About this file

This file is a Questions and Answers document (Amendment 0002 – Attachment 1) for Solicitation No. 140L4326Q0079 issued by the BLM Spokane District for the Turn Point Lighthouse Furnace Replacement project in Washington. The document addresses 13 clarifying questions submitted by potential contractors regarding project requirements and logistics. Key clarifications include: one individual may serve as Superintendent, Safety and Site Health Officer, and Quality Control Manager; the period of performance may be extended after award through bilateral modification when justified by equipment lead times; the building is unoccupied and located on a non-ferry served island with daily barge and water taxi service available; no asbestos or lead is present; no third-party inspections, permitting, partitioning, dust containment, or negative air machines are required; and the existing units are upflow furnaces currently using PVC venting. The contractor must commence work within ten calendar days of receiving the notice to proceed and complete all work, including final cleanup, within 180 days. Purchases in Washington State are generally subject to sales and use tax unless a specific state exemption applies. The document also includes a photograph of the current furnace equipment (labeled AHU-2) showing an upflow unit with PVC venting installed in the basement of the lighthouse.

Amendment 0002 – Attachment 1 TURN PT. LIGHTHOUSE FURNACE REPLACEMENT Solicitation No. 140L4326Q0079 BLM Spokane District, Washington Page 1 of 3

Questions and Answers No. 1-13

Q1: Can one person "triple hat" as Superintendent, SSHO and QC Manager?

A1: Yes.

Q2: Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?

A2: Yes, the period of performance can be extended after award due to material/equipment lead times, but only through bilateral contract modification and only when justified.

Q3: Please provide a site visit attendee sign-in sheet, if available.

A3: Currently, there is not a site visit attendee sign-in sheet available. If there is one, it will be sent out in an Amendment.

Q4: (If building is occupied) Are there any phasing requirements? How many people will be in the building? Are there any temporary heating/cooling requirements?

A4: The building is not occupied. This is a remote historic structure on a non-ferry served island.

Daily barge and water taxi service is available from local vendors.

Q5: Please confirm whether asbestos or lead is present on this project, and if so, provide the relevant documentation.

A5: No.

Q6: Is this project tax exempt?

A6: In accordance with FAR 29.303, contractors are not considered agents of the Federal Government for the purpose of claiming tax exemption. Purchases made by the Contractor or subcontractors in Washington State— including materials, equipment, and supplies incorporated into this project—are generally subject to Washington sales and use tax, unless a specific state exemption applies.

Q7: When do you anticipate on site work starting?

A7: The Contractor shall be required to (a) commence work under this contract within ten (10) calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 180 days after the date the contractor receives the notice to proceed. The time stated for completion shall include final cleanup of the premises. See Section F.1.0 of the Solicitation.

Q8: Are third party inspections required?

A8: No.

Q9: Is permitting required?

A9: No.

Q10: Are partitioning, dust containment, and/or negative air machines required for this project?

A10: No.

Q11: What is the current venting material?

A11: Venting needs to match the manufacturers’ recommendations. Currently PVC is used. In general, high-efficiency (90%+ AFUE) units use PVC, CPVC, or polypropylene, as the exhaust is cool and acidic.

Q12: Are the existing units upflow or downflow?

A12: The units are upflow.

Q13: Would it be possible to get pictures or seal numbers of the current equipment?

A13: See picture below.
