The contract requires cleaning of vault toilets at five different recreation sites: Ponderosa Grove Campground (4 toilets), Elephant Cove Staging Area (1 toilet), Peek-a-Boo Staging Area (3 toilets), Crocodile Staging Area (1 toilet), and Nephi Pasture Staging Area (1 toilet). The contract period is one year with options to renew for four additional one-year periods. Contractors must submit monthly invoices, provide Material Safety Data Sheets for cleaning products, and adhere to specific cleaning standards. Deficient work will result in payment reductions, with penalties ranging from 5% to 30% depending on the specific task not completed to standard.

1. If high volume use occurs on a facility that the above schedule cannot keep up with;
Kanab Field Office Janitorial Services Summary of Work 01010 - 3 on-call vault toilet maintenance may be requested by the BLM. This would hopefully be rare, if ever, but the contracting representative and contractor would work together to schedule it in the contractor’s schedule.
C. Work Schedule: At the Pre-Work Meeting, the Contractor shall provide to the
Contracting Representative a written work schedule listing: (1) the anticipated dates and approximate times of all scheduled Work under the contract, (2) the names of people that will be working at each work site. Updated schedules shall be provided to the Contracting Representative in the event that dates, times, or personnel change from those originally shown.
D. Contract Period: From the date of Award for a period of one year (365 days), with option to renew for four additional one-year periods.
1.2 SUBMITTALS
A. Cleaning Materials and Supplies: Submit product specifications and Material Safety Data Sheets (MSDS) for all products proposed for use to the Contracting Representative at the Pre-Work Meeting. If products change, Contractor will supply updated MSDS sheets to the Contracting Representative.
B. Invoicing/Billing: As work is completed for this contract, Contractor will submit invoices, bills, or statements each month. Invoices must include an itemization of services completed, dates of service, total charges, and date of billing. To ensure prompt payment and proper contract administration, the Contractor is encouraged to submit bills the first week of each month.
1.3 QUALITY ASSURANCE
A. Performance Standards: The work shall comply with the following performance standards:
1. Surfaces: All surfaces, including toilet seat and riser, floor, walls, door, door handles and ceiling shall be kept clean of any foreign matter, spills, stains, marks, or residue of any nature and present an overall appearance of cleanliness. No foul odors should be noticed because of inadequate cleaning. No standing water shall remain on floor.
2. Bathroom Supplies: Toilet tissue and hand sanitizer will not be empty at the time of inspection.
3. Pest/Insect Control: Pest/insects population low with use of “green” or “bio-based” products, to the maximum extent possible, within the restrooms.
4. Pick Up Garbage: Recreation site shall be free of noticeable trash.
**There is no water at these locations**
Kanab Field Office Janitorial Services Summary of Work 01010 - 4
B. Frequency: The work shall be performed at the frequency as specified in 1.1 B.
C. Inspections: The work will be inspected as stated in 3.2. Deficient work will be corrected as stated in 3.3.
D. Service Completed or Service Delayed Notifications
1. All notifications must be by text message or email. The Contractor may call with information or questions, but must follow up with a brief, written record of completed or re-scheduled vault toilet service visits. The BLM will confirm any new re-scheduled vault toilet service date in writing (via email or text). BLM will generally respond during regular business hours
2. Contractor will notify the COR or PI on either the same business day or on the next business day after all restroom service duties have been completed for the scheduled vault toilet service date at each recreation site. This includes notification after re-scheduled Vault toilet service dates and for completing or re-performing vault toilet duties for deficient or unperformed work (see Part D).
3. Snow and/or impassable road conditions during inclement weather may prevent access to the recreation sites and/or specific vault toilet facilities. This is especially a concern during the winter months (December through March/April); and flexibility in re-scheduling vault toilet service visits will be necessary. If weather conditions prevent a scheduled vault toilet service visit, the Contractor must notify the COR or PI one day in advance or on the same business day as the originally scheduled service to reschedule. The vault toilet service visit should be rescheduled as soon as practicable, weather and road conditions permitting. Contractor will notify the COR or PI by text or email on either the same business day or on the next business day after the rescheduled vault toilet service duties have been completed.
4. BLM acknowledges that occasionally there will be other needs for flexibility in the approved annual work schedule. Such reasons may include but are not limited to:
equipment and vehicle failures, staff shortages, and other unforeseen circumstances.
The Contractor should attempt to adhere to the approved annual work schedule as closely as possible. However, when reasons other than weather cause a delay to the approved annual work schedule, the Contractor must notify the COR or PI one day in advance or on the same business day as the originally scheduled service to reschedule as soon as practicable. The contractor should attempt to make up the vault toilet service visit by Friday of the same week. If this is not possible, the Contractor will reschedule as soon as possible and preferably prior to the next high-use recreation day (generally holidays and weekends). Contractor will notify the COR or PI on either the same business day or on the next business day after the rescheduled vault toilet service duties have been completed.
5. For the purposes of bidding, the BLM assumes that Service Completed Notifications will take place up to 559 times during the calendar year (559 scheduled restroom
Kanab Field Office Janitorial Services Summary of Work 01010 - 5 service visits, plus up to 20 notifications for rescheduled vault toilet service visits).
6. Service Completed Notifications are a critical component of the invoice/billing payment process and the inspection process. BLM will use the notifications to confirm the scheduled restroom service duties were completed and for post-service inspections. The COR or PI will compare the restroom service invoice dates with the Service Completed Notification dates and schedule inspections accordingly. The contractor is required to include one or more photos showing the completed work with each service completed notification. The Contractor will not be paid for invoice dates that do not have a corresponding Service Completed Notification email or text, unless completion of restroom service duties can be confirmed otherwise. See Part
1.2 B.
