About this file

This is Amendment One to a solicitation for the Round Valley Round Rock Hauling project issued by the Bureau of Land Management (BLM) Oregon-Southern Oregon Office Procurement Management Branch in Portland, Oregon. The amendment effective date is July 17, 2026, with solicitation number 140L4326Q0090.

The amendment clarifies contractor responsibilities regarding the acquisition and delivery of approximately 550 tons of 1½-inch minus crushed aggregate to Round Valley Road. The contractor is responsible for sourcing the aggregate from a commercial supplier (nearest source near Bonanza, Oregon), transporting it to the designated location, and coordinating delivery with the BLM. The BLM will be responsible for spreading and compacting the delivered aggregate. The Government will accept commercially certified aggregate gradation reports without requiring independent testing. Pricing should be submitted as a unit price per delivered ton based on approximately 550 tons. Delivery will be coordinated after award with a preference for project completion over 2-3 consecutive days. Item 00010 is updated to reflect "Crushed aggregate and delivery" under Product/Service Code Z1LB (Maintenance of Highways/Roads/Streets/Bridges/Railways) with a Period of Performance from August 1, 2026 to August 31, 2026.

Amendment One is to update the solicitation to include the acquiring of the aggregate, provide the map, and address the following questions.

Q. Aggregate Source: Section C.1 indicates the contractor is responsible for acquiring and delivering approximately 550 tons of 1½-inch minus crushed aggregate. However, Section C.4 states that crushed aggregate and crusher fines from a previous crushing operation at Doherty

Slide Quarry will be provided by the BLM. Could you please clarify whether:

o The contractor is responsible for purchasing the aggregate from a commercial supplier, or o The Government will furnish the aggregate, with the contractor responsible only for loading, hauling, and delivery?

A. The Government will not supply the aggregate, that was a carryover from a previous project at Doherty Slide. Contractor will be responsible for suppling the aggregate.

Q. Loading Responsibility: If the Government is furnishing the aggregate, who is responsible for loading the material at the quarry?

A. See response for question one.

Q. Pickup Location: If Government-furnished material will be used, could you confirm the exact pickup location and whether it is Doherty

Slide Quarry?

A. See response for question one

Q. Aggregate Specifications: Will the

Government accept commercially certified aggregate gradation reports from the supplying quarry, or is independent testing required before delivery?

A. Government will accept certified gradation reports.

Q. Delivery Schedule: Does the Government have a preferred daily delivery schedule or minimum/maximum number of loads to be delivered per day?

A. Delivery will be coordinated after award, no minimum or maximum amount of loads but would prefer the project to be completed over 2-3

Q. Pickup location: What is the exact load-out point (address or coordinates) for the government-furnished aggregate at Doherty Slide

Quarry? The referenced maps/drawings weren't in the posted package.

A. There is no Government provided aggregate, the closest commercial source for the project is in near Bonanza, OR.

Q. Scope: Is the contractor hauling and placing existing government-furnished crushed rock only, or is crushing and gradation testing also required? Section B and Section C.5.0 seem to conflict.

A. Delivery of aggregate will be coordinated with the BLM, who will spread and compact the aggreage.

Q. Is the contractor only responsible for acquiring and transporting the approximately

550 tons of crushed aggregate to the designated locations on Round Valley Road, with the BLM directing where each load is dumped?

A. Yes. Delivery will be coordinated with the

BLM who will spread and compact the aggregate after delivery.

2. The Statement of Work indicates that ¿the delivered aggregate will be spread and compacted by the BLM.¿ Can you please confirm that the contractor is not responsible for spreading or compacting the aggregate after delivery?

Yes.

Q. For pricing purposes, should we submit a unit price per delivered ton on the bid schedule, with the total extended price based on approximately 550 tons, as shown in Section

B?

A. Yes
