About this file
This is a Questions and Answers document for solicitation 140L5725Q0002 regarding vault toilet pumping services for the Bureau of Land Management Utah Region. The document clarifies several key technical and operational requirements, including: confirmation that contractors must fill vaults with 100 gallons of water after cleaning; vault capacity is 1,000 gallons per vault for both single and double door facilities; contractors (not BLM) must provide their own water; and proper documentation of waste disposal must be maintained for 3 years through logbooks and disposal site receipts.
The Q&A reveals that Waste and Water Logistics is the incumbent contractor under award #140L5724P0012. The agency has provided maps and UTM coordinates for vault locations in the bid schedule (Attachment 3) to help contractors locate facilities and determine distances to disposal sites. All answers indicate revisions were made to the Statement of Work and RFQ to reflect these clarifications.

Questions & Answers
Q1: One spot indicates that the vault will need to be charged with 100 gallons of water after cleaning and then in the description of how you want the job done it does not state that. I just want to know if it does need to be filled back up by me or not for a proper bid
A1: Yes, we want the water to be filled up. see the edited statement of work.
Q2: The other question is, on other opportunities I have bid there have been maps of exactly where each vault is so that I can determine how far they all are from a dump site and make sure I find them, or an employee can find them. Could you by chance provide me with a map or where to go to find one?
A2: Map provided and added to RFQ.
Q3: What is the maximum capacity in gallons of a single vault? Double vault?
A3: The vaults have capacity for 1,000 gallons of waste. The vaults are the same size, just either a 1 door or a 2-door toilet facility. It is always one door to one vault ratio.
Q4: In the Statement of Work, the government would provide an employee ad water truck, would this mean that water will not be provided by the contractor?
A4: No BLM will not provide water, the vendor will. Please see updated SOW.
Q5: May I request the actual vault coordinates (latitude and longitude)?
A5: Yes, the UTMs are attached and are included in the Bid Schedule. (Attachment 3)
Q6: Is there an incumbent to this contract? If so, please provide Award#, Award Amount, and/or Awardee name.
A6: Award # 140L5724P0012, Awardee: Waste and Water Logistics
Q7: According to SOW What type of documentation will properly satisfy “(Section 4.0 Tasks B.
DISPOSAL OF SEWAGE AND DEBRIS) Documentation of proper disposal shall be maintained in the contractor’s records for a minimum of three (3) years.”
A7: Something like a logbook noting the amount, location, and time of the disposal, and receipts or other business record from an authentic/authorized waste disposal site. The method would need to document the proper disposal of the waste.
