Muskrat Station Renovation Pre-Bid Meeting Notes

Held: June 9, 2021, start time 12:30 PM

Location: Bureau of Land Management, Muskrat Station

Attendees: See attached roster

Introductions: Mark covered the scope of work for the site.

Questions:

Q: Should the admin and office areas be quoted for work separately or together?

A: Money is tight for this station, so quote them separately. We prioritize work on the office over work on the admin area.

Q: Do you want floor removal and floor repainting done in the laundry room?

A: That work is listed as an option, depending upon funding availability.

Q: Do you want the workout room ceiling raised?

A: We want a small section raised left up to your discretion, probably about two (2) ceiling tiles wide and raised at least around 10 inches. For measurement reference, the length of the floor to the tile ceiling is 92 inches, and the distance from the tile ceiling to the true ceiling is 12 inches.

Q: Is there an issue with the utility’s sink placement on the plans?

A: Yes, it is incorrectly shown in the utility room. The actual location is the tool room. Drawing P-101 has been updated to show the correct location

Q: Do you want the utility flooring repainted?

A: No, that is not a part of this project.

Q: Are we installing a new water meter?

A: Yes, see Drawing P-101.

Q: Do we need to use the exact ADA compliant closet doors listed in the plan?

A: We listed those things to provide examples that we have in mind, but a suitable equivalent would be acceptable. This applies to all listed materials/hardware.

Q: What do you want done with the bathroom sinks?

A: We want them pulled out and replaced.

Q: What do you want done about the hallway lights in the bedrooms?

A: We want them converted to 3-way light switches.

Q: How do you want the flooring done in the bedrooms.

A: Flooring will be the same throughout each bedroom area, and new baseboards will need to be installed.

Q: The Drawing shows L3 (vanity light) above the bedroom desks, but the current light is not a vanity light, is this correct?

A: The bedroom L3 and L2 lights have already been converted to LED and so will no longer be a part of this project. The drawing has been updated to show this.

Q: For the fan above the range in the kitchen and the ducting, how high is the attic?

A: The roof above it is pitched so there should be plenty of room.

Q: Will the showers be using curtains or doors?

A: The showers will have curtains.

Q: For the bathroom vents, do you want just the vent units replaced or do you want all ductwork changed as well?

A: We only need the vent units changed; the original ductwork can stay.

Q: Is the original construction drawings window schedule accurate?

A: We believe so, except for the small window that has been added in the ADA room. This was not part of the original construction. The contractor is to verify this, and needs to provide blinds for actual window sizes.

Q: Are you replacing hardware on doors?

A: Yes, on some doors, see the schedule

Q: Are you replacing keypads?

A: Yes on a few doors, see the schedule

Q: Are you replacing keypads?

A: Yes on a few doors, see the schedule

Q: Are you replacing kitchen counters?

A: Yes, with a solid surface

Q: Are you replacing kitchen cabinets or refurbishing them?

A: We requested that you quote both options as an add-on.

Q: How long after you receive the bids will the project be awarded?

A: This is a very busy time of year for our contracting staff. We estimate award approximately 2- 3 weeks after the closing of this solicitation.

Q: Can you please provide elevation drawings and finish specifications for the cabinets and vanities to be replaced as an option in the Muskrat Quarters rooms and kitchen? Will the replacements be of the same type, layout, and finish?

A:

1. We have attached the elevation drawings from the original 97 construction that includes elevations of the kitchen cabinets. We have not verified that any of the current cabinets installed still match the 1997 drawings.

2. The replacements will need to be identical to what is installed unless something different is called out in the specifications and/or drawings created for this remodel. (IE, the 1997 drawings should only be used if you have verified the current install and the new specifications still match)

Q: In the specifications for the tile “Match Randolph Bunkhouse” is referenced can you please provide the specifications or submittals used for the Randolph Bunkhouse?

A: The specifications mention Randolph when referring to the tile and grout color and tile pattern. The color of the tile at Randolph is Creme Linen P686. The specifications references Randolph to convey the overall feel the government desires. The actual color, pattern, and product do not have to be matched exactly. Photos of Randolph will be provided to the winning bidder. Additionally, the Fire Station currently under construction at Vernon will be finished in the same style and should be available to the winning bidder for viewing. The winning bidder will still be required to submit color and pattern samples to the government with several options to pick from during the submittal process.

Q: In the specifications for the solid surface countertops Randolph is mentioned again, can you please provide the specifications or submittals used for the Randolph Bunkhouse for this as well?

A: The Randolph countertop is a Corian PG810 Pebble Grey. The specifications references Randolph to convey the overall feel the government desires and refers more to color and look from minor details such as bevels and transitions. The actual color and product do not have to be matched exactly.

Q: Is Wi-Fi available or do we need to bring a hotspot?

A: There is Wi-Fi at both sites. The process for approval to connect to a government network can be arduous depending on the type and amount of use you require. As we do not know the specifics of your needs, we cannot guarantee you will get the approval required in the time you would need.

Q: Has this building been inspected for asbestos; do you have an asbestos report?

A: The Asbestos Containing Materiel (ACM) Survey is included as an attachment.

Q: Where is the nearest hardware store?

A: We believe it is Tooele, but haven’t checked. The contractor may want to check Google Maps and then call to verify the level of service provided by the various stores.

Q: Will the building be occupied during the renovation?

A: There may be a minor presence of BLM employees on site, but there will be no permanent occupation there.

Q: In the ADA shower how many grab bars and in what configuration is required? Are any other accessible accessories required in the ADA rooms?

A: There will be two grab bars in the shower, one on the side control wall and one on the back wall. There will be two grab bars at the toilet, one on the side wall and one on the backwall.

Size, location, and spacing to match ADA requirements. No other specific accessories are required at this time, with the exception that any new items installed must meet ADA requirements. For example, the new counter and sink must meet ADA as per the specifications.

Q: Are we allowed to work after hours? Are we allowed to work on weekends?

A: The solicitation document (top of p. 15) states: “The performance period established for this contract is based upon all work being conducted during the hours of 7:00 am and 6:00 pm, Monday through Friday, excluding government holidays. If the Contractor desires to carry on work outside these parameters, including Saturdays, Sundays, and government holidays, a request must be submitted to the Contracting Officer’s Representative in sufficient time to allow satisfactory arrangements to be made by the Government for access to the work site and inspection.”

Q: Will you be uploading the sign in sheet to the website?

A: Yes, the pre-bid site visit sign-in sheet is provided with this amendment.
