call button and is not inside the cab. Please confirm the Government is looking to replace the reader with the same function.
a. Replace the reader with the same function.
36. Drawing 10-108: strobes for N and S open office areas - during Site Visit, it was discussed that the strobes to notify the occupants of those areas be relocated to the wall of the mezzanine on the second floor to provide better visibility for the occupants. Please confirm these strobes can be relocated to the mezzanine wall.
a. The strobes can be relocated to make better visibility.
37. Drawing 10-201 (shop building): Note 5 has contractors reusing an existing underground conduit. Assuming there is capacity in the existing underground conduit, can contractors install a new access control panel in addition to the POE switch in order to support the card readers for this area? If existing conduit does not have capacity, can contractors run new conduit and install a new access control panel in addition to the POE switch to support card readers?
a. The contractor can install a new access control panel if needed. This work will all need to be in conduit and install in a professional clean manner.
38. Existing Exiting IT racks have ample space for our small amount of equipment, due to space available for new racks in IT closets, are we able to use existing rack space on these jobs?
a. Yes, if there is something there for the contractor to use.
39. In places where we are integrating over the existing code or card locks, are we expected to replace the door hardware or abandon in place existing lever sets?
a. Contractor shall provide new storeroom function locksets. If holes remain after new locks are installed, it is the Contractor’s responsibility to patch them. How the Contractor patches shall be a part of the design and will be approved by the Government at the time of design submittal
40. For Cody field office, ISS noted that note 14’s are supposed to be note 13’s and note 13’s are supposed to be 12, is that correct?
a. A new drawing has already been provided with amendment 0003 for the Cody Field Office
41. For the Worland Field Office, ISS stated that note 4 regarding second floor ACS was to be removed from the spec, is this correct?
